The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.

The development of industry, agriculture, transport and urbanization has resulted in excessive emissions of heavy metals into the environment, which due to their bioaccumulative properties express negative effects on the environment and living organisms as a whole. In this work the presence of heavy metals in the soil samples of the urban area of Lukavac and Kalesija municipality and their effect on the health of the population were studied. Soil samples were collected in October 2017 at five locations in the urban area of Lukavac municipality and two urban locations in Kalesija municipality. Concentrations of chromium (Cr) copper (Cu), cobalt (Co), nickel (Ni), cadmium (Cd), lead (Pb), manganese (Mn), iron (Fe) and zinc (Zn) in the soil samples were determined. The results indicated that in some locations the concentration of heavy metals exceeded the maximum permissible concentration (MPC). MPC value for chromium was exceeded at four locations in the urban area of Lukavac, whereas MPC value for nickel and cadmium was exceeded at all locations. In Kalesija, MPC value was exceeded for chromium and nickel at one location, while cadmium MPC was exceeded at both locations. The negative impact of heavy metals on the health of the population is the cause of many malignant diseases. Statistical analysis of the number of patients with malignant diseases in the area of the Lukavac and Kalesija revealed significantly higher prevalence of malignant diseases of the lungs, breast, skin and cervix in the Lukavac (p<0,05) in comparisson to Kalesija municipality.

Постановка задачи. Исследуется влияние мероприятий по градостроительству, планировке населенных мест на экологическое состояние поселений, а также пути улучшения экологии мерами градостроительства. Результаты. Методом экстраполяции исследована динамика сельского и городского населения, осуществлен прогноз на перспективу. Определено гигиеническое значение планировки территории. Рассмотрены истоки возникновения и причины развития наиболее общих экологических проблем урбанизированной территории. Раскрыты такие наиболее актуальные проблемы крупных городов, как несанкционированные свалки, точечная застройка, высокая плотность населения, сокращение площади зеленых насаждений и др.; предложены мероприятия по их решению (снижению негативного влияния) на законодательном и исполнительном уровнях. Выводы. Результаты исследования позволяют сделать вывод о существенном положительном влиянии своевременных градостроительных мер на экологическую ситуацию в городах. Statement of the problem. The problem of identifying the impact of urban planning activities on the environmental status of human settlements and finding ways to improve it by urban development measures is considered. Results. The dynamics of rural and urban populations has been investigated by means of the extrapolation method and the projections have been made. The hygienic requirements to the territorial planning have been determined. Causes and origins of the most common environmental problems of urban areas have been examined. The most urgent problems of cities, such as illegal dumps, infill development, high population density, reduction of urban green spaces, etc. were revealed. The activities for reducing the negative impact were proposed at both the legislative as well as executive levels. Conclusions. The findings of the study suggest that there is a significant positive impact of timely well-grounded urban planning measures on the ecological situation in cities.

AbstractThis article explores the understudied issue of urban problems in pre-modern China and examines the responses to the negative impact of urban development on life in the populous city of Kaifeng in the Northern Song (960–1127). Although writers, painters, and historians have portrayed the capital city's splendor for centuries, various urban problems emerged as medieval China became a more urbanized society. This article investigates Ouyang Xiu's (1007–1072) accounts of how extreme weather conditions adversely affected the lives of Kaifeng residents. These experiences, which he discussed in letters and poems, are associated with longer trends that result in climatic anomalies and disasters in the city. Ouyang Xiu also complained about living costs and medical services in Kaifeng. These reflect the difficulties in maintaining good urban provisions and services in a city of this scale.

