Charter and ASEAN blueprint towards the ASEAN Economic Community (AEC) in 2015, has been agreed by the members, characterized by  a new round of joint commitment that is legally binding. AEC Blueprint will give direction of ASEAN as a regional production base and single market. The blueprint is supported by the five essential pillars namely: the free flow of goods, services, investment, skilled labor, and freer flow  of capital. Efforts to realize the ASEAN as a regional production base and single market is certainly provides a lot of great opportunities and challenges for Indonesia. In this regard, the  main sectors which require improvement are professional human capital and competent. Without improvements in this sector, efforts to achieve the Indonesian government for human capital to compete with other countries in Southeast Asia will be difficult. Therefore, in facing such competition, the Indonesian government should prepare a Human Resources (HR) were skilled, intelligent and competitive that Indonesian human resources able to compete.

Free trade agreement of ASEAN Economic Community (AEC) immediately will be implementedin the region. The four pillars of the AEC concept is a reference in the enforcement process. All memberstates have made preparations including Indonesia. Small and Medium-sized Enterprises also makepreparations. The preparation of the Indonesian government in the deal and how the measures taken toprotect Small and Medium-sized Enterprises is a discussion in the review of this article. Policies madeby the government, including the measures taken for businesses Small and Medium-sized Enterprises,still found some difficulties in implementation.Because entirely not going well then the nomination acceleration trade policies comprehensivelyneeds to be activated immediately so that the various policy papers that the government made will be ableto work together with entreperenurs. This study also found unrediness of national products, especiallySmall and Medium-sized Enterprises in competing due to human resources, inadequate infrastructureand the investment climate.

Asean Economic Community (AEC) in 2015 was the realization of a free market in Southeast Asia that has been done gradually began ASEAN Summiting in Singapore in 1992. The purpose of the establishment of the ASEAN Economic Community (AEC)is to enhance economic stability in the ASEAN region, and expected to address the problem- problems in the economic field between ASEAN countries. MEA consequences of the agreement in the form of free flow of goods to the ASEAN countries, the impact of the free flow of services, the impact of the free flow of investment, the impact of the flow of skilled labor, and the impact of the free flow of capital. These things can certainly result in positive or negative for the Indonesian economy. Therefore, from the government side also run the strategies and measures that Indonesia is ready and able to take advantage of MEA MOMENTUM.Masyarakat Ekonomi Asean (MEA) 2015 merupakan realisasi pasar bebas di Asia Tenggara yang telah dilakukan secara bertahap mulai KTT ASEAN di Singapura pada tahun 1992. Tujuan dibentuknya Masyarakat Ekonomi ASEAN (MEA) untuk meningkatkan stabilitas perekonomian di kawasan ASEAN, serta diharapkan mampu mengatasi masalah-masalah di bidang ekonomi antar negara ASEAN. Konsekuensi atas kesepakatan MEA tersebut berupa aliran bebas barang bagi negara-negara ASEAN, dampak arus bebas jasa, dampak arus bebas investasi, dampak arus tenaga kerja terampil, dan dampak arus bebas modal. Hal-hal tersebut tentunya dapat berakibat positif atau negative bagi perekonomian Indonesia. Oleh karena itu dari sisi pemerintah juga dilakukan strategi dan langkah-langkah agar Indonesia siap dan dapat memanfaatkan momentum MEA.

