Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities.

Introduction. The article is focused on studying the area of intersection of contemporary art and philosophy, it is a continuation of the research project on conceptual art and its intersection with philosophy, which we started earlier. By conceptual art, we mean art aimed at intellectual comprehension of what has been seen, art that appeals to thinking and generates philosophical meanings. But if earlier we explored conceptual cinema and mainly visual art of the early 20th century, then in this article we want to turn to the visual art of the second half of the 20th century — the beginning of the 21st century, which is also called contemporary art by art critics. The empirical material of the study was the works of such contemporary artists as E. Warhol, D. Koons, D. Hirst, J. Ono, F. Bacon, I. Kabakov, D. Kossuth, the movement of “new realists” and photorealists, the movement of Moscow conceptualists and etc. Contemporary art is one of the ways of understanding the world, visual philosophy, which is of interest for philosophical understanding. The purpose of the article is to conduct a philosophical analysis of visual art of the second half of the 20th — early 21st I centuries in order to identify its philosophical sources and content. Methods. The author uses the following general scientific methods: analysis and synthesis, induction, deduction, abstraction. When analyzing works of conceptual art, we use hermeneutic and phenomenological methods, a semiotic approach. We also use the symbolic-contextual method of analyzing exhibition concepts, which is based on identifying the philosophical meanings and ideas of exhibitions of contemporary art. Scientific novelty of the study. We regard contemporary art as a visual philosophy. Philosophizing, in our opinion, can exist in various forms and forms from everyday practical (the so-called naive philosophizing) to artistic-figurative, that is, visual. Philosophical ideas or concepts are born not only from professional thinkers, but also from artists. The artistic concepts of contemporary artists are similar to the concepts of philosophers, since the goal of both is to cognize the world and grasp being. We find and describe the area of intersection of modern philosophy and contemporary art, each of which is in a situation of crisis separately and continuous dialogue together. Results. In the course of our research, we identify and describe the philosophical origins of visual art in the second half of the twentieth century - early twenty-first century: postmodern philosophical consciousness, conceptualism, the idea of “death of the author” and “death of art”, simulacrum, kitsch and camp, the method of deconstruction and its application in modern art. Conclusions. Visual art of the second half of the 20th century — early 21st century is a visual form of philosophical questioning about the essence of art itself, about the existence of a person and being in general. The works of contemporary artists are based on philosophical problems: meaning, speech and meaning, the ratio of the rational and the irrational, the problem of abandonment and loneliness of a person, the problem of the “death of the author” and the alienation of the creator from his work, the idea of the impossibility of objective knowledge of reality.

The paper examines the concept of individual and collective value identities based an emotionalist understanding of values. The main perspective it discusses is one where emotions are the most important practical instruments for the clarification of individual and collective values. The argument implies that moral emotions are not irrational, but have a logic of their own which can reliably pinpoint the persons’ value system; emotions are thus crucial building blocks of an ethics which is able to enhance personal and moral identity. This particular ecology of moral emotions is pivotal in crisis periods, such as the global pandemics, wars or system crashes, either economic, or political, security, diplomatic or cultural. In the current circumstances, where the already shaken individual and collective values throughout the world have been shaken by the Covid-19 pandemic, understanding identities as fundamentally couched in moral emotions may be critical to saving our cultures and our legacies of social and moral capital.

Introduction. The relevance of the topic of the article is conditioned, on the one hand, by the necessity to assess the effectiveness of using the managerial potential of the key employees at the coal industry enterprises in Russia, on the other hand, by the lack of a scientific and methodological basis for solving the problem. The gap will not allow Russian coal companies to master the trajectory of sustainable economic development in the near future. The purpose of the article is to develop a methodological approach to assessing the effectiveness of using the managerial potential of key employees in the coal industry. Methods. The author uses the methods of systemic, semantic and retrospective analysis, as well as benchmarking. Scientific novelty of the research. The author proposes a methodological approach to assessing and forecasting the effectiveness of using the managerial potential of key employees, a distinctive feature of which is determining the congruence of the internal competitive environment of a coal mining enterprise to its external environment. Results. The outlined approach to assessing the effectiveness of using the managerial potential of key employees makes it possible to predict and plan the trajectory of its development, taking into account the congruence of the internal competitive environment of an enterprise to the external environment, an innovative market economy. Conclusions. On the basis of the obtained quantitative results of assessing the effectiveness of using the managerial potential of key employees, the author concludes that there are significant opportunities to increase the level of managers’ competitiveness and the sustainable operation of coal industry enterprises in Russia, the implementation of which is achieved by the balanced development of managerial potential and strengthening the congruence of the internal competitive environment of an enterprise.

Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town.

Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and after the 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. The reform contributed to conserving the “controlled competition”.

The article is an overview of the VI Scientific and Practical Conference «Internet beyond 2020» (April 22-24, 2021) organized by the online school of Internet research with the support of the Higher School of Economics. The conference program included workshop reports and round tables on the role of the global network, the evolution of art and education during the COVID-19 pandemic. The conference brought together representatives of social sciences and humanities (sociologists, cultural scientists, linguists), artists, designers, and specialists in the field of Internet studies. The organizers and participants of the conference tried to answer various questions, including the following. Is a modern person witnessing the emergence of fundamentally new anthropological practices? Is it possible to obtain a comprehensive picture of digital realities from single events of Internet studies, as well as predict the emergence and development of yet unknown social and anthropological transformations? Is it possible for a post-pandemic narrative conceptualizing the heterogeneous eventuality of our time to emerge?

Introduction. In the Russian philosophical tradition, domestic philosophical concepts are rather poorly considered at the moment. In fact, there is no coverage of regional specific features: the problems that worried and united Russian philosophers within the boundaries of one or another temporalterritorial locality. The purpose of the article is to consider the views of the Tyumen philosopher-ethicist Yuri Mikhailovich Fedorov in the context of their relevance at present and in the context of a continuous research tradition. Methods. The author proceeds from the methods of hermeneutics, which are obligatory in this case, and also uses L. Laudan’s theory of research traditions, M. Foucault’s optics and the concept of permanent modernity. Scientific novelty of the research. The author clarifies Yu.M. Fedorov’s views through the specified methodology, considering his works in the context of a continuing philosophical tradition, with a special emphasis on the methods of subjectification. Results and conclusions. Taking into consideration the results of analytical reading of Yu.M. Fedorov’s key work “Universe of Morality”, it is concluded that the author’s concept, which combines the features of idealism, cosmism, structuralism, semiotics and existentialism, with some reservations (indicated in the article), suggests an adequate model of subjectification for a person of the XXI century.