Urbanization is a continuous and dynamic process which has a direct impact on ecosystems and their services provided to human society. Restriction of green areas greatly accentuates urban ecological risks, having an immediate negative impact on their viability and sustainability, on life quality and population health. Increasing population density in urban areas leads to an increasing need for space. Parallel to the tentacular development of urban agglomerations, structure, architecture and design have changed, at the expense of green spaces. The development of urban areas in several European Countries (e.g., Romania, Portugal, Sweden, amid substantial demographic growth, it was made at the expense of green areas. Historical milestones of urban and peri-urban development are also key milestones in green space strategies, both in terms of development and conversion into different land-uses. This article investigates the evolution of green infrastructure in three distinct countries in Europe. In western Romania (Timisoara urban area and its neighboring peri-urban zones) we investigate the strong correlation with the evolution of urban development and the strategies developed for improving the life quality. In central Portugal, we analyze the dynamics of green infrastructures in a peri-urban catchment close to Coimbra city Centre, driven by long term urbanization. In Sweden (Malmö city), we study the history of blue-green infrastructures such as sustainable urban drainage over the past two decades and application of this in the physical planning. We will emphasize the main key milestones in green space strategies, similitudes and differences between three urban areas located in three different bio-geographical areas.

Purpose: The purpose of this paper is to find common ground between the theory of crime prevention by means of architecture and environment design and between the theory of sustainable development. The importance of creating a visually and environmentally friendly urban environment is shown as a means of involving people in the urban infrastructure, and, consequently, increasing the safety level.Methodology/approach: The interdisciplinary approach based on knowledge of urban studies, architecture, town planning, criminology and sociology. The analysis of safety of the urban environment and foreign experience. Exploration of approaches and techniques for creating a safe urban environment based on foreign experience. Modern methods include architectural means, planning and environmental design: lighting, gardening, anti-vandal measures, safe building construction.Research findings: The urban development indicates criminogenic and a relatively safe areas. The use of eco-friendly materials and architectural means is aimed at energy conservation and their positive impact on the urban environment as a whole. The identified aspects of the public safety, sustainable development, ecology and architecture include use of local natural materials or composites that can accumulate energy or respond to environmental changes; vandal-resistant materials; landscaping not only as a decoration, but also as a defense against criminal encroachments and en- vironmental improvement; more intensive planting in the urban structure to improve the environment.Practical implications: Multi-storey apartments are more typical for large Russian cities like in South Korea. Due to their high density, such areas do not experience problems with accessibility and developed infrastructure, but control and security are more important. The reconstruction of existing or creation of new objects (building, park or area) consists of the following algorithm: collection of information about the site, analysis of analogs, the implementation of the selected principles, selection of appropriate tools and materials, and postproject research for quality assessment. The discussed examples can help in the building design and reconstruction. The proposed algorithm for assessing the safety of the urban environment can be introduced into the design process.Originality/value: The value of research lies in the comparison of different concepts of safe built environment. A study of the foreign experience in the urban places and living environment. The paper makes an attempt to draw analogies between different types of multi-storey urban development and identifies the greatest criminality of this or that type of development. The paper provides an overview of the latest studies of the urban environment. For the first time, an attempt is made to adapt the principles of decriminalization to the specific features of the Russian cities. The paper suggests the reconstruction algorithm for the urban areas, taking into account the requirements of criminogenic safety, and proposes the principles of decriminalization.

In Vietnam’s major urban areas, private motorcycles are the main means of transportation that are suitable for socio-economic conditions, current transport infrastructure, and people’s habits. However, in recent years, the negative effects of a large number and high density of motorcycles in urban areas such as traffic congestion and noise and air pollution have resulted in a gradual change in the public’s opinion of private vehicle adoption, especially motorcycles. The public has also urged the authorities to issue policies of limiting or curving the growth in the number of private vehicles powered by fossil fuels in big cities. However, in order to achieve the goal, other alternative means of transport should be proposed to encourage people to move to a more sustainable and eco-friendly form of mobility. The alternatives also should be consistent with the average income level as well as social characteristics. In recent years, along with the development of a highly connected public transport network, efficient and less-polluting vehicles including electric two-wheelers have been emerging, thriving, and drawing more attraction from Vietnamese people and policy makers. The spread in the number of electric two-wheelers in Vietnam’s major cities may be a sign of the transition to a more sustainable and less-polluting means of transport as an alternative to gasoline-powered motorcycles. In this paper, the authors aim to analyze the current road traffic status in Vietnam’s major cities, as well as shed a light on the transition to the greener and more efficient alternative vehicles to motorcycles in Vietnam’s urban traffic. Several recommendations for encouraging this vehicle type development are also important outcomes of this paper.

