Актуальность исследования государственной политики Российской Федерации в сфере сохранения исторического и культурного наследия связана с тенденциями развития историко-культурного туризма. Историко-культурное наследие стало индикатором государственной политики стран мира, заняв достойное место в межнациональных отношениях, выступая инструментом политического, культурного и экономического диалога, по сути, играя немалую роль в современной геополитике. Сегодня государственные инвестиции в отрасль туризма стимулируют культурные программы, сохранение этнических музеев, театров, музыкальных площадок, развивают природные и исторические парки, культурные ландшафты. Историко-культурный туризм выполняет задачу ознакомления с историей страны, региона, достопримечательностями исторического места, богатого материальным и культурным наследием, расширяет возможности сохранения и транслирования культуры народов. Это способствует региональному развитию и привлекательности территории. Цель исследования - рассмотреть государственную политику России как универсальный инструментарий создания историко-культурного облика территории в международном и национальном туризме, повышения уровня профессиональной подготовки кадров, обеспечивающих данное направление. Методологическую основу исследования определяет группа методов, которые структурируются в общенаучные и специальные. Общенаучную базу анализа фактов, явлений, институтов отрасли составили общие приемы формальной логики и связанные с ними частно-научные методики. Главным методом выступает прием исторического анализа туризма как отрасли социальной жизни. Системно-структурный метод использован для теоретического понимания видов туризма, сравнительно-исторический метод позволяет отследить развитие туристской отрасли в регионе с позиций исторической перспективы. Правовая основа общественного института прослежена на основе метода толкования норм права. Задачи исследования заключаются в проведении анализа теоретического положения об историко-культурном туризме и исторического анализа роли государственных институтов в развитии территории. The relevance of the study of the state policy of the Russian Federation in the field of historical and cultural heritage preservation in the historical aspect is associated with the trend of development of the direction of historical and cultural tourism. Historical and cultural heritage has become an indicator of the state policy of the countries of the world, taking a worthy place in interethnic relations, acting as an instrument of political, cultural and economic dialogue, in fact, playing a significant role in modern geopolitics. Today, public investment in the tourism industry encourages cultural programs, the preservation of ethnic museums, theaters, music venues, and the development of natural and historical parks and cultural landscapes. Historical and cultural tourism performs the task of familiarizing with the history of the country, the region, the sights of a historical place rich in material and cultural heritage, expands the possibilities of preserving and broadcasting the culture of peoples. This contributes to the regional development and attractiveness of the territory. The purpose of the study is to consider the state policy of Russia as a universal tool for creating the historical and cultural image of the territory in international and national tourism, to increase the level of professional training of personnel providing this direction. The methodological basis of the research is consisted of a group of methods that are subdivided into general scientific and special. The general scientific basis for the analysis of facts, phenomena, and the allocation of industry institutions was made up of general methods of formal logic and related private scientific methods. The main method is the method of historical analysis of tourism as a branch of social life. The system-structural approach is used for the theoretical understanding of the types of tourism. Comparative-historical, to track the development of the tourism industry in the region in a historical perspective. The legal basis of the public institution is traced based on the method of interpretation of the norms of law, etc. The objectives of the study are to make an analysis of the theoretical position on historical and cultural tourism and the historical analysis of the role of state institutions in the development of the territory.

The article addresses the main aspects of Kazakhstan’s state policy relating to historical and cultural heritage, namely, with respect to a gradual socially significant transition from heritage actualization to exploration, which represents a new trend in research. At present, the country’s historical and cultural heritage includes over 25,000 immovable historical, archeological, and architectural monuments, as well as monumental art sites. Based on the analysis of the representative historiographical resources and the state periodical press materials, a quantity and quality assessment was carried out regarding the outcomes of independent Kazakhstan’s policy on exploring its heritage at both domestic and international level. The “Cultural Heritage” project launched in 2004 is a unique national strategic project that portrays the state approach to culture and the exploration of cultural heritage. State program “The Sacral Geography of Kazakhstan” also plays an important sociocultural role. In the south Kazakhstan region alone historical and cultural objects have all been registered, including a unique cultural and historical megalopolis – the city of Almaty with a huge tsar necropolis. The President of the Republic of Kazakhstan N. A. Nazarbaev describes this policy as one of the cornerstones of national identity preservation. The mission of the Republic of Kazakhstan alongside the UNESCO World Heritage Committee, collaboration with foreign countries, and a contribution to the development of an ambitious international project “The Great Silk Road” also play an important role in preserving and actualizing its cultural heritage. The state policy of the Republic of Kazakhstan of exploring its historical and cultural heritage should be recognized as rewarding and effective in terms of the preservation and actualization of cultural heritage, national consolidation, and Kazakhstan’s integration into the global cultural space.