<p>Akselerasi penerapan Masyarakat Ekonomi ASEAN di 2015 menuntut upaya-upaya persiapan yang maksimal dari negara- negara anggotanya termasuk Indonesia. Salah satu sendi kehidupan yang penting dipersiapkan yaitu sendi hukum dalam sektor tertentu seperti persaingan usaha dan liberalisasi jasa. Hal ini penting karena dapat menciptakan alur serta panduan bagi suatu negara untuk mencapai tujuan yang diharapkan dan juga dapat mengarahkan masyarakat serta perangkat negara lainnya menuju tahap yang ingin dicapai, sehingga pengaturan melalui kebijakan ( policy ) ini merupakan langkah pertama sebagai upaya mempersiapkan Indonesia menghadapi Masyarakat Ekonomi ASEAN yang akan datang. Kajian ini dilakukan dengan tujuan untuk memberikan pandangan bagaimana kesiapan Indonesia dalam hal peraturan untuk menghadapi liberalisasi jasa dan persaingan usaha. Metode pendekatan yang digunakan dalam kajian ini adalah deskriptif analitis yang menjelaskan dan menganalisis dari sisi hukum berbagai peraturan yang dilakukan oleh pemerintah Indonesia dalam persiapan menuju ASEAN Economic Community 2015. Hasil dari kajian ini menunjukkan bahwa pemerintah Indonesia berusaha mempersiapkan diri melalui berbagai peraturan guna menyongsong ASEAN Economic Community 2015 walaupun dari segi pelaksanaan belum optimal dan belum menyentuh seluruh segi kehidupan bernegara, pemerintah Indonesia harus segera mengoptimalkan usaha guna memperkuat kesiapan Indonesia bersaing dalam ASEAN Economic Community 2015.</p><p>Towards ASEAN Economic Community 2015 ASEAN member countries including Indonesia need to maximize efforts in preparing. One of the important parts of life which need to prepare is law aspect by some legal instruments in specific aspect such as competition and service liberalization. This is important because legal instruments can create pattern and guidelines for a country to achieve aims and to guide their society and government to achieve path of life that they want, so policy recognize as starting step for countries among ASEAN to move forward towards ASEAN Economic Community. This research doing to give perspective of how Indonesia government’s preparation in regulation towards service liberalization and competition. Approaching methods that using in this research is analyzing descriptive that describe and analyzing what policies that government had taken and how to implement that policies to meet ASEAN Economic Community. Result of this research shows that Indonesian government has done many efforts through some policies towards ASEAN Economic Community 2015 eventough from implementation perspective cannot reach all society’s aspect of life in order to reach that goal Indonesian government should optimize policies to strengthening Indonesia’s competitiveness towards ASEAN Economic Community 2015.</p>

The Employment Law Cluster in the field of foreign workers, as summarized in the Employment Creation Law, as a result of the Omnibus Law method, is very important to implement because the existing regulations have become chronically obese, obese rules but many hinder investment, so that development and progress of the Indonesian state is hampered, even though Indonesia has declared that it is part of the ASEAN Economic Community (MEA) and is on the line of the 4.0 Industrial Revolution.

Abstract In the ASEAN Economic Community blueprint 2015 the term “single market” was used as a goal of economic community. Theoretically, single market is a level of economic integration after customs union. Under that blueprint, customs union could have a chance to be established as a necessary prerequisite for single market. However, the new blueprint 2025 does not adopt single market concept anymore. Different terms have been introduced namely “integrated and cohesive economy” and “unified market”. This article aims at assessing economic integration concept adopted in the ASEAN Economic Community blueprint by utilizing content analysis. It will review the change of concept by employing economic integration theory in order to indicate the direction of economic community goal. The finding is that the change of terms reflects the change of concept. As a result, ASEAN Economic Community will have a different direction in pursuing economic integration. Therefore, under the new blueprint ASEAN will not proceed to customs union and single market. However, it will remain at free trade area level of economic integration. In addition, ASEAN will not be a close trade block but tend to be an open regionalism in relation to non-ASEAN countries or regions. ASEAN established on August 8th 1967 has improving its level. By signing the ASEAN Charter, ASEAN becomes an international organization. Nowadays, ASEAN makes decision on ASEAN Community. ASEAN Community has three pillars, which are ASEAN Political Security Community, ASEAN Economic Community, and ASEAN Socio-Culture Community. ASEAN Community means ASEAN as a unity, as its principle Unity in Diversity. Implementing this vision, it is not only the responsibility of ASEAN itself, but also every member nations of ASEAN have to take part to reach the goal of ASEAN Vision 2020, which accelerate to 2015. Indonesia as one of founding nations of ASEAN tries to take responsibility and participate on ASEAN goals, include implementing and reaching the ASEAN Community. ASEAN Political Security Community (APSC) aims at making ASEAN and Southeast Asia region as a stable, safe, and prosper region. Indonesia commits to take responsibility for making APSC�s goals success. This research tries to analyze the role of Indonesia in making ASEAN as a stable, safe and prosper region.
