The arrangement of the slum settlement area is still a problem faced by the Makassar City Government. There are 740.10 hectares of slum areas in Makassar City, one of which is the Untia coast. This study aimed to analyze the advocacy coalition in slum area management. The research method used was a qualitative method. The results showed that at the beginning of 2019, Untia had become a light slum area from the previous heavy slum. This happened because Untia received many programs from the government for a relatively long time. This activity was a collaborative activity of several government institutions and Kotaku government agencies that are members of the Working Group (Pokja). Therefore, Untia is still in the category of a slum area, not because of a lack of assistance from the government, but rather because the programs implemented are not integrated. So, the result was that the settlements that receive the program only come out of the slum indicator partially. In addition, the institutions involved in the Working Group (Pokja) often overlap programs due to a lack of face-to-face communications.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

In order to encourage the creation of performance accountability, government agencies need an accountability system so that they can operate efficiently and effectively to realize the transparency of government agencies and maintain public trust in the government, especially the City Government of Manado. This study aims to investigate and describe the System Manado City Government Especially at the Tourism Office. The research method used is descriptive analysis method. The results of this study indicate that the Implementation of the Performance Accountability System of the Manado City Government Agency can improve better transparency where this system is an integration of the planning system, budgeting system, and performance reporting system that is in line with the implementation of the financial accountability system. In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.

Broadly speaking, this study aims to obtain the results of a study regarding the evaluation of the development of marine tourism in Muna Regency in Southeast Sulawesi. The unit of analysis in this study is the Office of Tourism and Culture as one of the government agencies in Muna Regency, which is demanded to manage and contribute to the maximum revenue contribution to the Regional Original Revenue (PAD) with selected respondents and key informants are the Head of Service, Head of Division and Head of Planning and Financial Subdivision. In this study the research method used is descriptive qualitative method. The analysis tool used is the Realistic Evaluation Method with the Context-Mechanism-Outcome configuration approach. The results showed that, evaluation of the development of marine tourism in Muna Regency through the analysis of Context and Mechanism evaluation can be obtained Outcome

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

The article analyzes the most important period in the historical development of Venezuela. Under the dictator Juan Vicente Gomez, who reigned uncontrollably for a long time, the “Generation of the 28th” emerged. It contributed notably to the democratic development of the country. The participants of named movement were mainly the representatives of student youth; they were the first to openly oppose the tyranny. "The Generation of the 28th" went through a complex evolutionary path eradicating their own mistakes. A representative democracy functioned in Venezuela for forty years. It modified the face of Venezuelan society: the adopted Constitution guaranteed to all citizens the right to elect and be elected. The regular shifts in all the government agencies, a freedom of assembly and the media were practiced. The democratic institutions worked securily while serious socio-economic reforms were carried out throughout the country.

This study aims to find out how the implementation of the authority of the Lhokseumawe City Government in the Management of Tourism Destinations based on Aceh Qanun Number 8 of 2013 concerning Tourism. This research method is a qualitative method in the form of normative legal research, namely research that puts the law in place to answer legal problems faced through a statutory approach contained in related articles. The nature of this research is descriptive-analytic by using library research. Based on this research, it is explained that the Lhokseumawe City Government as the person in charge and plays a very important role in the management of tourist attractions must control the tourist environment. Barriers to managing tourism destinations are due to the government's lack of firmness to impose sanctions on the community. Efforts are being made by the Government by frequently conducting raids at tourist attractions in Lhokseumawe City. The writer's suggestion in this study is that it is hoped that the Lhokseumawe City Government will further improve supervision of tourist attractions and it is advisable to immediately impose sanctions on people who do and allow Lhokseumawe City Regional tourist attractions to be polluted by acts that are not polite and violate the Shari'a. Many areas in Indonesia region still have social problems such as poverty, education, and health. The problem requires the local government to conduct communication strategies by increasing regional revenues through tourism. One of the regional efforts is to attract tourists visiting, through the city branding program. This article seeks to analyze the slogan Impressive Probolinggo is related to the tourism communication strategy of the Probolinggo City Government. The data was collected through interviews with City Government institutions, community leaders, and tourist visitors in 2018. The data was analyzed using an interactive qualitative method from Miles Huberman. The results showed that the slogan Impressive Probolinggo City became a city branding the Probolinggo City Government to attract tourists. The slogan is executed through a communication strategy that includes core and field communicators, worth of mouth-based messages, diverse media platforms, and involves community engagement. The government needs to improve socialization and design a more creative and innovative communication strategy so that the tourism potential in Probolinggo city develops sustainably.
