The issue of reporting on the financial activity of political parties is crucial for any democratic society. At the same time, the presentation of financial reports by political parties is a mandatory element in ensuring greater transparency of their activity as a whole. Transparency of party financing activities is necessary to protect voters' rights to obtain the necessary information on financial support to political parties as well as the costs associated with running the electoral campaign, etc., which ensures a more trained and informed voter for the exercise of his / her rights in a democratic system. One way to increase the transparency of political parties' funding is the system of online reporting of political party incomes and expenditures. For the Republic of Moldova this is an a priori, given that our society has set its course towards European standards and values, and the political arena is characterized by the diversity of political actors segmented according to the ideals claimed in their platform and status.

The process of implementing information technologies in all areas of economic, political, social life, etc. in the Republic of Moldova has also determined the evolution of cybercrime. New “virtual” dimensions of national infrastructure are being formed, which are becoming more and more important for local and international politics. As a result, in recent years it has been found that computer systems, networks and data are being used more and more frequently for criminal purposes, and the materials that could be evidence of these crimes are also stored and transmitted through these networks by perpetrators. Cybercrime, espionage, propaganda, diversion and excessive exploitation of personal data through electronic communications networks are used as basic tools at all stages of designing a hybrid security threat. Cyberspace-specific threats are characterized by asymmetry and accentuated dynamics and global character, which makes them difficult to identify and counteracted by measures proportional to the impact of the materialization of risks. Moldova is currently facing threats from cyberspace at the address of critical infrastructures, given the increasing interdependence between cyber infrastructures and infrastructures such as those in the financial banking, transport, energy and national defense sectors. The globality of cyberspace is likely to amplify the risks to them by affecting both the sector to the same extent private as well as public. Threats to cyberspace can be classified in several ways, but the most commonly used are those based on motivational factors and the impact on society. In the prevailing conditions cybersecurity is becoming one of the most important areas for ensuring internal security and the effective operation of state institutions in all spheres of social and economic life.

The Republic of Moldova yearns for the embrace of the European Union. But before this can happen, Moldova must first transform its legal institutions to approximate European standards. This article focuses on one of Moldova’s most powerful legal institutions, the Office of the Prosecutor General. It asks whether this office can be transformed from a militarized relic of the Soviet past to a modern prosecution service. Many daunting challenges will have to be overcome, including the spectre of political interference; an overly broad mandate; deep seated public mistrust; the corruption entrenched in Moldova’s legal institutions; and the absence of cross-sector justice reform initiatives.


The results of the parliamentary elections of 2019 in the Republic of Moldova and the features of the structure of the state power vertical are analyzed. Using mathematical methods, the results of the parliamentary elections were also analyzed, the main determinants of the prevailing political processes, the key regions of the main political forces were determined, the general political landscape of the republic was clarified and investigated, its main laws were determined. The problematic issues of the political life and structure of the Republic of Moldova were examined. The features of the electoral legislation of the country are established. The properties of the main political parties of the republic are analyzed. Some features of the course of the national election process are highlighted. The features of the main political parties, their electoral field, ideological orientation, the history of formation and inter-party relations are considered. The factors of influence on the will of Moldovan voters are investigated. In addition, an effective number of parties has been established in the Moldovan parliament. The configurations of potential coalitions in the Parliament of the Republic of Moldova are analyzed. The ethnic component in the political life of the country is clarified. The role of the regional factor in the electoral process is emphasized. The spatial and electoral similarity of parties in the 2019 parliamentary elections was determined. The features of the functioning of the political system of the country are highlighted. Particular attention is paid to the stability and capacity of possible coalitions and the success of potential coalition negotiations in general. The degree of regional homogeneity of the parties is clarified. The role of religion in the electoral process during the parliamentary elections of 2019 is determined. The results of mathematical calculations are analyzed and the results of the analysis are summed up.

The separatist conflict in the eastern districts of the Republic of Moldova – the premises and sources that fueled it, the events it has provoked over the years, the 1992 war, and other various related topics generate diverse and contradictory narratives among interested political actors. The rhetoric of Chisinau, Tiraspol, and the Kremlin denotes opposed visions and positions. While in Chisinau officials talk about the independence and territorial integrity of the Republic of Moldova, internationally recognized in 1991, in Moscow and on the left bank of the Nistru they make arguments to justify the actions undertaken by Tiraspol separatists over the past three decades to create and consolidate the so-called Transnistrian „statehood” – existing de facto, but not recognized by anyone internationally

The discourse of the political parties of the Republic of Moldova passed through multiple transformations over the years. Issues on migration and diaspora were promoted especially during election periods. The political authorities focused, in the dialogue with diaspora, on issues related to political participation, ensuring the right to vote, organizing a larger number of polling stations abroad. The discourse of the parties, more rhetorical, was reoriented from the issue of migration to the representatives of the diaspora and the formed communities. During election periods this interest increases in intensity, becomes more active and more constant. According to the election results, the attitude of the parties towards the diaspora also changes. Several parties have developed strategies to involve diaspora representatives in political activity and have tried to build a more or less constant dialogue.

