With the proclamation on October 1, 1949, of the establishment of the Central People’s Government of the People’s Republic of China, Chinese Communism formally passed into its constitutional phase. Prior to that date, the Chinese Communist Party had been the only political organization exercising authority throughout all of the territories held by Communist armed forces; thereafter, to all external appearances, it became but one of several political parties and groups participating in the coalition government of the “people’s democratic dictatorship.” Nevertheless, the new constitutional fagade does not alter the political realities in Communist China.

AbstractA number of prolonged political experiments in Chinese factories during the Cultural Revolution proved that, despite any alleged “historical” connection between the Communist Party and the “working class,” the role of the workers, lacking a deep political reinvention, was framed by a regime of subordination that was ultimately not dissimilar from that under capitalist command. This paper argues that one key point of Deng Xiaoping's reforms derived from taking these experimental results into account accurately but redirecting them towards the opposite aim, an even more stringent disciplining of wage labour. The outcome so far is a governmental discourse which plays an important role in upholding the term “working class” among the emblems of power, while at the same time nailing the workers to an unconditional obedience. The paper discusses the assumption that, while this stratagem is one factor behind the stabilization of the Chinese Communist Party, it has nonetheless affected the decline of the party systems inherited from the 20th century.

Biography in the People's Republic of China is not exempt from the ubiquitous slogan: “politics in command.” It is a highly purposeful craft, but rarely, if ever, is its primary purpose to portray an individual personality for his own sake, to inform objectively, or to entertain. The aim, instead, is to convince, enshrine, or inspire. Biography is didactic, hagiolatrous, or propagandistic. It is but one among many methods used in Communist China to support Marxist-Leninist views of history, provide sanction for the leaders of the Chinese Communist party, and fire enthusiasm for the acceptance and fulfillment of party programs. The accuracy, art, treatment of character, and probably even the quantity of biography published are limited by party preconceptions and enforced through party control over all media of information.

Dancing in chains: Chinese film censorship, 1949–1966 After the proclamation of the People’s Republic of China in 1949, and the subsequent nationalization of the domestic film industry three years later, the Chinese Communist Party gained unlimited control over the entire Chinese film world, while film itself became an instrument of state propaganda. In order to fulfill their role ‘in the service of workers, peasants, and soldiers’, filmmakers had to abide strictly by the requirements which the CPC had imposed upon them, and subject themselves to a rigorous film censorship system. Artistic independence and freedom were subject to the political needs of a one-party state and its ideology. The establishment of a full-fledged and extremely complex institutional censorship system in 1953 resulted in the emergence of two distinct phenomena: self-censorship and social censorship. Both of these made it possible for the CPC to gain full control not only over the film industry, but also, in certain aspects, over the minds of filmmakers as well as the audiences. This article aims at revealing the mechanisms of the Chinese censorship system in the period stretching from 1949 to 1966, and to elucidate the disastrous effects which these exceedingly rigorous control mechanisms brought upon the Chinese film industry in general in this turbulent era

In order to codify the political and partisan activity in Iraq, after a difficult labor, the Political Parties Law No. (36) for the year 2015 started and this is positive because it is not normal for the political parties and forces in Iraq to continue without a legal framework. Article (24) / paragraph (5) of the law requires that the party and its members commit themselves to the following: (To preserve the neutrality of the public office and public institutions and not to exploit it for the gains of a party or political organization). This is considered because it is illegal to exploit State institutions for partisan purposes . It is a moral duty before the politician not to exploit the political parties or some of its members or those who try to speak on their behalf directly or indirectly to achieve partisan gains. Or personality against other personalities and parties at the expense of the university entity.

Ten years after they were set up, the Italian regions have fallen into general discredit. They are discredited by the central government who regards them as a source of support for the opposing Communist Party and has sought to undermine this reform by depriving the regions of all true autonomy. The regions are discredited by the public opinion by not fulfilling the expectations placed in them. Such an assessment does not stand up to a close examination of regional practices : some geographical differences rapidly become obvious, but especially evident are the political differences. In fact, the regions are the product of an apparent agreement between the political parties and have always suffered from political bargaining which explains the national scale of the issues raised at the last elections. Strengthened by the favorable results obtained in certain regions, the Communist Party was quick to turn this statement of the electoral opinion into a « referendum » about the newly formed Cossiga government.

This chapter discusses the political organization of the UK Parliament, at the heart of which are the political parties. It first considers the internal organization of Parliament, focusing on how political parties are structured. There are two principal parties facing one another in Parliament: the party in government and opposition parties. The opposition comprises frontbench Members (shadow ministers) and backbenchers. Smaller parties may also designate some Members as ‘frontbenchers’ (official spokespeople for the party). The frontbench of each party includes whips. The chapter provides an overview of these whips as well as parliamentary parties before considering legislative–executive relations. In particular, it examines how parties shape the relationship between Parliament and the executive, and how these have changed over time.

On 1 October 1949 the People's Republic of China was formally established in Beijing. On 7 December Chiang Kai-shek (Jiang Jieshi), who had earlier moved to Taiwan to secure a final base of resistance in the civil war, ordered the Kuomintang (KMT) regime to withdraw to the island from Chengdu, Sichuan, its last seat on the mainland. The Chinese Communist Party (CCP) declared its commitment to the goal of unifying the nation under the People's Republic, and thus called for the “liberation” of Taiwan. Although Taiwan represented the final phase of the still unfinished civil war, it was the strategic significance of the island that became of paramount concern to the CCP, the KMT and the United States.

In October 1950 the Chinese leader Mao Zedong embarked on a two-front war. He sent troops to Korea and invaded Tibet at a time when the People's Republic of China was burdened with many domestic problems. The logic behind Mao's risky policy has baffled historians ever since. By drawing on newly available Chinese and Western documents and memoirs, this article explains what happened in October 1950 and why Mao acted as he did. The release of key documents such as telegrams between Mao and his subordinates enables scholars to understand Chinese policymaking vis-à-vis Tibet much more fully than in the past. The article shows that Mao skillfully used the conflicts for his own purposes and consolidated his hold over the Chinese Communist Party.

On November 20, 1948, Chinese Communist Party soldiers, without previous warning, cordoned the United States Consul General's office and the residential compounds of the consular staff at Mukden, China, and subjected the entire United States consular staff and their families to house arrest inside the compounds. The detention lasted over a year. For almost seven months the party was held incommunicado and subjected to numerous privations. Adequate water, light, medical care, and sanitary and roofing repairs were denied, mobility within the compounds was restricted, and members of the staff were subjected to badgering interrogations and examinations.

This article explores the political significance of “governing the nation in accordance with the law” 依法治国 ( yifa zhiguo) in the Xi Jinping era. It examines party statements and propaganda about the necessity of exercising party leadership over all key aspects of law-based governance, particularly the politico-legal system. The aim is to understand the strategic need for yifa zhiguo as part of the ideological repertoire of the Xi leadership. The argument is that yifa zhiguo is essentially an ideological and strategic message about power relations under Xi and the capacity of the party to withstand various threats to its credibility and thus ultimately to bring about the nation’s and party’s rejuvenation.
