City governments around the world have increasingly engaged in “smart city” initiatives. Information and communication technologies (ICTs) are at the core of these initiatives. City governments appear to play important roles in making the urban spaces, in which they are embedded, more attractive, more competitive, more livable, and smarter. The authors interviewed City officials in Munich, Germany, and asked for the definitions of “smart city,” which they then compared to Munich's smart city-related program. While the practitioners' definitions differed in part from those in the academic literature, the smart city overhaul program at Munich city government had a direct relationship to the practitioners' understanding of smartness. The authors portray and discuss the City of Munich institutional architecture overhaul and its expected and realized benefits, and compare the results to those of an earlier study on the City of Seattle. Both city governments evidently pursue different approaches, the effectiveness of which can more readily be assessed only at a future point of the smart city evolution.

Over the past two decades, governments have used information and communication technologies (ICTs) to integrate their internal functions and improve their delivery of services. Scholars and practitioners have conceptualized these various ICT trends and referred to them collectively as e-government. As the number of citizens using the Internet and mobile technologies increases, the public sector is constantly innovating to keep pace with the changing technologies and citizens’ expectations. This essay reviews the academic literature on e-government among local governments and explores the issues related to its adoption and implementation. Adopting an e-government stages perspective with attention to institutional capacity, the essay examines the factors and determinants of local e-government success. The essay concludes with directions for future research on e-government and innovation in local governments.

This chapter examines the use of Information and Communication Technologies and their impact on resource sharing initiatives within the context of library consortia in Zimbabwe. The writer also explores the various projects initiated to promote resource sharing. The challenges and opportunities that ICT's provide are also meticulously explored. The writer probes how ICT's have transformed academic libraries in Zimbabwe in the context of digital technology. It also seeks to find out the benefits that libraries can accrue from investing in ICT. The paper also explores the extent to which academic libraries are making use of technology to contribute to the national and global research agenda.

Processes of information and communication technologies, which lately have been developing very fast resulted in creation of analytical systems of management and production based on technologies of artificial intellect and neuronet. The authors analyzed the latest trends in the field, provided examples of working-out technologies and products based on these achievements, which caused considerable improvement of people quality of life. Apart from that the article shows changes in economy connected with pandemic after-effects and key trends of developing digital economy in post-pandemic situation. The article studies interpretations of the term ‘digital economy’ that are used in academic literature and puts forward the definition, which explains the term in the most comprehensive way. Serious attention is paid to the latest trends in the development of machine learning, artificial intellect and neuronet. The applications of neuronet in different field of human activity have been investigated, including academic knowledge and economic analysis.

The frequency, destruction and costs of natural and human-made disasters in modern highly-populated societies have resulted in research on emergency evacuation and wayfinding, which has drawn considerable attention. The subject is now a multidisciplinary area of research where information and communication technologies (ICT), and in particular the Internet of Things (IoT), have a significant impact on sensing and computing dynamic reactions that mitigate or prevent the worst outcomes of disasters. This paper offers state-of-the-art knowledge in this area so as to share ongoing research results, identify the research gaps and address the need for future research. We present a comprehensive review of research on emergency evacuation and wayfinding, focusing on the algorithmic and system design aspects. Starting from the history of emergency management research, we identify the emerging challenges concerning system optimisation, evacuee behaviour optimisation and data analysis, and the additional energy consumption by ICT equipment that operates the emergency management infrastructure.