The digital divide of developing countries vis-à-vis developed countries is also reflected in the level of e-Government development. Developing countries face the  challenges of e-Government with reduced capacities and resources but also strong  incentives for growth prospects. Developing e-Government as a complex  phenomenon involves multidisciplinary efforts: the development of electronic  communications infrastructures and data infrastructures, the transformation of  internal business processes of government, increased democracy, education, as  well as a sustained economic level, and so on. The research analyses the level of e- Government development in the Republic of Moldova in a regional context of a  group of developing countries. It is an attempt to find particularities and  similarities in the evolution of e-Government in this space and to identify the  development potential and opportunities and to overcome the gap in this area. The study also addresses the prospect of alignment with European standards on e- Government development, especially with regard to the single digital market, the  European Interoperability Framework and others, as levers and drivers for  increasing the socio-economic level of Moldova, and building an open, participative  and performing government.

The study of international migration effects has become essential at this stage. Thus, the Republic of Moldova was touched by the massive migration phenomenon, being hit by a huge wave of emigration, the main cause being the economic situation in the country. In this article, the author correlates three complex phenomena: migration, demographic indicators and socio-economic stability in the Republic of Moldova. The study will analyze the demographic consequences from the historiographical and theoretical-methodological perspective, all the more so since the category of emigrants for economic reasons in recent years is composed of young people (around the age of 35). Consequently, the Republic of Moldova faces an accelerated process of its own population aging. The most serious problem, however, is the temporary abandonment of minors by migrant parents, and national authorities must develop policies to monitor them, which are often inefficient or do not meet European standards. The multidimensional approach is taken to the concept of migration in terms of its impact on the demographic indicators and the prospects for settlement. The tendency to remain definitive in the destination country is well known and leads to considerable losses among the population. This loss results in a decrease in the economic growth rate, but at the same time social one, because the human factor is the most important source of economic growth. It is estimated that by 2040 more than one billion inhabitants of the planet will leave their place of origin to seek their place elsewhere. Such an evolution is objective and corresponds to advanced economic and social characteristics, especially in European areas. Developed economy, guaranteed jobs, respected human rights, full affirmation, especially among women, as well as a cultured society have contributed to the increase of Moldovan citizens' emigration. The article aims at a preliminary analysis of the relations between the components of international migration and the dynamics of the Republic of Moldova's population. In conclusion, the author points out the dependence on the economic, social, cultural and political advantages of Moldovan citizens, as well as the achievements and reforms of the national authorities in the process of European integration. In the absence of the political actors' awareness of the demographic crisis in the Republic of Moldova, the negative demographic forecasts for the coming years will be difficult to alleviate. To this end, to take the necessary actions and measures or to promote policies to stop this phenomenon, the negative effects identified in the emigration can be corrected and resolved. The economic potential of municipal enterprises is one of the particular important concerns of business managers, as well as of local public administration. The economic and financial activity of municipal enterprises depends, to a large extent, on external factors, specific to the environment in which the enterprise operates. Regardless of the factors we refer to, it is certain that the economic potential reflects a low level of efficiency of the municipal enterprises activity in the Republic of Moldova. It can be considered that the economic potential is a criterion for positioning the company on the local market, which the authors want to demonstrate in this research paper. The economic-financial indicators used to measure the economic potential of municipal enterprises are grouped according to three criteria: equity held by enterprises, economic and financial profitability, financial autonomy. The weaknesses and strengths of each indicator are presented and the importance of each indicator in reflecting the economic potential of municipal enterprises is emphasized.

The health system of the Republic of Moldova is organized according to the principles of universal access to basic medical services, equity and solidarity in financing medical services both by the state and by citizens through AOAM mechanisms. Compulsory health care means that every person can benefit from quality medical services in order to prevent disease, treatment itself, but also rehabilitation and palliative care. The year 2019 continued to be a challenge for the compulsory health insurance system, both in order to increase access to health services and to improve their quality, having as benchmarks demographic trends, expectations of society and the rapid development of information technologies.
