“Antifascist” Regulations as a Tool of Systemic Transformation in Poland: The Case of the So-called Small Penal Code of 1946 In Poland in the mid-1940s a number of „anti-fascist” regulations came into force. However, they served mostly as a propaganda tool aimed at fighting political opponents and building a new order. In this context, attention should be drawn to „anti-fascist” provisions contained in a Decree on particularly dangerous crimes during the rebuilding of the State of June 13, 1946 (aka „small penal code”).

The currently used methods of optimizing the management of diversification activities are insufficiently theoretically substantiated. The available tools for this optimization do not allow quantitatively taking into account many factors affecting this process in today's difficult economic conditions, which gives rise to many problems. Among them, an important and still unsolved problem is a scientifically grounded quantitative assessment of risks for the implementation of diversification measures. It is especially relevant now for the enterprises of the military-industrial complex. The authors propose an approach to the study of the theoretical foundations of optimization of production diversification management as a form of systemic transformation of enterprises and a new toolkit for solving the problem under consideration based on the use of the expert assessment method and economic and mathematical modeling of risk analysis of diversification measures. Significance of the research is determined by the need to optimize the management of production diversification at the enterprises of the military-industrial complex.

All aspects of Modern life are infrastructure-enabled. National infrastructure (NI) simultaneously: supports the realisation of societally beneficial outcomes; and determines the level of GHG emissions; air, water, noise pollution; production of solid waste and sewage. Therefore, all sustainability and resilience challenges are interdependent emergent properties arising directly or indirectly from National Infrastructure. NI is a systemically, societally, economically, globally significant leverage point. The systemic transformation of NI into a net zero enabling, resilience enhancing, sustainability supporting system is urgently needed to catalyse the speed, scale and breadth of synergistic action needed to achieve Net zero and tackle other sustainability and resilience challenges. Systemic perspectives on, and systemic characterisations of, NI; its societal purpose; and the interdependent mechanisms that enable NI to fulfil its purpose are needed to support the required systemic transformation. This paper provides these.

Wrocław deputies to the Silesian provincial assembly (1824–1921) — an evolution? The paper focuses on the personal profile, professional background, and length of tenure of deputies to the provincial assembly in Silesia representing the province’s capital almost throughout the entire period of the assembly’s functioning, i.e. from its establishment in 1824 until the end of the term of the last Landtag of Imperial Germany. The observations and inquiries contained in the paper make it possible to present the life stories of the deputies to the provincial Landtag in Silesia. The background of these life stories was provided by significant transformations of the political system in the nineteenth and early twentieth century. The fate of the Landtag was part of the general history of Germany, especially Prussia and as a result the systemic transformation of the analysed institution stemmed straight from these events; these were not rapid changes, but a process unfolding across over one hundred years. The subject matter and chronological framework of the paper have not been chosen accidentally. So far authors of the literature on the subject have been interested mainly in the administrative apparatus of the executive power in Prussia in the nineteenth and twentieth centuries; the system of self-government and its legislative bodies, that is provincial assemblies, has not attracted much interest of scholars. Only partial studies have been published, examining selected aspects of the history of parliamentarism in Prussian provinces in the nineteenth and twentieth centuries. That is why the author has chosen to follow the functioning of the personal profile, shaped in the 1810s, as well as major manifestations of the activity of Wrocław deputies to the provincial assembly in Silesia. Yet no evolution of deputies, mentioned in the title, has been demonstrated. In the three periods of the Landtag’s existence they were municipal officials and representatives of the economic elite.    Die Breslauer Abgeordneten in den Provinziallandtag der Provinz Schlesien (1824–1921) — Evolution? Zum Gegenstand dieses Beitrags wurde die personelle und berufliche Struktur sowie die Länge der Amtszeit der Abgeordneten in den Provinziallandtag der Provinz Schlesien, die die Hauptstadt der Provinz in der Zeit von seiner Einberufung im Jahre 1824 bis zur Beendigung der letzten Amtsperiode des letzten Landtages des Zweiten Reiches vertreten haben. Die in der Arbeit enthaltenen Beobachtungen und Ermittlungen erlauben die Schicksale der Breslauer Abgeordneten in den Provinziallandtag der Provinz Schlesien in der Zeit wichtiger Änderung der Staatsform im 19. und zum Anfang des 20. Jahrhunderts zu schildern. Die Geschichte des Landtages war mit der allgemeinen Geschichte Deutschlands und insbesondere Preußens verbunden, daher ergab sich die Umwandlung der Ordnung dieser Institution direkt aus diesen Ereignissen; das waren keine gewaltigen Änderungen, der Prozess ging auf ausgetretenen Wegen über die Zeit von mehr als hundert Jahren. Das Thema und der Zeitrahmen wurden nicht zufällig gewählt. Die bisher erschienene Literatur befasste sich vor allem mit dem Verwaltungsapparat der Exekutive in Preußen im 19. und 20. Jahrhundert, die Ordnung der Selbstverwaltungsbehörden und ihrer Gesetzgebungsorgane, also der Provinziallandtage, fanden kein größeres Interesse der Forscher. Die erscheinenden Arbeiten sprachen nur gewählte Teilelemente der Geschichte des Parlamentarismus in den schlesischen Provinzen im 19. und 20. Jahrhundert an. Unter diesen Umständen fand es der Verfasser für zweckmäßig, das Funktionieren der sich im zweiten Jahrzehnt des 20. Jahrhunderts herausgestalteten personellen Struktur und die grundlegenden Erscheinungsformen der Aktivitäten der Breslauer Abgeordneten in den Provin-ziallandtag der Provinz Schlesien zu untersuchen. Die im Titel erwähnte Evolution der Abgeordneten konnte nicht bewiesen werden, in den drei Perioden des Bestehens des Landtages waren das Stadtbeamte und Vertreter der wirtschaftlichen Elite.

