Abstract The central question on our article is: to what extent were the nature and content of merit principles for Dutch civil service systems influenced by the (changing) decentralized unitary state, during the periods of the Night Watch, Welfare and Enabling State between 1814 and 2016? In accordance with the decentralized unitary structure as originally devised by the 19th century Dutch statesman Johan Rudolf Thorbecke, personnel management and regulations were (and are) considered the prime responsibility of each (level of) government. Our article shows how neither in past nor present have there been hierarchical relationships in this area, with the exception of centralized wage settlements after the Second World War until the 1990s. In addition, we argue that civil service requirements have altered due to societal and public sector change. Those changes have become visible in a transition from a Night Watch to a Welfare State and more recently an Enabling State. This transition not only influenced what was expected of the role and position of civil servants at different levels of government in the decentralized unitary state. It also had an effect on what has over time been required of civil servants in terms of knowledge, capabilities, attitude, skills and experience. The article explains how the Thorbeckian decentralized unitary state provided a lasting but flexible format to accommodate these civil service system adjustments.

Opportunity was the publication of the Federation of Women Civil Servants (later the National Association of Women Civil Servants), an organisation which campaigned for equal pay, equal opportunity and an end to the marriage bar in the British civil service. Opportunity tried to negotiate two purposes: to place the organisation at the centre of interwar feminism and debates on women in public life, and to be a space of community and education for its membership. In the 1930s, Opportunity was increasingly at odds with a significant segment of membership which saw less of a need for the publication in its current format, and the chapter discusses the ways in which editors and writers negotiated these discussions. Eventually, it was the evacuation of women civil servants to various locations around the country during the Second World War, rising wartime costs, and shortages of resources, which ended the publication of Opportunity.

Relations between the Ukrainian Church and Constantinople were difficult. This goes back as far as 988, when the Christianisation of the Rus created a strong alliance between Kiev and the Byzantine Empire. There were times when Constantinople had no influence over the Kiev Metropolis. During the Mongolian invasion in 1240, the Ukranian region was broken up and Kiev lost its power. The headquarters of the Kiev Metropolis were first moved to Wlodzimierz nad Klazma in 1299 and then to Moscow in1325. In 1458 the Metropolis of Kiev was divided into two; Kiev and Moscow, but Kiev still remained under the jurisdiction of the Patriarchate of Constantinople. Since that time, the orthodox hierarchs of Moscow no longer adhered to the title Bishop of Kiev and the whole of Rus and in 1588 the Patriarchate of Moscow was founded. In 1596 when  the Union of Brest was formed,  the orthodox church of the Polish Lithuanian Commonwealth was not liquidated. Instead it was formally revived in 1620 and in 1632 it was officially recognized by king Wladyslaw Waza. In 1686 the Metropolis of Kiev which until that time was under the Patriarchate of Constantinople was handed over to the jurisdiction of Moscow. It was tsarist diplomats that bribed the Ottoman Sultan of the time to force the Patriarchate to issue a decree giving Moscow jurisdiction over the Metropolis of Kiev. In the beginning of the 19th century, Kiev lost its Metropolitan status and became a regular diocese of the Russian Orthodox Church. Only in the beginning of the 20thcentury, during the time of the Ukrainian revolution were efforts made to create an independent Church of Ukraine. In 1919 the autocephaly was announced, but the Patriarchate of Constantinople did not recognize it. . The structure of this Church was soon to be liquidated and it was restored again after the second world war at the time when Hitler occupied the Ukraine. In 1992, after the dissolution of the Soviet Union, when Ukraine gained its independence, the Metropolitan of Kiev requested that the Orthodox Church of Ukraine becomes autocephalous but his request was rejected by the Patriarchate of Moscow. Until 2018 the Patriarchate of Kiev and the autocephalous Church remained unrecognized and thus considered schismatic. In 2018 the Ecumenical Patriarchate of Constantinople looked  into the matter and on 5thJanuary 2019, the Orthodox Church of Ukraine received it’s tomos of autocephaly from Constantinople. The Patriarchate of Moscow opposed the decision of Constantinople and as a result refused to perform a common Eucharist with the new Church of Ukraine and with the Patriarchate of Constantinople.

This chapter analyses the narratives of men who worked in reserved occupations in Clydeside to explore wider aspects of their individual subjectivities other than gender. Areas of subjectivity examined include national identity (picking up from the discussion in Chapter 3 and looking at men of non-British or Scottish nationality), class consciousness and political identity, religion and social activities. This chapter widens the picture of how men in reserved occupations experienced the war, arguing that male reserved workers were aware of ‘imagined’ collective subjectivity on a national level, and that important similarities existed between the subjectivities of men who worked in different regions of Britain, particularly those with higher proportions of men working in reserved occupations. The chapter re-enforces the notion that the subjectivities of such men existed on different levels and reflected to varying degrees the concepts of ‘imagination’ and ‘living’, making clear that the subjectivities of male civilian workers in wartime Clydeside comprised different national, ethnic, religious, class and political attributes, all integral and important to reserved men before, during and after the Second World War. Arguably, however, men were often aware of these integral aspects of their subjectivities on an ‘imagined’ level, and many aspects of them were superseded by a pre-occupation with everyday living, also continuous and fundamentally unchanged by wartime. In arguing for the continuity of different ‘imagined’ and ‘lived’ forms of subjectivity among men in reserved occupations in wartime Clydeside, this chapter re-enforces the notion that, although integral to masculinity, temporary wartime ideals did not fundamentally change the masculine subjectivities of male civilian workers.

