Participatory planning is widely used worldwide as a tool of involving citizens in the processes of urban development, and it has also become more popular in Russia. The projects in Russia are implemented using foreign practices of participatory planning, thus there are N theoretical and methodological bases being developed. As a result, the involvement of citizens in the processes of urban development lacks in quality. This paper is devoted to organizing the participatory practices in the design of outdoor areas on the example of Saint Petersburg.the goal of the study is to create unifed rules of organizing participatory planning in Russia.The methodology is based on a systematic approach to the assessment of the outdoor areas quality, evaluation of citizens’ readiness to participate in participatory design and assessment of the availability of the projects implementation in this feld. The assessment of the outdoor areas quality was conducted with a method of a quality rating of a living environment.The evaluation of citizens’ readiness was based on a survey of the territory users. The method of the expert interview was used to assess the availability of the participatory planning projects implementation.The research results are formulated as recommendations for organizing the practices of participatory design in Russia.The following conclusions were made: the implementation of the recommendations provided for organizing the practices of participatory planning would increase the quality of outdoor areas and decrease the number of conflicts between stakeholders. Moreover, it would help in creating the local community, where the participants go through the transformation from the passive user to the active designer of the area.

Gentrification represents a new trend of development towards the new forms of socio-spatial divisions of the city centre. It also restores the quality of urban development and life of the local community. However, there are various issues arising from this developmental process. These issues have been identified as the demand for physical development, economic worth and sociological evaluation of the community, which have an effect on the local identity of the study area. Therefore, the aim of this paper is to identify the impact of gentrification on the local urban heritage identity in the heritage city of Melaka. The study takes a quantitative research approach. This study also shows the positive and negative impacts to the local communities, and these effects may differ with other cities. The study evaluates the impact on the socio-culture and spatial structure in this area. Hence, recommendations of this paper place emphasis on the involvement of the local community in determining the direction of development. Apart from that, safeguarding the local intangible cultural heritage value in the urban development process should also be emphasised as it is intended to respect and protect the rights of the local community while creating a balanced development without compromising quality of cultural heritage assets of the historic city.

Problem setting. The effectiveness of local government reform in the decentralization process largely depends on the quality of territorial community management. Territorial formations differ from each other in a number of factors. This requires taking into account these peculiarities and adherence to certain principles when forming the organizational structure of management.Highlighting previously unsettled parts of the general problem. An important and new approach in the formation of organizational structures of territorial community management is the use of a set of factors that reflect the characteristics of a particular community, studying the relationship between spending costs on management and the effectiveness of managerial decisions, defining approaches to management in a particular area. Of particular importance in this context is to specify the factors influencing the formation of organizational structures of territorial community management, determining the principles and criteria of management effectiveness, which should be considered when choosing an organizational structure of territorial community management. Paper main body. Decentralization of management involves the provision of quality services to the population of territorial communities. One of the most important tasks in this context is the ability to form effective local governments - to elect the head of the community and the local council, but also to effectively influence them, participate in the process of making complex decisions and feel responsible for the results of joint work.It is advisable to use a systematic approach in the formation of organizational structures for the management of the territorial community. The use of a systematic approach ensures that the specific peculiarities of the territorial community, the needs of management in a particular area and the real ability of managers and professionals to solve problems and make managerial decisions. In particular, it should be borne in mind that the choice of governance structure largely depends on the financial capabilities of the individual territorial community. The analysis of the results of the first half of 2020 showed that the costs of maintaining the administration are very different in different local communities. Based on the results of the analysis, the structure and functions of management are reviewed and, if necessary, a complete restructuring of managerial activities in the local community is carried out. It is important in the process of forming organizational structures of territorial community management to adhere to the proposed principles. In addition, public participation in local government is an important component of the success of local self-government.Conclusions of the research and prospects for further studies. Thus, when forming the organizational structure and the structure of the local council staff and its executive bodies, the foundations are laid for the possibility of future development of the territory. The formation of an effective organizational structure of management is able to ensure the improvement of the well-being and quality of life of the inhabitants of the territorial community. Further research will focus on finding approaches to improving the management of the local community, analysis of the impact of expenditures on management and the effectiveness of managerial decisions.

Socio-economic and ecological stability of an urban area is closely related to environmental management. The best way to determine the urban environment is the quality rating system. The research aimed to determine indicators of urban development quality and their weight coefficient using the analytic hierarchy process (AHP) method. The study reveals five main groups of indicators where safety and ecology of the urban environment has the biggest influence on the quality of urban development.

