The paper discusses Rawls’ and Habermas’ theories of deliberative democracy, focusing on the question of religious reasons in political discourse. Whereas Rawls as well as Habermas defend a fully inclusivist position on the use of religious reasons in the ‘background culture’ (Rawls) or ‘informal public sphere’ (Habermas), we defend a moderately inclusivist position. Moderate inclusivism welcomes religiously inspired contributions to public debate, but it also makes normative demands on public argumentation beyond the ‘public forum’ (Rawls) or ‘formal public sphere’ (Habermas). In particular, moderate inclusivism implies what we call a ‘conversational translation proviso’ according to which citizens have a duty to supplement religious with proper political arguments if – but only if – they are asked to do so by their co-discussants. This position, we argue, is more in line with the deeper intuitions behind Rawls’ political liberalism and Habermas’ deliberative model than is the fully inclusivist alternative. Abstract This article examines how Wales and the Welsh were represented in the pamphlet literature of the civil war and early Interregnum. It considers the historical construction of the Welsh image in English minds, and traces how this image came to be politicized by Welsh support for Charles I during the sixteen-forties. An examination of the public controversies surrounding the state-sponsored evangelization programme in Wales during the early sixteen-fifties shows how the contested image of Wales in the public sphere interacted with high politics at the centre. This study contributes to our understanding of the interplay between ethnicity, identity and politics during the sixteen-forties and fifties, and demonstrates how imagery and representation informed political discourse in the mid seventeenth century.

For democracy to become the political culture in Nigeria, the discourse of politics has to be conducted through expressive mechanisms owned by the people. In the absence of popular ownership of political language, the road to disconnect, apathy and disenfranchisement lies wide open. We take the view that the problem of politics is located squarely in the public sphere and that discourse is the activity that characterizes the public sphere. We raise the point that the sociolinguistic environment in the country does not encourage whole masses of Nigerians to talk politics in languages in which they can freely articulate their positions and present their aspirations. We posit that citizens are disenfranchised and rendered inaudible and invisible to the extent to which they cannot undertake political discourse with an appreciable measure of linguistic ease. The benefits of diversity are endangered as many people and entire groups in Nigeria lose the means of expressing their political views and opinions, let alone political projects and programmes. Invoking Bakhtin’s concept of heteroglossia, we make a blanket case for the viability of each and every extant language in Nigeria for political discourse if such usage is actively promoted among their respective communities of users.

Abstract In the early nineteenth century the concept of ‘national disaster’ makes its appearance in Dutch periodicals, marking a rich variety of events, developments and ideas as disastrous for the wellbeing and integrity of the nation. This article shows how the concept of ‘national disaster’ is rooted in changes in the meaning and use of the concept of ‘disaster’. Guided by a computational analysis of Dutch newspaper discourse in the period between 1750 and 1850, the article demonstrates how the concept of ‘disaster’ was increasingly used in political discourse from the early nineteenth century onwards. The politicization of the concept of disaster, and its application to ideas about the public sphere and national territory led to the emergence of the ‘national disaster’.

We distinguish between social capital theory and social capital political discourse in order to reflect upon their relation with one another and neoliberalism. We claim this analytical distinction is useful to understand the existence of a feedback effect between theory and political discourse. During the 1990s, the connection between social capital theory and neoliberalism has been transposed from academia to political discourse, thus contributing to popularise social capital within the public sphere. Over time, however, rising economic inequalities (exacerbated by the recent economic crises) have demonstrated that the neoliberal political agenda is incompatible with the aim to generate social capital. Focusing on the critical case of Britain, we argue that the rapid demise of the Big Society idea might signal a corresponding decline of social capital theory within academia.

This chapter examines the Ottoman political discourse from its origins in the early fifteenth century to the third quarter of the sixteenth century. Views on the caliphate were expressed through a diversified corpus of works on government and rulership across various genres and disciplines accompanied by a broad-based interest in engaging with issues related to government among the Ottoman readership. This diverse body of political literature, written in different languages and genres, was produced by an equally diverse group of authors from various backgrounds, including statesmen, jurists, and Sufis. Along with the expansion of the public sphere in sixteenth-century social life, not only did ordinary folks come to be more interested in matters of government but new questions and sensibilities were introduced to the sphere of the political as well. The conventional form of political discourse that was largely confined to providing advice for rulership by a select few gave way to presenting views on all aspects of government by people from different walks of life.