The scientific conference for students majoring in 291 International Relations, Public Communications and Regional Studies at the initiative of the Head of the Department of International Relations Olga Brusylovska brought together Masters of ONU and Bachelors of AMU in Poznan. The conference took place on June 1, 2021 online. Purpose The United Nations (UN) 17 Sustainable Development Goals (SDG) places partnerships as a vital mechanism, which strengthens the implementation of change strategies. The SDG targets are ambitious; acknowledging the interconnected multifaceted issues that are currently facing society. Similarly, social marketing thought is transitioning to embrace systemic change strategies, realising no one organisation can have an impact on the emerging grand challenges. Partnerships are the 5th P in the social marketing mix, however, partnerships is also a nebulous term which has been criticised for lacking theoretical development. This study aims to answer the call from both the UN and social marketing community for further research to guide the development and implementation of impactful transformative partnerships. Design/methodology/approach A robust mixed method approach to develop and test a social marketing partnership model is presented. Trust and relationship commitment are at the forefront of successful partnership exchanges. Morgan and Hunt’s (1994) trust and relationship commitment model is extended into the social marketing domain. Findings The findings validate Hasting’s (2003) call for social marketers to listen to their commercial marketing counterparts, positioning trust and commitment as essential to change strategies. As the degree of complexities in the multifaceted world continues to accelerate, partnerships for change (UN SDG #17) will pay off, driving more effective and smarter collaborations amongst a diverse range of stakeholders at different levels in different networks. Partnerships will elevate social marketing to deliver systemic transformation for complex problems with far reaching collective and sustainable consequences. Research limitations/implications With trust/mistrust critical to successful exchanges and exchange central to social marketing, quantitative measurement of the antecedents to and outcomes of partnerships can inform the evaluation, impact and management of social marketing interventions. Practical implications Three contributions are made, which support the selection, implementation and evaluation of social marketing partnerships. Key social marketing partnership characteristics are operationalised supporting the partnership selection process. Measurement scales are developed to assist in evaluating partnership relationships over time. The model is empirically tested to investigate the relationships between key mediating variables of social marketing partnerships. Originality/value This paper presents a validated 5th P Partnership model for social marketers, accelerating social marketing’s capacities to deliver systemic transformation for complex problems with far reaching collective and sustainable consequences and UN SDG #17.