The author – taking a cue from the entry into force of l.n. 125/15, which has (re)transferred to the State the competence regarding the protection of the old paper – addresses the regulatory coordination issues that have led to a situation of handicapped protection of cultural heritage for several months after the entry into force of l.n. 125/15. In the second part of the article, the authordescribes- with an operating cutting – the largest administrative critical for the protection of rare books, identifying practical solutions, and operationally could help the administration of the Italian cultural heritage to come out of an atavistic impasse.

The article is devoted to the complex of Irkutsk cadet corps (school), which was unreasonably withdrawn from the list of monuments of regional significance and the State Register of Cultural Heritage Sites by the Service for the Protection of Cultural Heritage of the Irkutsk Region. Disagreeing with the opinion of officials, the authors reveal the historical and cultural potential of this ensemble and prove its historical, memorial, town-planning, architectural, landscape and recreational value.

The article investigates the principles of protection and use of cultural heritage sites in terms of ecological optimization of residential areas. The concept of cultural heritage object is defined and the order of definition of protection zones of cultural heritage objects in the conditions of ecological optimization of settlement territories is established. The principles of formation of the status of a cultural heritage object are revealed and the legislative basis is described. The concept of "territory of cultural purpose" is separated. Describes the problems of protection of cultural heritage sites, the main of which include the complexity of the content of objects, the search for the necessary funds for restoration, to solve which it is necessary to attract external sources of funding other than the state. The generally accepted ways of solving the outlined problems are given and the principles of their realization are substantiated, namely the necessity of complex application is emphasized. The classification of the process of reconstruction of cultural heritage is presented, the main directions of which include: restoration, regeneration, revitalization, revaluation, improvement and new construction. Each of these classes is described according to the method of implementation on site. It is emphasized that the protection zones of cultural heritage sites are areas adjacent to the included in the register of monuments and ensembles, and within which, in order to ensure the preservation of cultural heritage sites and compositional and species links, the construction of capital construction projects and their reconstruction related to changes in height, number of floors, area, except for construction and reconstruction of linear objects. The boundaries of the protection zone of the cultural heritage object are structured according to the zones of location of the latter. The directions of the relation of the state supervision in the field of protection of objects of cultural heritage to the principles of realization of the state support are defined. The list of possible measures of influence of citizens and legal entities in the field of protection of cultural heritage objects in the conditions of ecological optimization of settlement territories is offered.

Abstract The study describes the main outcome of the state policy in the field of protection of markers of past and culture in the 1990s in the Republic of Tatarstan. In the period under review, there was a transition from centralized management of culture to various forms of cultural activities, partnerships and financing. Identified the main problems of preserving the historical and cultural heritage in this period and highlighted such important issues, as the adoption in 1996 of the Law of the RT “On the Protection and Use of Cultural and Historical Values” [Law of the Republic of Tatarstan, 1996], the formation of the Kazan Kremlin Museum-Preserve, the implementation of the Program for the Elimination of Dilapidated Housing [9], establishment of the Scientific and Production Department of the State Control of the shield and application of columns of History and practice of the Ministry of education of the Republic of Tatarstan, as well as the edition of the order of the leader of the Republic of Tatarstan “On the celebration of the 1000th anniversary of the founding of the city of Kazan” and the beginning of international cooperation for the preservation of cultural heritage.
