Conflicts between Governance actors are rife in the era of democracy as it is today. The purpose of this study is to analyze the problems of land conflicts faced by the community against the Bandung City Government which is in a joint coalition with PT Sartonia Agung. Those two parties had a dispute over land rights in RW 11 Tamansari to control the basis of rights for housing and the construction of Row House. The struggle of each party in the struggle for land in RW 11 Tamansari was carried out through an advocacy process with both formal and informal approaches. The Advocacy Coalition Framework in this study was used as a knife for analyzing the phenomena that occurred. The research methods used in this study were qualitative research by standing on the interpretative paradigm. The data were collected by conducting observations, in-depth interviews, and documentation relating to the outline of the research. The findings obtained from this study indicated that there was a formation of strong coalition domination by the government through aggressive and repressive behavior that raised a conflict of interest in the row house construction policy in Tamansari Subdistrict, Bandung City, which was rejected by the Coalition of the Tamansari community that was formed. The series of advocacy carried out by the Tamansari community coalition had not produced results in favor of the coalition that urged a change in the policy.

This study aimed to describe the phenomena in concerning policy actors interaction involved in development of Surabaya Suramadu Bridge Surface Area (KKJSS) as well as the factors that influence the policy changes in KKJSS development with some of the variables and indicators in the Advocacy Coalition Framework (ACF). This research used qualitative method with case study research strategy. Based on the research result, it can be concluded that the interaction of actors that occurred in the development of KKJSS formed a advocacy coalition of policy actors in maintaining and accommodating their interests, Surabaya City Government as policy actors seeks to share core belief policy and coordinate with Central Government so as to be able to convince that the management of KKJSS can still be managed by the Surabaya City Government without the presence of BPWS. Another case with the coalition formed on the BPWS, BPWS coalition with the Government of East Java Province which is only limited to the central government representative in the region and also become one of the steering committee of BPWS but the coalition can not be maximized.

The epic journey of the Land Acquisition Act, 2013 is the subject matter of this chapter. The chapter traces the travails of the 1894 Act through the various challenges including the Narmada Bachao agitation and various SEZ acquisitions in the early 2000s till the four separate and more recent agitations that set the stage for work on new legislation—Nandigram and Singur in West Bengal, Maha Mumbai SEZ in Maharashtra and POSCO acquisition in Odisha. The UPA’s 2004 Rehabilitation and Resettlement (R&R) policy was revised in a 2007 Bill, largely as per NAC recommendations, that however lapsed in 2009. During UPA-II, fresh trouble erupted in Bhatta Parsaul in UP and the government elevated Jairam Ramesh to fast pace the passage of the new law. After much contentious negotiation the Act came into being in 2013. The movement reflects a combination of Punctuated Equilibrium Framework and Advocacy Coalition Framework.

The arrangement of the slum settlement area is still a problem faced by the Makassar City Government. There are 740.10 hectares of slum areas in Makassar City, one of which is the Untia coast. This study aimed to analyze the advocacy coalition in slum area management. The research method used was a qualitative method. The results showed that at the beginning of 2019, Untia had become a light slum area from the previous heavy slum. This happened because Untia received many programs from the government for a relatively long time. This activity was a collaborative activity of several government institutions and Kotaku government agencies that are members of the Working Group (Pokja). Therefore, Untia is still in the category of a slum area, not because of a lack of assistance from the government, but rather because the programs implemented are not integrated. So, the result was that the settlements that receive the program only come out of the slum indicator partially. In addition, the institutions involved in the Working Group (Pokja) often overlap programs due to a lack of face-to-face communications.

This study aims to determine the readiness of the government of Bitung in implementing accrual-based government accounting standards. Data was collected by observation at every SKPD in Bitung City Government followed in-depth interviews with key informants. The data collected was analyzed by qualitative methods. Then based on interviews (Focus Group Discussion) drawn conclusions indicate that Bitung City Government was ready to apply Accrual Based Government Accounting Standards. This is supported by the Government regulations which require to all local governments, including the city of Bitung in applying Accrual Based Government Accounting Standards, as well as Bitung City Government has issued the relevant mayor Accounting Policies in Bitung. Other things that support the readiness of the implementation of Accrual Based Accounting Standards, namely; development of human resources employee, committed leader who supports the changes later infromasi facilities and infrastructure systems are adequate and can accommodate Accrual Based Accounting Standards.

This study aims to describe the factors that cause land conflicts between the community and the Air Force in the Indonesian Air Force in Suwondo and the strategies that the community uses in demanding their land rights. The author chose a qualitative approach with the ethnographic method to understand more deeply what is behind an event that took the process, causes and conflict resolution. The results showed that the factor causing the conflict was the claim of each party to the land. Conflict resolution efforts are carried out by the community to obtain land rights through non-litigation advocacy processes and litigation advocacy. The results of these two strategies were able to encourage the government to restore community rights to their land even though it had to go through a long struggle. In July 2020 the government issued a policy to move the Sowondo Base to Langkat Regency.

Handling of slum areas, especially “Kampung Kota”, should no longer be carried out by conventional means. Gentrification in kampung kota often occurs because of limited land in urban areas. Vertikal land consolidation which as one of Transferable Development Right with a non-financial compensation scheme expected as the solution on slums handled in urban areas. Apart from being able to help the government because of budget constraints, it can also help achieve better, organized and directed urban planning. Kampung Sekayu, as one of kampung kota in  Semarang, which as a slum area that experienced gentrification and increasingly caught up in the development around it. This study aims to examine whether the concept of Transferable Development Rights with non-financial compensation schemes with implementation vertikal land consolidation form, it can be a solution in slums handled and prevent the occurrence of gentrification in the area. This research method uses descriptive qualitative by field observations, in-depth interviews and, literature review, and secondary data as a complement to exploring information as much as possible and saw the reality in the field. Generally, a concept of vertikal land consolidation received a good response from stakeholders in Semarang City but related to non-financial compensation which generally given the form of zonation bonuses with excess building floors being constrained. it because of zoning permit arrangements in Semarang City which above 5 floors on the authority of  Transportation Agency in relation to flight operation safety area (KKOP) of Ahmad Yani Airport in Semarang City. Non-financial compensation scheme that most beneficial to ease of licensed from Semarang city government..

Colon is the oldest street in the Philippines.  It used to be the center of trade and commerce decades ago. The study aimed to determine the vendor demographics and the positive and adverse effects of the city government-organized Colon Night Market Program on the night market vendors in Cebu City, Philippines. Impact Value Chain and Social Return on Investment Method Analysis were used. Two survey questionnaires were prepared: one administered to the vendors that benefited the night market program, and another set was conducted to the customers. The results were validated by in-depth interviews. The study discovered that Muslim-Filipino vendors constituted the group of vendors with the highest proportion while the homegrown Cebuanos constituted the least number. The affirmative effects of the program were identified: better income and improved quality of life for the individuals, creation of more jobs, an offering of better deals and lower price, and the building of camaraderie among vendors. There were also a few negative issues identified. It was also discovered that there is $6.44 dollars for every one dollar invested by the government. It is recommended that the program is operated year-round to achieve a higher return on investment.
