Introduction. The fourth industrial revolution significantly changes the structure of economic relations and transforms the importance of factors in the development of territories. The purpose of the article is to identify the most significant factors in the regional development of the Ural macro region in the context of the fourth industrial revolution and to determine the directions of impacts to ensure the competitiveness and long-term growth of territories. Methods. The methodological basis of the study is based on a set of scientific approaches to economic growth, concepts of regional and institutional economics. Research methods include regional, comparative and econometric factor analysis. Scientific novelty of the study. A method for identifying the significance of factors in the development of regions is proposed and the key factors for developing the subjects of the Ural macro region in the context of the fourth industrial revolution are established. The study contributes to the scientific debate on the meaning and management of institutional development factors. Results. The author presents the results of diagnosing the regulatory environment and geographic factors of the subjects of the Ural macro region. An econometric analysis of their impact on economic development has been carried out. The statistical significance for developing the volume of mining and the quality of the legal environment in the regions has been established. Informal institutions (the authors explain the phenomenon by weak differentiation of cultural characteristics and business practices of regions due to their historical connectivity) and transport and geographical location (due to a decrease in spatial influence and an increase in the role of digital technologies in production chains in Industry 4.0). Conclusions. In the Sverdlovsk and Chelyabinsk regions, it was possible to ensure higher values of GRP per capita due to a favorable regulatory environment. In general, in the Russian regions in the second decade of the 21st century, the raw material orientation remains (among the studied objects, the economies of the Orenburg region and Udmurtia are the most extractive). To ensure the country’s long-term development, it is necessary to create a favorable business climate: improving the legal environment in the areas outlined in the study, increasing the level of trust and reducing the level of corruption.

At the threshold of a Fourth Industrial Revolution, a combination of factors will cause business model disruptions triggering a simultaneous impact on the employment landscape over the coming years. The changes will affect the employment scenery across various industries, ranging from significant job creation to job displacement, and from heightened labor productivity to widening skills gaps. As a reaction to this volatile and unpredictable work environment, where individuals are compelled to mind their own careers and stable long-term employment is not granted for anyone, vocational psychology, educational institutions and educators are urged to address the issues of employability.The current paper discusses the reasons leading up to the evolving world of employment and the stances/options that institutions and individuals can take to tackle the situation.

Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Formulation of the problem. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. The works of such researchers as Yasheva G. A. and Fateev V. S. (Belarus), Lenchuk E. B. (Russia), Götz M. and Jankowska B. (Poland), Ciffolilli A. and Muscio A. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.

Small and medium-sized companies increasingly turning their attention towards the fourth industrial revolution. In order to increase their own long-term competitiveness, there is a growing desire to make production smarter, more efficient, safer and more sustainable through new technologies. Often, however, existing plants cannot be easily replaced by modern equipment. The reasons for this can be high investment costs, excessive downtimes or the unavailability of an equivalent machine. An alternative solution to the purchase of new equipment is the modernisation or expansion of existing systems, also called retrofitting. Thus, this paper deals with the retrofit process of a machine tool, whereby the software architecture of the control unit is the primary concern of this work.

The main aim of this article is to present industrial revolutions and their socio-economic consequences for the development of economics as a science. Special attention is given to showing the main characteristics of each revolution and presenting major changes in economic theories. The authors argue that the full picture of all shifts in economics, society and lives of individuals can be only visible from a long-term perspective. Therefore, it is difficult to determine the stage and the consequences of the current fourth industrial revolution for socio-economic development and evolution of economic theories.

The study considers the issue of investment activity of transnational corporations – the largest representatives of world business, which acquire new features that are developed under the influence of the fourth industrial revolution. The study highlighted the increasing role of corporations in the international investment market. The authors mention the features of rhetoric that accompanies the penetration of TNCs into the economic systems of the world and reflects the impact on economic, political, and social components, highlighting the rules of foreign direct investment state regulation, founding the most liberal approaches to attracting FDI. Tracking the changes taking place under the influence of Industry 4.0 allowed to develop a list of features that are inherent in the investment activities of TNCs. Among the inherent features, the reshoring process, which has been used by United States corporations for a long time, is gaining popularity. The study reflects the course of export-import operations with foreign direct investment in the world, which is developed by analysing the data on the flow of FDI imports and exports. It is established that Industry 4.0 is described by such risks, which are developed due to the growth of instability and a high level of uncertainty of the result. Attempts to integrate achievements of the fourth industrial revolution into economic and business practices, which are rapidly taking place in the modern world, are directly related to Ukraine, which is in great need of international financial and technological aid. It is emphasised that TNCs can provide the country with the said resources as the leading investors for Ukraine, despite the fact that in Ukraine the amount of foreign investment from TNCs is currently insignificant and mainly aimed at meeting the needs of the domestic market, own consumption and not in export-oriented industries. The study also analyses the factors of direct influence on the decision of corporate management to conduct business in Ukraine. Furthermore, the study emphasised the necessity of developing and implementing effective state regulatory mechanisms that can balance the interests of leading corporations and national enterprises

This article explores the impact of the Fourth Industrial Revolution (4IR) on the Association of Southeast Asian Nations (ASEAN). It argues that technologies of the 4IR can bring huge benefits such as empowerment for small- and medium-sized enterprises and opportunities for countries to leapfrog traditional pathways of development. It will also bring tremendous challenges such as deep disruption to labour markets and the potential of rising inequality. To address the challenges and seize the opportunities of the 4IR, ASEAN will need a new way of formulating policy and regulation that will require: (a) evolution of the ASEAN Secretariat to become a ‘platform organisation’, (b) greater delegation of key activities to affiliated functional bodies, (c) a shift from long-term blueprints to three-year rolling plans, (d) democratise and decentralise and (e) establish multi-country test beds. As the Fourth Industrial Revolution (I4.0) technologies continue to evolve and converge, the role of the managers needs to urgently adjust and change accordingly. While some are delighted with the promises of increased flexibility in industries in tandem with productivity and better quality, others are concerned with mass unemployment. This is a chilling vision of how robots will completely reshape industries and disrupt jobs, thus creating societal change of an unforeseen magnitude and speed. But one thing remains the same: management is the hinge on which the fate of every organization swings. Managers remain the key driver to build long-term success in organizations. In this context, managers need to deal with emerging challenges, opportunities, management practices brought about by the 4IR technologies. In this context, they have to address the six crucial transformations namely in technology, the pattern of work, business, society, lifelong learning, and leadership, and provide countermeasures to thrive within this brave new tech-driven and globalized business world.
