The article presents a spatial analysis of the knowledge-based economy in Poland in regional terms in 2003 and 2011. Nowadays, knowledge is regarded as one of the factors of production besides land, labor and capital. The ability to create, collect and effectively use knowledge contributes to the generation of innovation, acquiring long-term competitive advantages and economic success. Polish provinces are the basic territorial units, on which the calculations have been carried out. The period of time was purposely chosen to determine the impact of Polish accession to the European Union and the possibility of using the Structural Funds in the development of local economies based on knowledge. The purpose of this article is to identify disparities in the use of knowledge in socio-economic life in the Polish provinces. The study was conducted using a taxonomic measure of development (one of the tools of multidimensional comparative analysis). Classification of provinces was constructed on the basis of KEI (Knowledge Economy Index) and KI (Knowledge Index) which are used by the World Bank in Knowledge Assessment Methodology (KAM). The division into four pillars (i.e. The Economic Incentive and Institutional Regime, The Innovation System, Education and Human Resources, Information and Communication Technology) attempts to explain the relationship between the factors of development.

The article presents regional classification of EU countries according to the knowledge development of economy, which in these days is treated as fundamental factor of international competitiveness. This differentiation created with Knowledge Economy Index (KEI) and Knowledge Index (KI), which are use by The World Bank in Knowledge Assessment Methodology (KAM). In the analysis used four main pillars (i.e. The Economic Incentive and Institutional Regime, The Innovation System, Education and Human Resources, Information and Communication Technology), which showed relation between individual components. The purpose of this article is to identify disparities in the use of knowledge in socio-economic life in the EU countries. This research was conducted with use of the cluster analysis (tools belonging to multidimensional comparative analysis).

Knowledge Based Economy is the key to realize the Lisbon strategy for Europe on global and regional scale. Wroclaw’s EIT Plus strategy will stimulate knowledge-intensive growth of Wroclaw and the Lower Silesia region by concerted effort of the knowledge triangle stakeholders. The cooperation with the neighbouring regions will contribute to establishing a significant knowledge-based economy region in this part of Central Europe and, consequently, should also lead to strengthening the economic position of Poland. EIT Plus Programme refers to the goals of the visionary EC initiative to establish the European Institute of Innovation and Technology. Initial financing for the EIT Plus Programme of ca 200 Mio. € comes from the EU structural funds for 2008-2014. Several core projects for implementation of the EIT Plus programme have been prepared by a new entity, Wroclaw Research Centre EIT Plus Ltd being a company established in 2008 by the City of Wroclaw, the Lower Silesia Region and Wroclaw universities.

Directions of changes in the world economy occurring in recent years show the transition from industrial era economy to knowledge-based economy. Increasing investments in fixed assets is no longer a sufficient way of ensuring permanent economic growth. Research-development activity, innovation and human capital become decisive factors of development. As an essential determinant of the innovativeness level of individual economies are considered expenditures on research and development designed to conduct basic, applied research and development activities as well as effects of these research appearing in the form of innovations. The objective of the article is to analyze correlative connections between the two main variables describing knowledge-based economy, that is between the share of R&D expenditures in GDP and R&D expenditures per capita, and the remaining characteristics of knowledge - based economy. Another aim of the article is to assess the impact of these two variables on the basic macroeconomic indicators in the European Union countries, and, connected with them, to analyze the impact of knowledge-based economy on economic development of these countries.

AbstractThe aim of this paper is twofold. First, the smart growth concept is examined with a focus on challenges associated with applying this concept in the less developed regions. Second, the impact of EU structural funds on smart growth in Poland is analyzed at the regional level with a view to contributing to the debate on public intervention in this area. The research questions are as follows: “Is the concept of smart growth, as postulated by the European Union, well suited to the less developed regions?” and “Whether and to what extent do EU funds contribute to achieving smart growth in Poland?”Smart growth has accelerated after 2007, which could suggest a significant impact of EU structural funds, whose allocation to measures supporting innovative activity rose markedly after 2007. However, among the various factors influencing regional development processes, the impact of structural funds was not as strong as might be expected, which was confirmed by further analysis.

