Small, Micro and Medium Enterprises (UMKM) currently have good developments, especially in the food and beverage sector. Even though the area of business is small, it does not need to be underestimated that this business also needs funds/finance. Financial management and reporting for micro, small and medium businesses are often considered difficult. On the other hand, the Indonesian Accountants Association has applied Accounting Standards which are easier to implement in small business actors, namely the Financial Accounting Standards for Micro, Small and Medium Enterprises (SAK-EMKM), effective in 2018. This research aims to explore further information about the existence and evaluation of financial management by UMKM. This study also aims to develop a design (model) of financial management procedures that are easily implemented by UMKM and is in accordance with SAK-EMKM. This research is qualitative research with an in-depth interview method. The informants chosen were food and beverage UMKM in Ponorogo Regency. Based on data obtained from 5 informants, then an analysis is carried out with rational interpretation. This study also obtained information from the Ponorogo Perdagkum related to how the role of the government plays in the management of UMKM.Food and beverage business people choose this business field because it is considered to have great potential for profit because food and beverages are their basic needs. i. Financial management at food and beverage UMKM is still very simple, in the form of simple records, not yet differentiating personal assets from the business, so that it is difficult to determine profits. This has the effect of not being able to compile the financial statements of food and beverage UMKM in the Ponorogo Regency according to SAK EMKM.

The role of government in the development of Micro Small and Medium Enterprises (MSMEs) has been proven by the issuance of Financial Accounting Standards for Non Public Accountantless Entities as well as Accounting Standards for Micro, Small and Medium Enterprises (MSMEs Standard) issued by the Indonesian Institute of Accountants (IAI). The application of standards that have been made by the government requires the right mediator. The most higher education institutions (universities) have human resources (HR) that can help the government to transfer the information. This can be done through Community Service which is one of the Tri Darma Program in University. In general problems in business management for micro enterprises are very diverse. The problems that occur include: marketing (marketing), financing, location, security and making simple financial statements for their entity. Training of financial statement preparation is an offer to answer the problem. The number of micro enterprises in RW 06 area is potential to be assisted by the financial management. Good management requires the support of the business report, in this case is the financial statements. Society needs knowledge to make reporting in accordance with existing standards.

Micro, small and medium enterprises (MSMEs) are proven to have played a role in economic development and growth, not only in developing countries but in developed countries as well. MSMEs are very important because this business sector absorbs more workers than large businesses. However, there is one problem faced by MSMEs in all countries, namely limited capital, which is mainly due to small or no access to banks or other financial institutions. In this case, zakat distributed to mustahiq will act as a supporter of their economic improvement if allocated to productive activities. The National Amil Zakat Agency (BAZNAS) is a zakat management institution established by the government that distributes zakat funds productively through a program, namely Baznas Microfinance. This study aims to determine how effective the Baznas Microfinance Desa program is in disbursing funds, to find out how effective the Baznas Microfinance Desa program is to improve MSME skills, and to find out what obstacles are faced by BMD Bojong Rangkas. This study aims to determine the plans and strategies adopted by the hotel industry during the COVID-19 crisis. In order to conduct this study, a qualitative research methodology was used where semi-structured interviews were conducted from three countries: Austria, Pakistan, and Indonesia. Interviews were conducted online with the help of applications such as Skype, WhatsApp, and Zoom. A thematic analysis was conducted in which codes, categories, and final themes were generated. The final themes are the study's findings, which are strategies for employees, strategies for customers, strategies for SME hotels, and strategies for the staff. Strategies for employees indicate the planning and programs of the SME Hotels. The study's findings show that strategies adopted by the hotel industries vary from country to country while depending on the contextual factors and role of the government. Most Small and Medium Enterprises (SMEs) hotels in developing countries are less familiar with how to react and survive in the conditions of the crises. Thus, this study can benefit the different stakeholders in the developed and developing countries for adopting strategies and maintain their business during the crises of the COVID-19.JEL Classification: B17, B27, F30, L83How to Cite:Tunio, M. State-Owned Enterprises (SOEs) have a very important role in the implementation of the national economy in order to realize the welfare of the people. SOEs are seen as having a strategic role in fostering and developing private and cooperative businesses. The government through its regulations has mandated SOEs to participate in assisting the government in implementing the development policies that have been outlined, this is as mandated in Article 88 of Law no. 19 Year 2003 on SOEs, which in the article instructs SOEs to set aside a parcel of their net benefit for the reason of cultivating little businesses and cooperatives as well as cultivating the community around the company. The existence of the provisions of Article 88 means that SOEs are not only looking for profit, but also must play an active role in developing and fostering small businesses and cooperatives, so SOEs will have the responsibility Corporate social responsibility that can be sued is the same as other private companies in Indonesia.
