This manuscript specifically explores the dynamics of the Pilkada of Palangka Raya City in 2018. As with the simultaneous regional elections in Indonesia in general, there are still problems related to the practice of vote buying, network of winning teams and strong patronage. This is a determining factor in a candidate's victory, even though he was once labeled a prisoner. We observed a phenomenon in the Pilkada of Palangka Raya City; that having high popularity and strong political clientelism cannot help a person that is labeled an ex-prisoner to attain victory. Our study is complemented by a case study approach with a holistic analysis method. We observed and interviewed key informants in order to obtain some data related to the theme. Results show that the ability of the winning candidate’s team to frame and counter frame the candidate as an ex-prisoner  who gives cash to former fellow inmates, succeeded in helping the other candidate to win the Pilkada in the Palangka Raya City. We found that the implementation of the frame and counter frame theories was successful in the Pilkada context. This method of framing and counter framing is very effective in producing regional leaders with integrity and clean records and in instilling rationality in voters to reject corrupt leaders. Empirically, the limitations in framing these issues have not completely eliminated the pattern of giving money in politics.

Abstract: This article examines the conferring of honorary doctorates in Indonesian universities, which has increased significantly in the last twenty years, 2000-2020. This research applies the document analysis method; data obtained from public documents from government, universities, magazines, and newspapers. Normatively, the university conferred the Doctor Honoris Causa to individuals with outstanding service or work and contributed to science, technology, culture, humanity, and society. The study reveals that the Indonesian authorities have issued three amended regulations regarding honorary doctorates between 2000-2020. This policy provides increased flexibility to universities in determining the awarding of honorary degrees compared to previous regulations. This research has uncovered an evolutionary trajectory of shifting away from awarding the honorary doctorates to the academic community towards non-academic and even political circles and public officials. Such a policy or practice invites criticisms that this signifies an exchange of interests between campus leaders and the power establishment in Indonesia. The analysis of this research reveals that with the decentralization of power during the post-reformation era, there is a transformation of institutional logic of higher education from recognizing knowledge advancement and scientific contributions of members of intelligentsia towards empowering the legitimacy of ruling establishments, especially among politicians and powerful public officials.

This study aims to explain and describe the interaction of policy actors in the implementation of online learning. This study uses a qualitative research method with a descriptive case study approach. Data collection techniques in this study are through observation, documentation, and interviews. The instruments in this study were: a) the researcher himself, b) interview guidelines, c) supporting tools in the form of books, pens, and d) related documents. The results showed that actor interaction can occur if there is communication between implementing actors. Communication in the implementation of online learning can be seen in the accuracy or accuracy of communication and consistency of communication regarding online learning information from the principal to the teacher and finally to students and parents. Interaction between actors, namely principals, teachers, students, and parents in the implementation of online learning has not been carried out effectively. This is because the interaction between implementing actors is unresponsive to one party, namely students and parents. Apart from that, giving complicated and difficult assignments by the teacher, which makes it difficult for students and parents to understand, is also a factor in the existence of negligence or delay

Law Number 5 of 2014 concerning State Civil Apparatus (ASN) is a manifestation of bureaucratic reform in the civil service sector through the implementation of ASN management based on a merit system, one of which is open selection for High Leadership Position (JPT). However, open selection based on a merit system has not been implemented optimally. The representation of women in the JPT is still less than that of men. Female Civil Servants (PNS) tend to decline when entering JPT Echelon I and II. Moreover, the number of female registrants in the JPT open selection was far less than male registrants. The lack of representation of women in the JPT also shows a glass ceiling in women's career development. This research aims to analyze the application of the merit system in the open promotion of JPT for women and find out the factors that affect the vertical mobility of women in the bureaucracy. This research was conducted at the Ministry of Home Affairs with a postpositivist research approach and qualitative data collection techniques. Primary data was obtained through interviews with informants related to the implementation of open selection and female High-ranking Officials (PPT) at Ministry of Home Affairs, and secondary data was obtained through documents. The results showed that based on the theory of The Best Person for Any Given Job, the filling of JPT at Ministry of Home Affairs had not been fully implemented based on merit criteria because it has not implemented a succession plan. There is also an assumption of political domination because there is a Pelaksana Tugas (Plt) JPT with a term exceeding the applicable provisions. Meanwhile, based on the theory of The Selection Process, differences in administrative requirements were found in the announcement of vacancies at Ministry of Home Affairs with the Regulation of the Minister for Administrative Reform and Bureaucratic Reform (Permenpanrb) Number 15 of 2019 concerning Filling High Leadership Positions in an Open and Competitive in Government Agencies. The track record tracking process is only done through curriculum vitae without tracking the track record to the applicant's place of origin. Monitoring and evaluating PPT performance appraisals are not carried out regularly and continuously but only based on the Employee Performance Target (SKP) document every year. In addition, there are no barriers either from the organization, themselves, or the obstacles of prejudice toward female leaders, which hinder women's career development. However, women's interest in registering for selection tends to less, and there are incomplete supporting facilities for women's productivity.

