This article explores the impact of consolidated principles of delegation on top civil servants’ perceptions of autonomy in management and policy-making processes across European parliamentary democracies. Particular attention is devoted to the extent to which bureaucratic capacity can be equated as a principle of delegation, considering the lenses and perspectives of bureaucrats instead of relying on politicians’ formal mechanisms to control bureaucratic activities. Empirically, this article is based on a large-scale study survey of senior public executives applied in eight European countries. While consolidated principles of delegation seem to be able to explain perceptions of autonomy across parliamentary democracies, results also suggest the importance of including bureaucratic capacity as a predictor of autonomy in the last chain of delegation. This emerges as one of the strongest explanatory variables of perceptions of managerial autonomy, regardless of the hierarchical position of respondents. However, it does not impact on bureaucrats’ perception of policy autonomy, as respondents’ position within the administrative state and the distinct traits of national public bureaucracies in Europe have a greater impact on the delegation of authority.

A tension raised in recent scholarship is that between numeracy as a social practice and numeracy as a functional skill set. Such frameworks for conceptualizing numeracy pose a challenge to assessment because what individuals do with numeracy is not the same as what individuals can do (or express) in an assessment setting. This study builds on work related to numeracy assessment through a validity examination of a portion of a well-known assessment: the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC). In following a path set out by standards for assessment, I ask: What does the PIAAC numeracy assessment claim to measure? What are the intended uses of the assessment? How are we to interpret scores with those uses in mind? And to what degree do evidence and theory support interpretations for those uses? The main finding from this work is that while score interpretations from the PIAAC numeracy assessment may be valid for the use of describing proficiency distributions for specific groups, the construct of interest—numerate behavior—is not what is measured. Moreover, evidence distinguishing what is measured from other constructs, such as the OECD’s conception of literacy, is largely absent. This study contributes to existing literature on numeracy assessment by providing sources of evidence to consider in making judgments about validity for an assessment. It also suggests that, as scholars, we carefully hedge the ways that we talk about large-scale assessments, and in relation, what individuals can or cannot do based on results from such assessments.

Education researchers use surveys widely. Yet, critics question respondents’ ability to provide high-quality responses. As schools increasingly use student surveys to drive local policy making, respondents’ (lack of) motivation to provide quality responses may threaten the wisdom of using questionnaires for data-based decision making. To better understand student satisficing—the practice of suboptimal responding on surveys—and its impact on data quality, we examined its pervasiveness and impact on a large-scale social–emotional learning survey administered to 409,721 elementary and secondary students. Findings indicated that despite the prevalence of satisficing, its impact on data quality appeared more modest than anticipated. We conclude by outlining an accessible approach for defining and calculating satisficing for researchers, practitioners, and policymakers.

Objective: The literature offers significant amount of data on the effects of occupational activity on health, with a distinct link between retirement and health among the most frequently tackled topics. Studies on the relationship between past occupational activity and physical fitness among older retirees remain scarce. The aim of the study was to assess the effects of physical activity on physical fitness in white- and blue-collar retirees.Methods: A total of 200 participants (aged ≥60) were included in the study. Lifetime physical activity was assessed using the Lifetime Physical Activity Questionnaire. Mean MET/week/year values of total Physical Activity and for each domain separately (occupational, sports, household) were calculated. Participants were stratified to blue- or white- collar group. Physical performance, hand-grip strength (HGS) and pulmonary function were assessed.Results: Mean total MET/week/year values for the blue- and the white-collar workers were 140.48 ± 55.13 and 100.75 ± 35.98, respectively. No statistically significant differences in physical performance scores were found between the white- and blue- collar groups. Adjustment for age, sex weight and height revealed a statistically significant association between work-related PA FEV*1 in the blue-collar group. White – collar workers presented higher odds ratio for membership in highest quartile in regard to short physical performance battery test score.Conclusion: Only minimal association of type of occupation on physical fitness were found despite statistically significant differences between mean intensity and duration of sports- and work-related lifetime physical activity. These findings may indicate that the type of past work is not an independent factor influencing the state of a person in old age. Large-scale investigations with physically fit and unfit participants, are necessary.
