This study aimed at analyzing the effect of system quality, information quality, and service quality to the implementation of e-Filing tax system on net benefits with user satisfaction as an intervening variable at the Pratama Palembang Ilir Barat Tax Service Office (TSO). This research was a quantitative study with survey approach through distributing questionnaires to 350 respondents as samples. To analyze the data, Covariance Base Structure Equation Modeling (CB-SEM) was used. The results indicated that the quality of systems, information and service positively and significantly affected the user satisfaction with the percentage of 16%, 20%, and 26%, respectively. Likewise, the e-Filing user satisfaction had a positive and significant effect on the net benefits with the percentage of 64%. The results of this study recommend that, despite its being mandatory, the implementation of e-Filing system could provide satisfaction to the users. This indicated that the system is currently as expected; not only due to its being mandatory, but the users satisfaction also contributed to the system’s sustainability. The output of the services provided in the form of taxpayer compliance, however, has not shown optimal results. Thus, a continuous reformation of the system, information, and service quality is hoped to be conducted.

DGT (Directorate General of Taxation) continues to optimize the collection of annual tax returns by facilitating technology-based tax service systems, one of which is e-filing that has been running since 2016. However, e-filing turned out to have less influence on the delivery of annual tax returns as reflected in the electronic annual tax returns monitoring data that only met 78% of the 2017 target. This is caused by various problems that arise during the use of e-filing such as individual technology capabilities, loss of efin, forgetting DGT Online account passwords to lack of awareness about the importance of submitting annual tax returns. Problems encounter during the use of e-filing are the basis for evaluating the continued use of e-filing in Palembang. The development of a conceptual model was conducted to evaluate the sustainability of the use of e-filing. The development of a conceptual model basically has a scarcity of supporting theories used and has a complex model. To overcome this problem, Partial Least Squares (PLS) Structural Equation Model (SEM) could be applied to. The results of data analysis found that information quality and service quality did not have a positive influence on the sustainability of the use of e-filing and the level of correlation between information quality, system quality, service quality, and individual ability was still small towards the sustainability of the use of e-filing. It could be concluded that the quality of information and service provided by DGT has the opposite effect that does not even influance the sustainability of e-filing usage. However, the quality of the system and the ability of individuals to give effect to e-filing usage in reporting in reporting annual tax returns. Therefore, DGT is expected to improve the quality of the system of e-filing expecially in the function of e-filing, ease of use, usefullness of e-filing in reporting annual tax return. In additory it is necessary to carry out socialization and training on e-filing to improve the ability of individuals to report online their annual tax report. The findings of this research are very important for the Tax office in Palembang to analyze the sustainability of the use of e-filing that has been proven empirically, multidimensional and in a specific context. The result of the study could be used as a reference to improve overall quality of taxation for the sake of sustainable use of e-filing.

This study is designed to assess the mediating effect of the Service Quality in shaping the experience of users of e-Government applications. Users normally evaluate their satisfaction in using technological innovation such as e-Government from their direct and indirect involvement and the perceived value of the system in question. To study the mediation effect, a self-administered questionnaire based on a tested model is used to collect the experience of users of recently implemented e-Government applications in the public sector in Saudi Arabia. Data was gathered from 208 internal respondents and then analyzed using structural equation modeling (SEM). Different mediation models were tested and evaluated using common standard SEM parameters. The results showed that the value perceived from the System Quality and Information Quality does impact the User Satisfaction, but Service Quality was found to play a stronger role in mediating the relationship between User Satisfaction and both the System Quality and Information Quality. The degree and direction of this mediation were analyzed and interpreted from the user and the technical support perspectives. The study compares these findings with those from earlier studies using similar models. Key words: e-government, mediation, structural equations modeling, information quality, system quality, service quality, user satisfaction.