This study aimed to determine the extent to which the village apparatus’s capacity can manage village funds. This study used qualitative and quantitative approaches, namely frequency percentage statistics. Results of distribution utilized the total score of the answers. Data sources included primary and secondary data. Data sources included primary and secondary data. The object of research is 30 (thirty) villages, 2 respondents from each village are taken.  Findings demonstrate that the village apparatus’s capacity in managing village funds is generally assessed from their basic Capability, management capability, and technical Capability, which fall into the ‘fair’ category. It indicates that the village apparatus needs to increase its capacity so that village funds can be managed optimally. The solutions include increasing the HR-village apparatus’s capacity through computer training, technical guidance, seminars, and socialization of related regulations. Besides, facilitation and mentoring are the best ways that the village apparatus needs to increase their capacity, considering that stakeholders are demanding a change in the paradigm of implementation in village governance and the era of disruption to balance and harmonize with current and future conditions.

In improving the welfare of the people in border areas, the development of the tourism sector has an impact on long-term economic growth which has been the largest regional income source in Bintan Regency. The importance of interaction and stakeholder actors involved in tourism activities during the COVID-19 pandemic. The purpose of this study is to analyze the condition of stakeholder actors in tourism management in Bintan Regency. The research method used a qualitative approach with stakeholder analysis using NVivo 12 with data collection techniques in the form of interviews with stakeholders and using existing secondary data which was carried out in-depth analysis. The results showed that 3 components (who, when, and how) showed a significant correlation between stakeholders in tourism development in Bintan Regency, namely the local government which regulates the executive management as a facilitator. Then the involvement of community groups as active participation to support the development of travel bubble-based tourism in the border region of the country, then the involvement of the private sector who maintain and regulate health protocols in the spread of COVID-19. Furthermore, the alternative is to improve stakeholder relations in the future to make efforts to approach harmonious communication between stakeholders in the tourism sector in Bintan Regency.

One of the latest strategies in Indonesia in developing tourism is E-Tourism, a digital platform that provides convenience for foreign and domestic tourists. This study aims to determine the Branding Strategy "The Light Of Aceh" through E-Tourism in Sustainable Tourism Development in Aceh Province and its inhibiting factors. The research data comes from primary and secondary data related to the research focus. The data analysis technique used the Nvivo 12 plus analysis using crosstab through the chart and sociogram features. The results showed that the Branding strategy "The Light Of Aceh" through E-Tourism in sustainable tourism development uses 4 strategies, namely POSE (Paid Media, Owned Media, Social Media, and Endorser). Of the four strategies, the highest percentage is through social media digital platforms which are the most strategic in promoting tourism. The inhibiting factor is in terms of human resources that are still minimal, in terms of infrastructure that has not been managed properly in several tourist destinations, and the social conditions of the community are still minimal related to public awareness of managing tourist destination places properly so it is very important to support tourism actors to return or whether or not to Aceh for a tour.

The study aims to explore the barriers of online learning in Sudan. The achievement of the research purpose requires an approach which is not only describes the relations between variables, but also the experience of the stakeholders, therefore, the study adopted mixed mothed approach. To collect data, the study used two sources; secondary, and primary data sources.  The secondary sources included peer-review international journals from recognized publishers, books, newspapers and reports. The primary sources included questionnaires and interviews. 132 participants were surveyed. Two professors were interviewed. SPSS was used to analyze the data. The findings indicate that there are five unique barriers to e-learning adoption in Sudan including; poor network infrastructure, lack of bandwidth in rural areas, electricity outages, lack of electricity in rural areas, and stakeholder’s deficiency of e-skills. Furthermore, the study showed that some professors are old, and they resist the adoption of e-learning. Likewise, the study found that 67% of respondents were not able to access the internet in their areas during Covid19 lockdown, 25% of respondents do not possess computers, 35% of respondents did not receive training for gaining E-skills, and 74% of respondents prefer learning in classrooms. The study concluded that, E-learning to be adopted in Sudan, several steps can be taken such as e-skills intensive training for stakeholders, support of stakeholders, electricity and internet networks connection to whole parts of Sudan, poverty combat, and stimulation of students to accept e-learning.

Partai Aceh is one of the local political parties in Aceh that able to win the first political contestation they participated in in 2009, even though it was born two years before in 2007. Since then, they have continued to dominate elections at the local level. Partai Aceh was established because of the peace agreement between GAM-RI as a post-conflict political agreement. The purpose of this study was to determine the victory of the Partai Aceh in the local realm. The method used is descriptive qualitative through interview techniques. The results of the study state that the Partai Aceh's victory in the context of Acehnese local politics cannot be separated from political psychology, such as the Partai Aceh identification approach through political socialisation, political candidates, and the Partai Aceh political campaign. The Partai Aceh approached the community involving the former Free Aceh Movement in conducting campaigns. The Partai Aceh's foresight in carrying the figure of a former GAM combatant impacted the Partai Aceh's victory.

This study aims to analyze local governments' efforts in promoting and implementing policies issued during COVID-19. It can also be seen what instruments are used by the government in the socialization of the policy, and the communication between local government officials and the media, society, and business can be seen. The method used in this research is descriptive with a qualitative approach to see the stages of communication in their role in socializing the Tangerang City Government's policies. The results showed that a policy's socialization had gone very well through various socialization of communications such as online media, print media, and electronic media. This type of socialization media is the main instrument of the Tangerang local government in disseminating policies. Another type of socialization is direct media or outreach to each village. It is recommended that the Tangerang City Government improve its performance in disseminating policies to achieve the resulting policy objectives to build public order towards the policies taken.