The water quality of the rivers in Gresik, specifically in Bengawan Solo river in Bungah-Ujung Pangkah area and the downstream of Brantas River in the Wringinanom-Driyorejo Region, is polluted as perceived from the total dissolved solids that reaches 5000 ppm. Meanwhile, the river water contaminated with microplastics in Bengawan Solo reaches 55.2/100 L and the downstream of Brantas River reaches 18.5/100 L3. The garbage does not only accumulate in rivers, but also on land. In Sekapuk Village, Ujung Pangkah Subdistrict, Gresik, there is a former limestone mine. Since the mining was completed, it ended up being a landfill from 2003 through 2017. The current study employs a qualitative research method. The data were collected from interviews, observation, and documentation. The objectives of this study are: 1) To determine the components of tourism and participatory planning in Setigi tourist attraction, 2) To determine the community development and empowerment in Setigi tourist attraction, and 3) to determine the supporting and inhibiting factors in managing Setigi tourist attraction. The results of this study are as follows: 1) Setigi tourist attraction's components include parking areas, toilets, prayer rooms, gazebos, photo spots, culinary areas, ATV cars, and others. The planning of this tourist attraction came from an idea of the village head to make the village into a tourist attraction. As a result, a regular meeting is held on the 1st of every month which is attended by members of BUMDES, PEMDES, other village institutions such as local community units (RT & RW) and other community members, 2) The community development is carried out by providing opportunities to establish stalls for women in family welfare program (PKK) groups and each local community unit (RT /RW) in Sekapuk Village, 3) The supporting factors are the ability and the willingness to establish Setigi tourist attraction. Meanwhile, the inhibiting factor is the limited funds in the tourist attraction development, but a joint saving program was planned by the village head.

2020 is the 25th anniversary of Putrajaya, Malaysia's new Garden City administrative centre. But, the early development of this city has attracted critical views. This paper aims to examine Putrajaya's engineered landscapes' habitability and how they affect the quality of the living environment. The objective of this study is to identify the perceptions of professionals on these engineered landscapes and their contributions to users and the local community. It engages a descriptive analysis of webinar inputs by esteemed experts and professional respondents of an online survey. The results show that Putrajaya has potential as a planned green city model. Introduction. The purpose of the study was to analyze the state of social capital of the local community, the characteristics of its formation in the process of participating in the design of architectural and landscape space of the city by online communities as the basis for developing an effective social technology to create a comfortable living environment for citizens and one of the most important factors in the formation of the civil society. The research results outlined in the article are of relevance and have scientific and practical significance when introducing local self-government bodies into practice in order to improve the mechanisms of interaction with the actors of online communities and the decision-making process on creating a comfortable architectural and landscape environment of cities. Materials and Methods. The study used general and particular methods of scientific research, comparative and system analysis, questionnaire survey, analysis of documentary sources. Results. The state of social capital of three urban communities of the Belgorod Region, formed in the process of participatory design by members of online communities, has been revealed. The levels of formation of ten structural components of social capital were identified in accordance with the research model proposed by the authors of this article. By comparing the identified levels of formation of the social capital components, subordinate connections have been established between them and their hierarchical structure has been identified, which is necessary for the development of social capital formation and reproduction technologies by online communities in the process of participating in designing a comfortable living environment for citizens. Discussion and Conclusion. An analysis of the results of a sociological study has shown that the participatory design of the architectural and landscape space of the city is an important area of consolidation of the collective activities of the local community; the state of social capital depends on the degree of involvement of online communities in the participatory design of the architectural and landscape space of the city and the process of practical solution of socially significant problems; consolidation of the local community to solve the problems of creating a comfortable architectural and landscape space of the city has been carried out by involving the immediate environment. The research materials will be the basis for creating a social technology for forming a comfortable living environment for citizens at the scientific, organizational, formalized, descriptive, procedural and activity levels.

This paper attempts to present and discuss the outcome of the results of the key different studies and projects carried out at Salt and at Irbid historic cores.  It focuses on the executed urban heritage projects undertaken mainly by the Ministry of Tourism and Antiquities (MoTA) of Jordan in the last two decades. It discusses their different aspects through initial assessment of the loss and degradation of the cultural heritage assets of the two cities; the fragmentation and lack of connectivity between the modern and historic cores; issues of sustainability of architectural and urban heritage projects i.e. tourism planning and conservation; and reuse projects at the historic cores in relation to cultural, physical factors and development needs. It also addresses the behaviour and characteristics of the urban regeneration process in those two historic cities, starting from their documentation to examination of the different aspects of the currently adopted urban practices and policies, and their impact on the existing urban heritage, depending on the specific identity of the respective historic cores. Finally, it aims to define the main constraints and challenges for the reuse of the existing heritage fabric including the local community quality of life, while building on sustainable heritage activities accommodating tourism opportunities. This will give, at least, some indications from which we can identify a use or combination of uses, and practical steps needed for successful heritage conservation actions in Jordan, in order to retain the cultural significance of the place.

The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.