This chapter discusses the Jordanian Ministry of Education’s reliance on both the local private sector (public-private partnership) and foreign aids in order to accelerate its integration of ICT to meet the needs and demands of the knowledge-based economy. The discussion sheds light on strings attached to the role played by the Ministry of Education, as the central educational authority, in the diffusion of ICT across the education system. Understandably, in the Jordanian context, likewise other countries in the Middle East and North Africa region, the education system has to deal with a great deal of complexities in which, internal and external issues can impede reform efforts. Partnership with local and international partners might be needed in the Jordanian context in order to initiate reform especially the large-scale and costly ones. ICT-related reform initiatives are expensive and require expertise in various areas which might justify seeking external assistance by the educational system. However, external involvement can impact the integrity of the educational reform when it is left with inadequate coordination and efforts in order to keep them in line with national interests and agendas. Furthermore, the impact of these issues can be severer when they are not taken into account during the planning stage of the reform. Thus, this chapter discusses major issues arose when international partners and the local private sector were involved in ICT-based education initiatives in Jordan.

PurposeThe purpose of this paper is to examine the current state of the knowledge-based economy in two distinctive case studies in the Arab World: Qatar and Lebanon. Based on five aspects of the knowledge-based economy namely: ICT, human capital and education; innovation, entrepreneurship, and economic and institutional regime, we provide a careful view of the obstacles and challenges that Qatar and Lebanon are facing and how this is hindering their transformation to a knowledge-based economy.Design/methodology/approachThe methodology of this research is based on a literature review and information collected through semi-structured interviews with the different stakeholders of the knowledge-based economy in Qatar and Lebanon.FindingsThe research reveals that numerous factors shape the knowledge-based economy in Qatar and Lebanon. In Qatar, the main strength of the knowledge-based economy is the determination of the Qatari government to diversify the economy and the main weaknesses are the shortage of qualified human resources, the fear of failure and the low performance of the innovation system. In Lebanon, the knowledge-based economy is driven by the education system and the entrepreneurship culture, nevertheless the political instability of the country and the weak ICT infrastructure impede its development.Originality/valueThese findings contribute to the clarification and critical analysis of the current state of the knowledge-based economy in Qatar and Lebanon, which would have several policy implications.

The essentiality of the universities’ roles in enhancing economies and transforming societies is a global mantra. However, when it comes to wealthy and oil-dependent states such as Texas in the United States and Qatar in the Middle East, the impact of universities on sustainable economic development is questionable. This article discusses the transformational efforts within engineering colleges at two public universities in Texas and in Qatar to support their states’ visions in moving toward innovative and knowledge-based economies. The study examined the innovation capacity building of both institutions through measuring the transformational leadership styles in engineering colleges and its impact on the faculty’s innovative production of technical articles, patents, and sustainable development-related courses. The cultural impact of the two contexts on the leader–follower relationship was addressed in the discussion using Hofstede’s cultural dimension framework. The results showed that leaders in both colleges possess a transformational leadership style, albeit lower than the norm. This study disclosed that, in the high-power distance contexts, the idealized image of the leader contributed positively toward higher satisfaction of the followers with their leaders and current governance systems, while acknowledgment and rewards were the sources of satisfaction in low-power distance societies. Followers in a low uncertainty avoidance, individualistic, and short-term-oriented context achieved higher technical production. Both public universities expressed the need for government involvement in supporting the culture of innovation.

The development and promotion of the strategic goal of the European Union (EU) to become a competitive and dynamic knowledge-based economy and society (Lisbon European Council, 2000) can only be achieved with relevant technological infrastructures together with people equipped with necessary skills and competencies (European Commission, 2002). This must be supported by a well-structured initial education, constantly updated by a continuous lifelong learning programme, so that people can face the challenges of a series of new jobs, maybe separated by spells of short-term contracts or even unemployment. This continuous education programme should be available to all citizens regardless of their age and social or economic status. In a knowledge-based society, education and training are among the highest priorities because they are central to the creation and transmission of knowledge and are a determining factor for societal innovation. It is also recognized that human resources are the main assets for every organization and country (Lisbon European Council).

It is the intention of the European Union to create a growing and sustainable European economy by 2020, a much more moderate target than the 2010 target of becoming the most competitive and dynamic knowledge-based economy in the world. This intention has to be supported by an adequate Optimization and Decision Support System. Therefore, MULTIMOORA is proposed. MULTIMOORA is a quantitative method, which compares multiple and optimum objectives, expressed in different units, as much as possible on a non-subjective basis. In opposition to similar methods MULTIMOORA does not need normalization, being based on dimensionless measures. Importance of an objective can eventually be given by the stakeholders concerned. MULTIMOORA is composed of three approaches: Ratio System, Reference Point and Multiplicative Form Methods, all of the same importance and each controlling each other. Twenty two objectives, 10 originating from statistics and 12 from statistics and forecasts, important for the future, characterize the 27 EU-Countries economies as a preparation for 2020. Which of these countries are the best prepared for 2020? A Dominance Theory, summarizing the three obtained ordinal numbers per country, ranks the 27 countries for that purpose.
