Obstacles to Change in the Church: Lessons from Four Brazilian Dioceses

A review of the popular and even scholarly literature dealing with the Catholic Church in Latin America during the last decade will leave the reader confused. The books, articles, and media coverage in comparison with each other are ambiguous and at times contradictory. If on the one hand the Church is described as the fastest-changing institution on the continent, there is on the other hand ample proof put forth that the institution is stagnant and in many cases apparently bankrupt. While some students point to the emergence of militant clergy groups such as the Golconda movement in Colombia or Priests of the Third World in Argentina, others as easily argue that these movements are beyond the institution and without significance in the larger society. And for every time the Church is shown siding with the poor and oppressed, two instances are held up in which words are not followed by action.

ON 11 MAY 1974 FATHER MUGICA, A LEADING SPOKESMAN OF THE Movement of Priests for the Third World (MPTW) and a pro- Peronist, was machine-gunned to death as he left his church in a working-class neighbourhood after celebrating mass. Once again the Catholic Church in Argentina called for peace and understanding as the proper path for Argentines, and the MPTW issued a long statement condemning the use of violence. Nevertheless, the common pleas by the two factions of the Church in Argentina have had little visible effect in stopping the violence through which Argentina is now suffering. In order to understand how the political and doctrinal differences from within the Church in Argentina have influenced in the past and will continue to influence the political developments in Argentina it is first necessary to look at the background of the problem.

Andreas Papandreou’s exile politics, following his December 1967 release from Averoff Prison, have stereotypically been seen as simply adopting the neo-Marxist ideologies associated with the Third World national liberation movements of the era. In narrating the initial evolution of his views on the “Greek Question” in exile, this study attempts to surface the underlying dynamics responsible for radicalizing his politics in that direction. Those dynamics reflect, on the one hand, the relentless will-to-action informing Papandreou’s political persona and, on the other, the political upheavals, headlined by the protest movement against the US war in Vietnam, in which his politics were enmeshed.

THE “third world” of the developing and, for the most part, newly independent nations is, for Communists of all brands and allegiances, both a crucial arena of political competition against the “imperialists” and the center of their hopes for new victories. Yet there are important differences in the way Moscow and Peking view these opportunities. The Soviet leadership believes that the many poor and ambitious countries will, later if not sooner, decide that Communism offers them the best prospects for raising their status in the world. Chinese Communist propaganda, on the other hand, calls for an ever more militant struggle of “national liberation” to expel the “imperialists” from Asia, Africa, and Latin America and to unite the developing countries under Peking's leadership. Thus, in addition to being a principal focus of Communist hopes and efforts, the question of the “correct” policy toward the third world has unleashed deep-set rivalries and antagonisms between and within ruling and nonruling Communist parties alike.

The issue of politics and the Catholic Church in Latin America, relegated until recently to nineteenth-century historians, is very much alive today. On the one hand, the church as an institution is enmeshed in public controversy over human rights with repressive regimes from Paraguay to Panama, from Brazil to Chile. When it serves as a shelter for political and social dissent, it is accused by secular authorities of engaging in a “new clericalism.” On the other hand, it has been assailed by critics within for being wed to existing political powers. These radical clergy and lay people believe that the church's social presence is inevitably political, but want to change its alliances to benefit the poor and dispossessed. Furthermore, they believe that the existing order in given situations is aform of “institutionalized violence” against which the Christian response must be “counterviolence.” Such attacks from right and left occur, paradoxically, just at a time when the Latin American church has turned with unprecedented resolve to fundamental pastoral tasks. Politics has thus become a problem just as the hierarchy can claim, with considerable justification, to have eschewedthe practice of partisanship and the pursuit of power.

Dalai Lama notes that the Buddhist system of the objects of the realm largely coincides with such developed by Karl Popper. The subject of this article is ontology of the three worlds. The goal lies in analysis of the components of this ontology, demonstration of its prospects and advantages over dualism. First come matter or physical objects; second come mind, subjective reality; third come abstract concepts. Any object of reality is reduced to one of the three worlds and is refracted in a peculiar way in the other two. The third world is the mediator between others worlds; and the autonomous sphere that is not fully conditioned by them. We experience through representations, rather than directly, which is depicted in Buddhism as the image of a gloved hand. The knowledge concentrated in the third world contribute to development of consciousness. A thought experiment with the central and peripheral atoms reveal that there are no indivisible elements and everything exists in mutually dependent, while Buddhist logic substantiates that love and compassion can develop boundlessly. The concept of interdependent existence and non-substantiality of things draws Buddhism and quantum physics closer together. On the one hand, consciousness cannot be naturalized, reduced to matter; and on the other hand, it is inextricable from the energy processes. The conclusion is made that the three fundamental attributes of consciousness in Buddhism outlined by Thubten Gyats (13th Dalai Lama) – subjectivity, intentionality, and reflexivity, can be complemented by another two –  ability to continuously develop virtues, positive traits, and t interdependence between consciousness and subtle forms of matter. The three realms of Buddhism are such only on the phenomenal level; however, on the noumenal level, which unlike Buddhism is not recognized by Popper, is not the trinity, but the unity.

Abstract This article looks at the use of English in mission in the Third World, especially Africa. The original attempt to limit the spread of English in British colonies has failed. The West’s perception that use of its languages internationally does away with troublesome cultural differences is shown to be deceptive; African nations’ governing themselves using English are troubled by dependency, incompetence and corruption of their people and institutions. The attraction to African nations of the use of English in formal contexts ignores its negative consequences, including creation of dependency. Unfamiliar categories in English undermine native sensibilities, while implicitly suggesting that native-English speaking nations hold the key to African prosperity. The church — a body that serves primarily neither political nor economic interests — could lead the way to empowering the ‘poor’ in Africa by encouraging the use of indigenous languages.

When viewed within the perspective of a possibly new American foreign policy, two sets of dramatic and apparently unrelated current events display a clear relationship. On the one hand are particular influences upon the thought of the radical left in America and elsewhere, notably the neo-Marxist ideas of men like Herbert Mareuse'and the Third World revolution ideas of men like Frantz Fanon. On the other hand there are recurring references to differences in the way clerical defections are taking place in the United States and Europe. An interesting framework for unifying these apparently unrelated phenomena suggests itself from the broader perspective of traditional Western political theory.

The article discusses the future of mobility in the light of energy resources. Fossil fuel will not be available for a long time - not to mention its growing environmental and political conflicts. In analysing the potential of biofuel it is argued that the high demands of modern mobility can hardly be fulfilled in the future. Furthermore, the change into using biofuel will probably lead to increasing conflicts between the fuel market and the food market, as well as to conflicts with regional agricultural networks in the third world. Petrol imperialism might be replaced by bio imperialism. Therefore, mobility on a solar base pursues a double strategy of raising efficiency on the one hand and strongly reducing mobility itself on the other.

A este imaginário contrapõe-se uma antigeopolítica identificada nas representações de filmes do Cinema do Terceiro Mundo. Partindo de importantes contribuições da geografia política crítica que apontam para articulações entre as representações geopolíticas e os filmes, analisamos três filmes que retratam a América Latina em um dos períodos mais conturbados da sua história.