Abstract Background People with disabilities (PwD) have been facing multiple health, social, and economic disparities during the COVID-19 pandemic, stemming from structural disparities experienced for long time. This paper aims to present the PREparedness, RESponse and SySTemic transformation (PRE-RE-SyST): a model for a disability-inclusive pandemic responses and systematic disparities reduction. Methods Scoping review with a thematic analysis was conducted on the literature published up to mid-September 2020, equating to the initial stages of the COVID-19 pandemic. Seven scientific databases and three preprint databases were searched to identify empirical or perspective papers addressing health and socio-economic disparities experienced by PwD as well as reporting actions to address them. Snowballing searches and experts’ consultation were also conducted. Two independent reviewers made eligibility decisions and performed data extractions on any action or recommended action to address disparities. A thematic analysis was then used for the model construction, informed by a systems-thinking approach (i.e., the Iceberg Model). Results From 1027 unique references, 84 were included in the final analysis. The PRE-RE-SyST model articulates a four-level strategic action to: 1) Respond to prevent or reduce disability disparities during a pandemic crisis; 2) Prepare ahead for pandemic and other crises responses; 3) Design systems and policies for a structural disability-inclusiveness; and 4) Transform society’s cultural assumptions about disability. ‘Simple rules’ and literature-based examples on how these strategies can be deployed are provided. Conclusion The PRE-RE-SyST model articulates main strategies, ‘simple rules’ and possible means whereby public health authorities, policy-makers, and other stakeholders can address disability disparities in pandemic crises, and beyond. Beyond immediate pandemic responses, disability-inclusiveness is needed to develop everyday equity-oriented policies and practices that can transform societies towards greater resiliency, as a whole, to pandemic and other health and social emergencies.

Relevance of the research topic. The information and knowledge flow management is an important component for regional development in the context of the fourth industrial revolution. It allows taking advantage of the opportunities hidden in the digital transformation of the business community and providing the transformations necessary to reorient development towards inclusive and sustainable growth. Formulation of the problem. Managing the process of introducing Industry 4.0 technologies based on effective state and collective strategies opens up opportunities for regional development, but requires the development of special decision support tools, scientific substantiation of the model of systemic transformation of the region, identification of the main stakeholders and the mechanism of their interaction. Analysis of recent research and publications. The works of such researchers as Yasheva G. A. and Fateev V. S. (Belarus), Lenchuk E. B. (Russia), Götz M. and Jankowska B. (Poland), Ciffolilli A. and Muscio A. (Italy) and others are devoted to the issues of territorial and regional development in the context of the fourth industrial revolution. Selection of unexplored parts of the general problem. The mechanism of small businesses involving in the process of the necessary systemic transformation in the context of the fourth industrial revolution has not been sufficiently studied. Setting the task, the purpose of the study. The purpose of the study is to analyze the theories of regional development in the context of the fourth industrial revolution and to propose an organizational and economic mechanism for the digital transformation of the regional business community, including the SMEs’ sector. Method or methodology for conducting research. The research used the methods of analogies, analysis and synthesis, sociological survey. Presentation of the main material (results of work). The article analyzes the main concepts of regional development, concludes that it is necessary to consolidate regional actors according to the ‘Quadruple Helix’ model based on inter-organizational information systems in order to introduce Industry 4.0 technologies. An algorithm for the development of an electronic platform from a cluster site to an information system of integrated supply chains is proposed on the example of the Novopolotsk innovative and industrial petrochemical cluster. The field of application of results. The results of the research can be used by companies providing activity in regional development and small business support, in scientific and educational institutions, in public administration. Conclusions according to the article. Networked connections between regional actors, innovation networks based on the open innovation paradigm and integrated supply chains promote region development in the context of the fourth industrial revolution, this requires appropriate institutional conditions.

The aim of the article is to present the changes in Polish accounting regulations in the last thirty years of the ongoing systemic transformation from socialism to capitalism, which began in Poland in 1989. The changes consisted in adjusting Polish regulations to the Directives of the European Union and to the International Accounting Standards and International Financial Reporting Standards.
