The scientific hypothesis about the influence of the components of the informational environment on the expansion of human development is tested. The trends in the Ukrainian information space on the level of implementation of informational technology in human life are revealed. The sample survey about living conditions of households in Ukraine in general and the oblasts of the Carpathian region, in particular, is conducted. The ways of use of Internet services by households for involvement of the population in various spheres of public activity and their influence on human development of the oblasts of the Carpathian region are analyzed. The analysis showed a significant reduction in the share of households by objectives: education and training (formal education in school and higher education, distance education, including online activities); software download. The search for information related to health issues and interaction with public authorities has great potential for human development. The paper concludes that the population of the Carpathian region is insufficiently involved in the use of Internet services. Based on the analysis of indicators of the Global Competitiveness Index, the problems in the field of expanding human development opportunities in Ukraine are described. There is mainly a downward trend in the development of areas involved in expanding human development opportunities in the transition to the information economy - education, health, labor, science and innovation. Relevant guidelines for the implementation of state social policy in this area are identified. Social policy as a direction of state regulation of the economy requires a transition from mostly passive to active and effective state social policy. It is necessary to update the mechanisms for conducting active social policy at the level of the state, various administrative, public organizations, and enterprises. Social policy must be closely linked with the implementation of internal reforms in the country (education, health, pensions, taxes and wages, etc.). Social policy measures should be coordinated with measures of other types of state policy - migration, the formation and development of the middle class, the policy of investing in human capital.

The advent of in vitro fertilization (IVF) marked a watershed in the scientific understanding of the human embryo. This, in turn, led to a renaissance of human embryology, accompanied by the ability to manipulate the human embryo in the laboratory. This ability has resulted in yet further developments: refinements of IVF itself, preimplantation genetic diagnosis, the derivation and extraction of embryonic stem cells, and even various forms of cloning. There are immense social and scientific pressures to utilize the artificial reproductive technologies in ways that have little or no connection with overcoming infertility. As the original clinical goals of IVF have undergone transformation ethical concerns have escalated, so much so that they are condemned by some as illustrations of ‘playing God’, while any babies born via some of these procedures are labelled as ‘designer babies’. Both terms reflect the fear and repugnance felt by some at the interference with the earliest stages of human life by the artificial reproductive technologies. It is at these points that bioethical analyses have an important contribution to make.

Показано взаємозв’язоксоціального вчення церкви з державним управлінням, політологією,філософією та соціологією. Осмислено актуальні проблеми в реалізаціїсоціального служіння церков та можливі шляхи модернізації соціальноїполітики церкви. Автор вважає, що соціальна сфера не лише суспільства,але й церковного буття являє собою складну й динамічну парадигмудуховного й соціального розвитку сучасного світу. Вонахарактеризується низкою різнобічних параметрів, які окреслюютьпарадигми життєдіяльності людства. Оскільки особисте життя,професійна діяльність і місія християнина відбуваються у життідержави, то й будь-які зміни у ній приводять до змін у становищіокремої людини, і навпаки. Соціальна політика церкви є одним з головнихнапрямів місії церкви у сучасному світі і має відповідати теологічнійдумці християнства. Ігнорування релігійними громадами питаннясоціальної політики може призвести до втрати конструктивного йпозитивного впливу релігії на життя суспільства. The article describes the modern theoretical foundations of social policy ofUkrainian Orthodox Churches and the practical activities of religiouscommunities in the conditions of globalization processes. The interrelation ofthe social doctrine of the Church with public administration, political science,philosophy and sociology is shown. The actual problems in implementing thesocial service of Churches and possible ways of modernizing the social policyof the Church are comprehensively understood. The author believes that thesocial sphere not only of society, but also of Church life is a complex anddynamic paradigm of spiritual and social development of the modern world. Itis characterized by a variety of versatile parameters that outline the paradigmsof human life. Since the personal life, professional activity and mission of aChristian occur in the life of the state, then any changes in it lead to changes inthe situation of the individual and vice versa. The social policy of the Church isone of the main directions of the mission of the Church in the modern worldand should correspond to the theological thought of Christianity. Ignoring byreligious communities the issue of social policy can lead to the loss of theconstructive and positive influence of religion on society
