Abstract Higher education in the Republic of Moldova faces many challenges: the reduction of the student body, low levels of financing, as well as the requirement of alignment to the European standards of higher education. This article sets out the objectives of developing analytical work in investigating criminal offenses, with particular reference to preventing and combating corruption offenses in the Republic of Moldova. Also, were analyzed the changes in legislation, which had a positive impact on the analytical activity carried out by the National Anticorruption Center, and it proposes new measures for the development of this activity in terms of science, education and institutions. The results of the research outline the need to develop guidelines for the training of future intelligence analysts, the approval of a model of criminal analysis at the national level and the introduction of a new discipline of study in police faculties - criminal analysis.

The issue of reporting on the financial activity of political parties is crucial for any democratic society. At the same time, the presentation of financial reports by political parties is a mandatory element in ensuring greater transparency of their activity as a whole. Transparency of party financing activities is necessary to protect voters' rights to obtain the necessary information on financial support to political parties as well as the costs associated with running the electoral campaign, etc., which ensures a more trained and informed voter for the exercise of his / her rights in a democratic system. One way to increase the transparency of political parties' funding is the system of online reporting of political party incomes and expenditures. For the Republic of Moldova this is an a priori, given that our society has set its course towards European standards and values, and the political arena is characterized by the diversity of political actors segmented according to the ideals claimed in their platform and status.

Abstract This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.

Partnerships, public relations and institutional development at Universitas Terbuka UT (Indonesia Open University) are discussed in this paper. The discussion is aimed at elucidating the way of Universitas Terbuka pursuing its vision, i.e. to be one of center of excellence in distance higher education institutions in Asia by 2010 and the world by 2020. Short history, development and the future of higher education system in general are also described; specifically the development, role and contribution of distance higher education, run by Universitas Terbuka, in Indonesia. Partnerships are designed to be the way Universitas Terbuka improves its delivery and instructional processes. Public relations are aimed at constructing institutional image not only in the national level but also in regional and even in the global context. Institutional development is intended to be the systematic and comprehensive ways to adopt the turbulence as a result of rapid change internally and externally. Besides, historical development of Universitas Terbuka, which now has more than 482.000 active students registered at the four faculties, is also explicated in relations to the need of discussions of the importance of partnerships, public relations and institutional development. The discussion on partnerships will be more elaborated on how to empower the 37 regional centers, almost 3000 exam sites in 527 cities and more than 8000 study groups all over the country to initiate and maintain partnerships with local state and some selected private universities in the use of common resources. The argument on public relations will be developed on how the central and regional offices build the institutional image in association with maintaining current student body and pursuing larger prospective students. The discussion on institutional development will be expanded specifically on how to develop strategic and operational planning documents with respect to maintaining and assuring academic and administrative quality at Universitas Terbuka. The paper finally explains where partnerships, public relations and institutional development aspects are positioned in the strategic and operational planning of Universitas Terbuka within its three main focuses, i.e. the improvement of academic quality, the expansion of students participation and service points, and the enhancement of internal management comprehensively.

The Republic of Moldova yearns for the embrace of the European Union. But before this can happen, Moldova must first transform its legal institutions to approximate European standards. This article focuses on one of Moldova’s most powerful legal institutions, the Office of the Prosecutor General. It asks whether this office can be transformed from a militarized relic of the Soviet past to a modern prosecution service. Many daunting challenges will have to be overcome, including the spectre of political interference; an overly broad mandate; deep seated public mistrust; the corruption entrenched in Moldova’s legal institutions; and the absence of cross-sector justice reform initiatives.

Introduction. Rabies is one of the most dangerous zoonoses in the world with a lethality rate around 100% of infected animals. The main factor in rabies’ control is the prophylactic immunization of domestic and wild carnivores. Material and methods. As a research material for this manuscript, a number of rabies cases in wildlife over the last 5 years was studied, as well as some data from the national program regarding the vaccination of wildlife animals in the Republic of Moldova. Results. The anual incidence of rabies in wildlife was determined to range between 12 to 25% of the total number of rabies cases at national level. Due to vaccination by combining some methods (aerial and manual), the incidence of positive cases of rabies in wildlife has decreased by 48% in the last 5 years. Conclusions. The use of the mixed vaccination method of wildlife animals (manual and the distribution of baits by plane) contributed significantly to reducing the incidence of rabies in wildlife.

Descriptions of distance students in the literature are robust. Yet when speaking about students outside of a national context, nuance is lost by the failure to identify the complexity in borderless higher education. The global student body is often too broadly categorized as “international” when in reality, this can be further refined to produce two additional classifications that more appropriately identify and describe a hitherto invisible phenomenon: the expatriate and transnational distance student. Utilizing respondent-driven sampling, student demographic and academic program data were collected using these two operational definitions. The resulting data suggests a potential profile for the expatriate/transnational distance student phenomenon as manifested in South Korea, along with broader demographic and program characteristics. As a nascent phenomenon and introductory inquiry, the research is limited in scope with the intention of a) establishing a taxonomy for the distance education community, b) a practical method for investigation, and c) avenues for further research such as student characteristics, motivation, attrition/retention, etc. Such insight would assist policy/guidelines for universities, their programs, and instructors.
