CONCEPT AND PURPOSE OF STATE ENVIRONMENTAL CONTROL (SUPERVISION)

Regulatory and scientific approaches to understanding environmental control (supervision) are investigated. Special attention is paid to the problem of correlation between the categories “environmental control” and “environmental supervision”. The conclusion is made about the need for their differentiation in the legislation.

IMAGE VS REPRESENTATION OF A REGION IN THE MEDIA: ANALYSIS OF COMMON INTERPRETATIONS

Russian scholars’ approaches to interpretations of the terms “image” and “representation” are analyzed. Essential differences between the notions in relation to the way regions may be portrayed in the media landscape are emphasized. An authorial definition of a region’s media image is formulated.

Territorial Autonomies in Unitary States in the Post-Soviet Space: Devolution of Legislative Powers

A comparative legal analysis of the legislative powers of territorial autonomies in the form of republics in post-Soviet countries is drawn. On the basis of constitutional legal acts, the presence or absence of certain signs of statehood in the autonomies under consideration, as well as their relationship with the central authorities of the countries they are part of, are analyzed.

Some Historical and Legal Aspects of State and Municipal Authorities Interaction Model Formation

The article deals with topical issues of the development of local self-government based on the requirements of the Constitution of the Russian Federation, taking into account the constitutional amendments. The authors summarize some aspects of the constitutional consolidation of local self-government in different historical periods. Theoretical and practical approaches to ensuring selfgovernment tasks implementation are considered.

Auditing in a Family-Centered Higher Education Institution: The German Experience of Implementation

The family-friendly university audit (“audit familiengerechte hochschule”) is studied. The audit is available to German universities in order to support a familyfriendly working environment. Practices of an auditor coordinating several workshops for rectorate, HR department and functionaries, as well as representatives of all university groups are considered. The experience of the auditing at the University of Applied Sciences – Public Administration and Finance, Ludwigsburg is analyzed.

Public Procurement Transparency and Openness Effective Instruments Analysis

Liability measures provided by the legislation and reports of the controlling bodies are analyzed. The conclusion is drawn that it is necessary to strengthen administrative and criminal liability for violations of the law in the course of public procurement. The author proposes tools to ensure compliance with the principles of transparency and openness of public procurement.

Methodology of Sociological Instrumentation in Modern Cultural Studies (Problem Statement)

The instrumentalism of sociology in the system of cultural studies as a scientific method on the example of the development of the culture of reconstructivism is considered. Cultural studies are presented as a direction accumulating the instrumental experience of sociology. Interdisciplinarity as a principle of scientific methodology assimilates the experience of various intellectual movements, problematization of the value content and social functions of culture, its diverse phenomena. The new possibilities of developing the culturological concept of temporalism are revealed.

Memorial Culture and Political Mythology: Politics of Memory in the Sphere of Public Administration in Russia and Post-Soviet States

The authors suggest and substantiate a typology of the state policy of remembrance implemented in post-Soviet States: the policy based on the principles of historicism, mythology domination, hybrid policy. Approaches to scientific state institutions activities in the field of modern history, as well as practices of civil society and state institutions functioning in the educational policy are analyzed.

Main Directions of Tourism Sector Development in a Region (Case Study of the Orel Region)

Current conditions that determine the widespread development of domestic tourism, the search for new tourist products and services within the state are considered. The empirical basis of this article is the results of a sociological study of the main directions of the development of domestic tourism, conducted in April 2021 at the Department of Sociology and Information Technologies. It is summarized that improving the quality of tourist services, as well as complete and accessible information about tourist products will help to increase demand in the region by attracting potential tourists.
