There is a broad consensus that educational monitoring contains normative stipulations. However, as yet these lack theoretical substantiation. This article proposes the Capability Approach as a theoretical foundation. Educational systems would then be assessed on the basis of information about opportunities and freedoms to achieve capabilities they are offering to students and on the basis of their success in fostering the basic abilities necessary for realizing the capabilities.

The uniqueness of the special course program “Monitoring the quality of education in the context of interaction with stakeholders” is to take into account the sectoral context and the actual results of monitoring studies of quality training of vocational (professional and technical) education at the Bila Tserkva Institute of Continuing Professional Education. The article considers the purpose, objectives, andragogical principles of building a special course program. The content and logic of the special course, which reflects the movement from the analysis of the concepts of quality of education, quality of educational activities, educational monitoring and monitoring of the quality of professional development, to practice-oriented issues of monitoring research on the quality of education and educational services in the context of interaction with stakeholders. The generalized indicators on results of diagnostics of students of advanced training courses during approbation of a special course “Monitoring of quality of education in the context of interaction with stakeholders” are presented.

The article focuses on the methodology for assessing the development of professional qualities of future specialists majoring in Technosphere Safety. Due to the globalization of production, the Russian education system is being integrated into the world educational network. At that, the range of qualifications required from a specialist of any field is expanding. These processes are changing the paradigm of professional education. The goal of professional training is not merely the total sum of necessary knowledge, but – above all – the development of professional qualities. The existing grading system needs to be introduced with an integrated set of grading methods that should take into account the achievement in natural science subjects, the intellectual development, the expert assessment, and professional communication skills. Educational monitoring of developing professional qualities must be carried out at every stage of teaching. In that way, a graduate, a soon-to-be specialist in the field of Technosphere Safety will not be a mere operator, but a holder of advanced engineering knowledge.

In this article, on the basis of the analysis of didactic potentialities of three kinds of distance learning technologies (case technology, Internet technology, TV technology), the feasibility of integrating case and Internet technologies to design an "electronic case" as a means of students' self-studying in e-learning of foreign languages and cultures is substantiated. The content of educational, monitoring, motivating and informative functions of the "electronic case" in self-studying is defined. The constituent features of the "electronic case" are described. The structure examples of the "electronic case" and its content for developing business letter writing and reading skills are given. To create an "electronic case" a course management system Moodle should be used as its educational potential enables implementation of the suggested requirements for its designing.

The paper reviews main approaches to the design of practice-oriented basic professional educational programme (master’s degree).It describes a new approach to graduate training through the acquisition of professional actions in quasi-professional activity.This training is constructed around the professional actions of kindergarten teacher necessary for supporting the educational process in kindergarten.The content of professional training in compliance with the new programme involves mastering specific activities, such as carrying out educational monitoring, analyzing its outcomes and designing the educational process in accordance with features and needs of children of a particular educational institution.Finally, the paper outlines the factors which promote better practice-oriented graduate training in modern conditions (network interactions with kindergartens, availability of supervising educators).
