Abstract Unfavorable environmental issues raise attention globally toward the concept of sustainability. Agriculture is not only a sector influenced greatly by environmental conditions, but at the same time, as the most important utilizer of land, a major shaper of the environmental conditions. When forming agricultural policies special attention should be paid to issues such as climate change, scarcity of fresh water, food shortage and biodiversity loss — just to name some of them. The new European general strategy for the upcoming 7 years period has brought new measures for the agricultural policy as well, environment and sustainability being among the top issues.

AbstractThe periodic reforms of the Common Agricultural Policy (CAP) are announced each time by a strategic document in the form of a Communication by the European Commission (EC). The content of the last Communication differs from previous ones, which raises the questions of what frames the EC has employed with respect to its CAP reforms and how these frames have been modified over the past 26 years (from 1991 to 2017) in order to legitimise the preservation of the CAP. This paper tries to fill the gap in the research of frames in the main strategic documents on the CAP by employing comparative historical framing analysis. The results show consistent use of five frames: the policy mechanism frame, farmers’ economic frame, foreign trade frame, budgetary frame, and the societal concerns frame. While they have all remained in use, most have been changed significantly over the years. Throughout the analysed period, the farmers’ economic frame has retained its primacy and continuity, demonstrating the power of the farmers’ lobbies and conservative member states. If in the initial Communications the environment was barely present within the societal concerns frame, it has gained importance in the recent Communications, in addition to other general societal issues, such as climate change, food security and quality, health, digitalisation, innovation, and even migration. By marginalising the policy mechanism frame and replacing it with the implementation model and increasingly emphasising the societal concerns frame with social justifications of the CAP, the EC is trying to legitimise the CAP after 2021.

Agriculture represents without any debate a fundamental economic sector, with significant implication in achieving not only the food safety standards for a growing population, but also in promoting rural communities' cultural values and providing good living standards and revenues for farmers and rural population. In this context the evolution of agricultural production structures represent a major concern for all decision-makers involved in this sector. Achieving competitive results in valuing the agricultural potential impose a great convergence between inland agricultural policies and the Common Agricultural Policy in order to integrate the best measures in designing an economically efficient agricultural structure. The chapter aims to analyze the evolution of some of the agricultural production structures under the Common Agricultural Policy reform and the pressure to adapt and achieve the most functional decision in a better valorization of the inland agricultural potential.

Abstract. This paper discusses the significance of voluntary arrangements for the water and agricultural policies in the European Union. The current implementation of the European Water Framework Directive (WFD) and the reform of the Common Agricultural Policy (CAP) require new approaches in water management. As many case studies have shown, co-operative agreements (CAs) between water companies, farmers and authorities can help to reduce environmental pressures on water bodies. The main reasons for that are: i) water companies are ready to advise and financially support farmers in changing production methods; ii) changes of farming practices are tailored to the site-specific requirements; iii) farmers and water companies are interested in minimising the costs and environmental pressures as they benefit, for example, from modernization of farming methods, and reductions in cost of water treatment, and iv) voluntarily agreed commitments to change farming practices are often stricter than statutory rules. Moreover, precautionary rather than remedial measures are preferred. Tackling diffuse pollution is one of the main concerns of the WFD. CAs can enhance the cost-effectiveness of actions within the programmes of measures so that good water status is achieved by 2015. In CAs all relevant stakeholders, located in catchment areas of agricultural usage, can be involved. Thus, they can help to foster integrated water resources management. In particular, disproportionate costs of changing farming practices can be identified. With regard to the recent CAP reform, financial support for farmers will be linked to compliance with environmental standards and further commitments. This concerns both direct payments and agri-environmental programmes. The experience gained in CAs can provide information on best agricultural practices. Informed farmers are more ready to meet environmental requirements. Because CAs implement the most cost-effective changes in farming practice, it can be assumed that farmers will not face considerable costs due to the new EU water and agricultural policies. Some examples of CAs are described and the significance of CAs in the implementation of the WFD and CAP reform will be highlighted. The article closes with an outlook on the needs of future research activities.

Summary The objective of the paper is to present the results of negotiations on the EU budget for 2014-2020, with particular emphasis on the Common Agricultural Policy. Authors indicate the steps for establishing the budget, from the proposal of the European Commission presented in 2011, ending with the draft of UE budget agreed at the meeting of the European Council on February 2013 and the meeting of the AGRIFISH on March 2013 and then approved by the political agreement of the European Commission, European Parliament and European Council on June 2013. In this context, there will be an assessment of the new budget from the point of view of Polish economy and agriculture.
