The article is devoted to the complex of Irkutsk cadet corps (school), which was unreasonably withdrawn from the list of monuments of regional significance and the State Register of Cultural Heritage Sites by the Service for the Protection of Cultural Heritage of the Irkutsk Region. Disagreeing with the opinion of officials, the authors reveal the historical and cultural potential of this ensemble and prove its historical, memorial, town-planning, architectural, landscape and recreational value.

The approval by the Ukrainian government of the concept for the introduction of BIM technologies in the construction of Ukraine provides many opportunities for the development and implementation of BIM as a tool for creating archival documentation and storing the state register of cultural heritage sites of Ukraine, in particular architectural monuments. The application of the principles of BIM technologies to historical buildings is widespread in the EU countries and allows combining 3D-models with textual information (databases) and is included in international practice as HBIM (BIM technologies applicable to the sites of historical heritage). The proposed method of modeling and description using software tools, applying the best excellent achievements, allows improving the state of registration of historical sites, architectural monuments and urban planning on the territory of Ukraine.

The article investigates the principles of protection and use of cultural heritage sites in terms of ecological optimization of residential areas. The concept of cultural heritage object is defined and the order of definition of protection zones of cultural heritage objects in the conditions of ecological optimization of settlement territories is established. The principles of formation of the status of a cultural heritage object are revealed and the legislative basis is described. The concept of "territory of cultural purpose" is separated. Describes the problems of protection of cultural heritage sites, the main of which include the complexity of the content of objects, the search for the necessary funds for restoration, to solve which it is necessary to attract external sources of funding other than the state. The generally accepted ways of solving the outlined problems are given and the principles of their realization are substantiated, namely the necessity of complex application is emphasized. The classification of the process of reconstruction of cultural heritage is presented, the main directions of which include: restoration, regeneration, revitalization, revaluation, improvement and new construction. Each of these classes is described according to the method of implementation on site. It is emphasized that the protection zones of cultural heritage sites are areas adjacent to the included in the register of monuments and ensembles, and within which, in order to ensure the preservation of cultural heritage sites and compositional and species links, the construction of capital construction projects and their reconstruction related to changes in height, number of floors, area, except for construction and reconstruction of linear objects. The boundaries of the protection zone of the cultural heritage object are structured according to the zones of location of the latter. The directions of the relation of the state supervision in the field of protection of objects of cultural heritage to the principles of realization of the state support are defined. The list of possible measures of influence of citizens and legal entities in the field of protection of cultural heritage objects in the conditions of ecological optimization of settlement territories is offered.

This paper investigates issues related to modern features of determining the status of immovable cultural heritage sites as well as the accompanying practical aspects. The paper emphasizes that listing the object of cultural heritage in the State Register of Immovable Monuments of Ukraine by the category of national or local significance shows the object's special status and should guarantee that the state, represented by the bodies of authority, will take the necessary measures for its protection and preservation. It is stated and grounded that the currently existing format of the State Register is outdated; it was formed without having considered the available positive practical experience, new challenges of modern life and achievements of the technological progress. Thereby, it is necessary to change certain provisions of the current Law of Ukraine "On protection of cultural heritage", in particular, regarding the formation of the basic terminology of the monument protection sphere and the procedure for publishing information on state registration of cultural heritage sites. In order to form and store the data of the State Register of Immovable Monuments of Ukraine, it is necessary to use modern software adapted for the specific needs, and not just use the option of archiving available text documents.

Influences exerted by cultural heritage properties on developments in architecture, town planning, or landscape design represent one of the criteria that are used to evaluate the Outstanding Universal Value of the properties nominated for listing as World Heritage Sites, which is criterion (ii). In 1996, the wording of criterion (ii) was revised to address the interchange of human values exhibited by cultural heritage properties. The main aim of this study was to discuss the changes that occurred to the application of criterion (ii) following the revision of its wording of 1996, particularly in relation to historic towns. The study also aimed at investigating the applicability of the revised version of criterion (ii) to the particularity of the cultural heritage of an Egyptian historic town and a potential World Heritage Site, which is “Historic quarters and monuments of Rosetta/Rachid”. To achieve these aims, a sample of World Heritage Sites, or potential ones, representing both the pre-1996 and the post-1996 historic towns whose Outstanding Universal Value was justified based on criterion (ii), was adopted for the analysis of the changes in the application of criterion (ii). Subsequently, a brief preview of the major features that represent the mutual influences experienced throughout Rosetta’s wider cultural context was carried out. The findings revealed that the prevalent trend in the post-1996 listings of historic towns is the emphasis on other cultures’ influences exerted on the concerned historic towns through interchanges of human values that take the form of exchanges of technical know-how, traditions and religious values. The findings also indicated the applicability of the revised version of criterion (ii) to the particularity of Rosetta’s cultural heritage. The study recommends inscribing Rosetta on the World Heritage List based on criterion (ii).


Research aim is a comprehensive analysis of the state of preparation of the Kharkiv volume of the multi-volume encyclopedic edition "Collection of monuments of history and culture of Ukraine" from the 1980s – early XXI century and its impact on the field of monument science and monument protection. Research methodology. The article examines the formation of the Kharkiv volume of the multi-volume encyclopedic edition "Collection of Monuments of History and Culture of Ukraine" in the context of a nationwide encyclopedic project in terms of the principles of historicism, system, interdisciplinarity, objectivity, analysis and synthesis. Scientific novelty. In the modern normative system of cultural heritage protection, historical and interdisciplinary research, an important part of measures to protect and promote national cultural heritage in Ukraine and the world and a separate subject of study is "Collection of monuments of history and culture of Ukraine" - fundamental, multidisciplinary, encyclopedic, scientific reference publication, which covers all known in its territory immovable monuments - archeology, history, architecture, urban planning, monumental art, science and technology, which have historical, scientific or artistic value. Conclusions. Having analyzed the main normative principles, legal acts, orders and directives, due to which the functioning of the Code was started, both in Ukraine in information on monuments, changes in administrative-territorial structure and socio-political moments, as well as current experience and the state of preparation of the Kharkiv volume of the publication, we can conclude that the project "Collection of monuments of history and culture of Ukraine" is not only a publication that carries a normative and encyclopedic load. The Code is a scientific basis for compiling the State Register of Immovable Objects of Historical and Cultural Heritage, but it differs in that it contains the most studied number of immovable objects of cultural heritage, not only those that are under state protection. This nationwide project is able to improve the historical and local lore movement, intensify the excursion and tourism component of the region, as well as become the basis for the creation of new modern information resources in the field of protection and research of monuments.

Established in the first half of the 18th century, the district of Krš in Trebinje was the first settlement to grow upoutside the town walls. It grew up spontaneously in response to the local natural environment and under amixture of Mediterranean and Oriental influences. Since the second half of the 20th century, the district has faceddilapidation, a process that has not been countered yet, despite its recognised value as a cultural asset and thequality of its ambience.In this paper the present state of the district of Krš is analysed, along with the possibility of its adequateprotection relative to the applicable spatial and town plans, town planning ordinance and international charterson the protection of cultural and natural heritage sites. Also considered is the formulation of a special strategythat would help regenerating the area under consideration as well as safeguard its intangible cultural heritage andgenius loci.
