Implementation of the functions of The Village Government (BPD) had a major role in achieving the performance of governance in the village. The effectiveness in carrying out the functions was determined by the synchronization related to the factors such as supervision, policy-making, and delivery of the aspirations of the people. To answer this, the study was intended to analyze the implementation of the function of BPD in Donowarih Village by using qualitative approach-based software with tools of the analysis Nvivo. Data coleection was obtained through observation, interviews with relevant stakeholders, and the study of literature. The stages of analysis was conducted by using Nvivo begins with an assessment of the three functions of BPD as embodied in Article 55 of Law No. 6 of 2014 about the Village. The results of this research showed that implementation of the functions of BPD in Donowarih Village was less effective caused by several factors, among others: the composition of human resources, facilities support activities of BPD, the differentiation of the major work of each member of the BPD, and the lack of benefits received by BPD members. Therefore, implementation of the function of BPD in Donowarih Village was less than the maximum due to such factors greatly affecting the performance of the glittering efforts of governance in the Donowarih Village.

This paper aims to find out how to apply rewards and punishments in improving employee performance in the Development Administration of  West Aceh Regional Secretariat. The problem is focused on the provision of Rewards and Punishments, which have not gone well. To approach this problem, I used the theoretical references from Nnaji-Ihedinmah and Egbunik. The data were collected through a descriptive approach using interview, observation and documentation techniques and analyzed qualitatively. The results of this study are that the application of rewards in the Development Administration section has not been carried out properly. The provision of rewards was not given since there was no budget for giving rewards to employees. The employees only got performance benefits and allowances from existing programs. Rewards in the form of appreciation, neither financial nor non-financial awards were ever given to employees. Thus it can conclude that the employees want the application of these rewards to improve employee performance to be more motivated in doing work. The application of punishment, both in the development administration and during the morning meeting, has been carried out but has not gone well, there were still many employees who do not comply with the regulations that have been made, so it is necessary to carry out a more in-depth evaluation and improve the implementation of the rules more effectively and efficiently.

This study aims to analyze and determine the level of effectiveness of regional revenue. The study was conducted in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency. This study used secondary data, which were analyzed by quantitative descriptive method. Secondary data were obtained from the regional budget reports for Bandar Lampung City, Pringsewu Regency, and Mesuji Regency, which had been processed and analyzed. To solve this problem, use the effectiveness ratio formula in analyzing the effectiveness of regional revenue receipts. The results in this study indicate that the level of effectiveness of regional original revenue (PAD) in Bandar Lampung City, Pringsewu Regency and Mesuji Regency in 2016-2019 was fluctuating. Pringsewu Regency and Mesuji Regency had an average regional original revenue effectiveness ratio in the last four years, including the effective category, while Bandar Lampung City in the last four years was in the less effective category. This study concludes that the effectiveness of regional revenue in Bandar Lampung City, Pringsewu Regency, and Mesuji Regency has an unstable regional original revenue since it has increased and decreased. The effectiveness level does not affect the contribution given to regional revenue.

In the regional development planning process, there are frequently deviations in people's aspirations. Musrenbang is a community forum for channeling aspirations in development planning. The launch of the e-musrembang application is expected to accommodate all community aspirations, allowing regional development to be more focused on the community's actual needs. This research aims to determine the efficacy of e-musrembang in development planning in Medan City and the problems or obstacles encountered when using the application. Using qualitative research methods, this study focuses on the Medan Denai District. Interviews, observation, and documentation were used as data collection techniques. Miles, Huberman, and Saldana's interactive analyses were used to analyze the data. The study's findings concluded that had not been effectively implemented the e-Musrenbang system. There is no significant difference between the achievement of the e-Musrenbang system's objectives and the implementation b From the achievement of the purposes of the e-Musrenbang system, and there is no significant difference from the implementation before after the e-Musrenbang. Citizens' misunderstanding in the e-Musrenbang system is judged due to the lack of good communication between the government and its citizens. In the adaptation stage, the Kelurahan and Medan Denai Subdistrict Governments, as implementers in the use of the system, are still rigid and do not understand well the use of the e-Musrenbang system.

The research entitled "Analysis of the Implementation of Smart Governance through Twitter in Local Governments in Indonesia" is a study that focuses on the analysis of branding, criticality, participation, and transparency. This study aims to find out about the use of Twitter in Government. This research is qualitative research using artificial-intelligent software NVivo 12 Plus. The results showed that the function of branding in the health sector in Central Java dominated, followed by DKI Jakarta, Bandung City, and Surabaya City. The superior crisis function is the health crisis with the highest position, namely Central Java, Bandung City, DKI Jakarta, and Surabaya City. The participation function superior in terms of public engagement is DKI Jakarta; the participation function in the superior collaboration field is the City of Surabaya, Bandung City, and Central Java. The function of transparency in terms of superior service is DKI Jakarta, Surabaya City, Central Java, and Bandung City.