Matthew B. Ridgway was an influential American airborne commander during the Second World War and led United Nations forces during the Korean War. A 1917 graduate of the U.S. Military Academy, Ridgway served multiple tours in Latin America and Asia as a junior and mid-grade officer. A protégée of General George Marshall, he commanded the Eighty-Second airborne division during the invasions of Sicily, Italy, and France. During the Battle of Bulge and the invasion of Germany, he served as commander of the newly created Eighteenth Airborne Corps. Years later, during the Korean War, Ridgway transitioned from a staff position as a deputy to Army Chief of Staff Lawton Collins to become commander of the Eighth Army in Korea, and then commander of all U.N. forces in the Korean theatre. Ridgway's career, especially his leadership during the two wars, provides insights on the officer skills needed to effectively transition to different levels of command.

Modern mental healthcare in Poland has its foundations in the 19th century, when the country was subject to three different organisational and legal systems — of the Austrian, Prussian and Russian Empires. These differences prevailed even after the First World War. Professionals lobbying for a mental health act had no success. The Second World War left mental healthcare with significant losses among its professional groups. More than half of all Polish psychiatrists lost their lives; some of them were exterminated as Jews, some as prisoners of the Soviets. The Nazi occupation in Poland had dramatic consequences for people with a mental disturbance, as Action T4 turned into genocide on the Polish territory. The majority of psychiatric in-patients were killed. After the Second World War, the mental health system had to be rebuilt, almost from scratch. Major political changes in the country across the second part of the 20th century and revolutionary changes in mental healthcare around the world influenced psychiatric services. The purpose of this paper is to describe mental healthcare in Poland today.

Following his earlier publication of three volumes of China through Western Eyes (1991–96), Roberts now concentrates on the Western perception of Chinese food and eating behaviour. In the first half of the present book, Roberts quotes travellers' tales from Marco Polo and other adventurers, personal journals of European missionaries in the 16th and 17th centuries, reports of English envoys such as Lord Macartney, merchants of the 19th century, and journalists' accounts from the Second World War to the Cultural Revolution. Part one, “West to East” starts with a succinctly written introduction and a chapter that draws from anthropological works on Chinese diet, food beliefs, and table manners. Roberts then discusses Western perceptions (more often imaginations) of Chinese food, which transformed from curiosity to aversion, rejection, and eventual popular acceptance.

In 1955, Norbert Wiener suggested a sociological model according to which all forms of culture ultimately depended on the temporal coordination of human activities, in particular their synchronization. The basis for Wiener’s model was provided by his insights into the temporal structures of cerebral processes. This article reconstructs the historical context of Wiener’s ‘brain clock’ hypothesis, largely via his dialogues with John W. Stroud and other scholars working at the intersection of neurophysiology, experimental psychology, and electrical engineering. Since the 19th century, physiologists and psychologists have been conducting experimental investigations into the relation between time and the brain. Using innovative instruments and technologies, Stroud rehearsed these experiments, in part without paying any attention at all to the experimental traditions involved. Against this background, this article argues that the novelty of Wiener’s model relies largely on his productive rephrasing of physiological and psychological findings that had been established long before the Second World War.

The first part covers the origins of the old Clarendon Laboratory and the Electrical Laboratory. The second part is devoted to the new Clarendon Laboratory, constructed in 1938–39, and the work there during the Second World War, together with a brief summary of important changes in 1945–46.

This chapter examines the extent to which civilian men working in Clydeside during the war possessed distinctive and unique regional subjectivities. The chapter considers issues such as national identity and feelings of solidarity with men working in reserved occupations in other British regions. The chapter primarily argues, however, that distinctive regional aspects to worker subjectivity in Glasgow and Clydeside are revealed in oral testimonies. Much evidence emerges of local pride in industries around the Clyde. While some of this can be linked to the specific contribution of the region to the British war effort, such pride can also be attributed to feelings of deep knowledge, understanding and awareness of the region as a distinct locality, based on the immediacy and proximity of everyday life in the area to the subjectivities of reserved men. Indeed, the majority of oral testimonies reflect the notion that men in reserved occupations in wartime were often indifferent to the idea of ‘imagined’ British nationality, adhering more to local regional subjectivities. The attitudes of women towards male civilian workers, and consequently the subjectivities of reserved workers themselves, were firmly rooted in the immediacy of the distinctive industrial and working class environment of Clydeside. However, such local subjectivity often had a narrower focus than the city of Glasgow or the entity of Clydeside and was restricted to the places and people best known and most familiar to men. Although different levels of collective, ‘imagined’ subjectivity existed during the Second World War and were highly significant, ‘lived’ and continuous local subjectivity was inevitably most relevant to the individual male civilian worker in wartime.