Urban population is steadily growing worldwide, while the number of people in Eastern Europe is decreasing. These two contradictory trends have outlined the proposal for sustainable solutions to solve civil engineering issues that are aimed at implementing the principles of sustainable development and ensuring a better quality of urban life. When considering the problem that is encountered in Eastern European countries, a multi-criteria model for sustainable urban development has been designed and focused on planning and simulating an inner urban living environment. The suggested model has disclosed the social, economic, environmental, and sustainable components of the infrastructure that are necessary for developing inner urban areas. The components have been adapted and presented in three different size territories covering Lithuanian cities and towns. The applied expert evaluation method has assisted in determining the key criteria that should be considered in order to identify the most important inner areas of urban development. It is expected that this study will extend activities that are performed in the field of improvement of sustainability engineering processes and offer guidelines for other researchers investigating the areas of inner urban development.

With the development of urbanisation, the contradiction between urban expansion and lake protection becomes increasingly evident. Particularly, lake reclamation of urban construction causes serious damage to the water system and further affects the ecological environment of urban areas. On the basis of the interpretation and analysis of long time-series remote sensing images, this study evaluated the spatial pattern and dynamic changes of urban built-up areas and lakes in Wuhan from 1987–2018 and analysed the role of urban policies in this process. A coupling coordination degree model was used to analyse the correlation between them. Results show that with the continuous advancement of urban construction and renewal of urban policies, the coupling degree between urban expansion and lake change in Wuhan has been on the rise in the past 30 years. Moreover, the antagonistic relationship between urban construction and lake protection has gradually eased from severe imbalance to slightly balanced, and the negative impact of urban development on lake change has gradually decreased. The findings underscore the need for Wuhan to adhere to policies that promote lake protection. Lake supervision should be strengthened, and ecological restoration should be actively promoted. Furthermore, sustainable urban development policies should be maintained to improve the quality of urban development.

The paper herein presents greenp-median problem (GMP) which uses the adaptive type-2 neural network for the processing of environmental and sociological parameters including costs of logistics operators and demonstrates the influence of these parameters on planning the location for the city logistics terminal (CLT) within the discrete network. CLT shows direct effects on increment of traffic volume especially in urban areas, which further results in negative environmental effects such as air pollution and noise as well as increased number of urban populations suffering from bronchitis, asthma, and similar respiratory infections. By applying the greenp-median model (GMM), negative effects on environment and health in urban areas caused by delivery vehicles may be reduced to minimum. This model creates real possibilities for making the proper investment decisions so as profitable investments may be realized in the field of transport infrastructure. The paper herein also includes testing of GMM in real conditions on four CLT locations in Belgrade City zone.

This study examines the effects of on-demand mobility services on sustainability in terms of emissions and traffic volume. According to our simulations, implementing on-demand mobility services is recommendable only as a supplement to public transport in both urban and rural regions since there are positive effects in terms of CO2 emissions. However, in urban areas, there is a negative impact on the traffic volume in terms of additional vehicle kilometres since the bundled public transport demand is replaced by less bundled on-demand vehicles. In rural areas, the increase in vehicle kilometres plays less of a role due to generally low demand. The negative effects per vehicle kilometre are slightly higher in rural areas due to higher empty kilometres and lower bundling rates, but the negative effects per km2 in dense cities are much more serious. Authorities need to consider these effects according to the spatial context when implementing such services.
