AbstractThe paper discusses options for assessing risks with a view to identifying the nature and scope of the impacts of non-conformities and defining improvement opportunities. Such options are described in terms of hazards and opportunities. The opportunities reflect the measures required to increase the chances of establishing more effective safety management systems. The hazards reflect the circumstances that may prevent organizations achieving the desired benefits and that must therefore be eliminated in the course of system deployment and operation. Once identified, the above will help build the capacity to improve the existing management system in any organization that seeks to systemically modify its occupational safety system. The paper invokes the requirements set forth in ISO 45001, which it cross-references with binding legislation (including Directive 89/391/EEC). The approach helps define the benefits to be derived from assessing risks with a view to identify improvement opportunities and hazards by methods best suited to an organization’s environment.

Hazard is always available on every work process in the workplace and each hazard has a different level of potential  hazard, and therefore needs to be done identification hazard. Contractor Safety Management System (CSMS) Program in PT. X applied to prevent and suppress the occurrence of a hazard to the civilian contractors. This study was conducted  to identify the hazard to workers civilian contractors using CSMS PT. X Pasuruan. This research was an observational descriptive and presented in the narrative. Identification of hazard in stage are pre-work activities and execution of work  at civilian contractor PT. X Pasuruan. The data collection method was by observation, indepth interview, and interviews. The results showed on the stage of pre-employment activities PT.1 as a civilian contractor company in cooperation with PT. X Pasuruan, meets only 14 subjects (93.3%). At the stage of implementation of the work there are two items that realization is not achieved, and at the final evaluation stage there are three items that are below 80% votes and does not meet the requirements. Risk of harm to the contractor civilians in the workplace can be prevented to a minimum, it was because a good management system in the company. Companies obedient in carrying CSMS program regulating health and safety management systems of work, by making the program a monitoring schedule for the work progresses and increasing Awareness to contractors, by providing training in occupational health and safety aspects.Keywords: identification, potential hazard

This paper presents the comparative analysis of research viewpoints of controlling in the safety management system, which was conducted in Serbia and Croatia. The research was conducted by survey using a written questionnaire containing 9 basic groups of questions. The objective of the analysis and comparison of research results is to determine similarities and differences in controlling in safety management system in these countries. Conclusions are derived on the basis of a comparison of views on stages of control, level control applied, applied techniques of control, application control efficiency requirements, customer control in a particular area of safety management systems, the effect of controlling on implementation of safety and responsible persons for controlling the safety management system. Although mandatory in most high-risk industries, the safety management system (SMS) is often criticized as burdensome and complex. Through its requirement to formalize all main activities, the SMS is perceived as bureaucratic and a vehicle for pure compliance and Safety I (one). Furthermore, the SMS is often detached from an organization’s core activities, goes against local practice and does not deliver the safe performance that was hoped for. By comparing the model behind SMS with specific requirements for process capability, this paper identifies a safety fractal that reflects the basic requirements that are needed to control safety related activities at all levels within an organization. It is further argued that the constituent elements of this safety fractal are particularly suitable to organize resilient performance, provided that resilience is explicitly identified as the safety strategy to follow and, as such, consequently implemented. This approach is then positioned against common safety management concepts as management system maturity, leadership and safety culture, leading to a systematic and a more comprehensive view on how to measure safety performance and resilience.

HACCP means a prevention-based food safety system that identifies and monitors specific food safety hazards which can adversely affect the safety of food products. Food business companies in northern Serbia have worked on the implementation of HACCP systems for 10 years. This paper analyzes degree of implementation of HACCP, degree to which workers in production understand the importance of HACCP and how the food business companies are applying HACCP procedures in practice. The study was conducted through a survey that included 642 employees in 191 food business companies in northern Serbia. Efficiency of food safety management system application, such as, knowledge about food safety management systems, benefits of implementing food safety management system, barriers for implementation of food safety management systems, priorities of companies for implementation of food safety management systems etc). Results presented in this paper are the results of surveys conducted in food businesses in northern Serbia.

AbstractIn accordance with the new requirements of rail law, from June 2020, a railway undertaking or rail infrastructure manager applying for a single safety certificate/ authorization should demonstrate compliance with the relevant requirements of the Safety Management System (SMS) set out in the Commission delegated regulation (UE) 2018/762. To this end, he should provide proof to the national safety authority or, where applicable, to the European Union Agency for Railway Safety, of the establishment of a safety management system in accordance with Art. 9 of Directive (EU) 2016/798. According to Regulation, the organization should describe the scope of the safety management system, indicating which parts of the business are covered by it, considering legal requirements. The publication attempts to identify necessary changes and additions to hitherto functioning SMS.