This research aimed to examine how local wisdom's value was applied to government reform at the State Administration Institute (LAN) in Jatinangor, West Java. This study focuses on restructuring the government apparatus so that it can apply national ideals derived from the community in which it lives. This study uses a qualitative approach with a descriptive type of research. The data was obtained using the purposive sampling technique. This research shows that the State Administration Institution as an institution requires the right values. Must adopt these values to the area's cultural values and character, where the Jatinangor State Administration Institute (Puslatbang PKASN) has the value of local wisdom called SAHATE. The application of SAHATE as the value of local wisdom positively impacts the organizational climate of LAN Jatinangor. The application of these local values has a positive influence on the work environment. Namely, each employee is very concerned about the relationship between individuals. It can suppress individual and sectoral egos so that all employees can focus on organizational goals and not focus on individual or group interests.

The purpose of this study is to establish a relationship between the village head and the village consultative body in Ubung, Buru Regency. The research problem is focused on the collaboration between the village head and the village consultative body in containing the spread of Covid-19 in Ubung. The study employed a qualitative approach, with a total of twenty informants chosen at random. This study was conducted in the village of Ubung, with informants including village officials, members of the Village Consultative Body, representatives of community leaders, traditional leaders, and religious leaders, as well as community representatives considered to possess competencies relevant to the research objectives. This study collects data about the partnership relationship through observation and in-depth interviews. The analysis technique used is qualitative data analysis under Miles, Huberman, and Spradley's concepts. This study concludes that the village is extremely responsive in planning and implementing the management of Covid-19, making it easier for the community to be involved. The village side also adjusts to the existing conditions to carry out the control of Covid-19, specifically by conducting analysis and identification to decipher the program of activities that will be planned in collaboration with the Village Consultative Body. In the division of Village Consultative Body tasks, the village government prioritizes development sector implementation and public awareness, while the village government focuses more on-field segmentation planning.

This study aims to identify the relationship between the village head and the Village Consultative Body (BPD) in the use of village funds in the village of Karang Jaya, Namlea District, and explain the influence on the development of village communities. The problem is focused on the use of village funds which should be a stimulus for development in each village, but, in management, there are often problems that hinder village development. This study seeks to see and get deeper into the relationship that has been built between the village head and the BPD in the village of Karang Jaya. The approach used in this study uses a qualitative approach. The number of informants who will be interviewed is 15 people taken purposively, considering that respondents are regarded as related parties to achieve the research objectives. Researchers used observational data collection techniques and in-depth interviews to obtain data on the implementation of the village fund program. The analysis technique used in this research is qualitative data analysis following the concepts given by Miles and Huberman, and Spradley. This study concludes that the parallel relationship pattern between the BPD and the village head in the management of the village government as regulated in the legislation, it turns out that in its implementation, there is enough response so that the working relationship becomes harmonious and leads to a pattern of cooperation and shows a tendency to share tasks that are parallel between the heads. The implementation of the Vice President's broad and dynamic duties must of course be supported by good performance tools. As the Vice President's first support system, the position of the Vice President's Secretariat (Setwapres) was very strategic to improve organizational performance. The purpose of the study was to analyze the performance factors of the Vice President Secretariat in providing support to the Vice President from the perspective of the McKinsey 7S Framework. This research was a descriptive research with a qualitative approach. The study used primary data and secondary data. Primary data sources using the interview method. Secondary data sources using relevant document data search. All data were presented descriptively and analyzed through data reduction, data presentation, and verification. The results of the study indicated that the supporting factors were (1) a structure where there was a clear division of tasks and functions as well as good coordination; (2) a style in which democratic leadership made communication work well with direct involvement of the leadership in carrying out tasks; (3) the existence of shared values accompanied by internalization and strengthening activities. The inhibiting factors were: (1) a strategy in which several activity programs were not in accordance with the Vice President's priority program; (2) a system where the implementation of SOPs was not entirely appropriate; (3) staff where the placement was not in accordance with the educational background; (4) skills that had not been supported by appropriate training.

This study aims at investigateingthe strategy taken by the Department of Manpower and Industry of the city of Tarakan in overcoming the job seeker card service (AK-1). The problem was focused on collaboration between structural officials, staff, and non civil servant. To solve this problem, the theoretical references of Chris Ansell and Alisson Gash were used. The data were collected through interviews, observation and documentation and analyzed qualitatively. This study concludes that the collaboration process between structural officials, staff and non civil servant at the Department of Manpower and Industry of the city of Tarakan was going well, the strategy for making job seeker cards were able be applied. The service supporting factor was the existence of Information Technology (IT)-based applications, an inhibiting factor from services due to the Covid-19 pandemic. Services are still carried out based on health procedures set by the government.
