Abstract During the last 10 years biofuel production and utilization in the European Union have become more extensive owing to support provided by the relevant EU Directives. Achievement of the main targets defined by Directives was not simple, being confronted with various barriers. Latvia is one of the EU member-countries that have set an ambitious goal as to the production of biofuel and its use in transport. The authors summarize the major achievements of the country in this area and analyze the main barriers to implementation of biofuels in the transport sector, providing an outlook on the current status of the bioenergy and the transport situation in Latvia.

Fiscal policy constitutes – within the state's economic policy – a system by means of which the taxes and duties owed to the country's consolidated budget are established and collected. Taking into account the role fiscal policy has been playing since Romania's admission in the European Union, one of the goals ceaselessly looked for is its adapting to the international community's acquis through the implementation of the European directives in our context. The EU directives make reference to direct taxes: dividend tax, interest income tax, assets transfer, shares exchange, income taxation for the non-residents, and so on, along with the indirect taxes: value-added tax, excise duties, etc. The paper approaches the main provisions within the contents of the European directives as well as the means of their implementation in the Romanian fiscal legislation regarding various types of taxes. The implementation of the European directives has been simultaneous with the establishing of measures concerning fiscal fraud prevention, frauds liable to have a negative impact on the state's consolidated budget.

In Italy, workers’ mobility is a very complicated puzzle that is composed of different pieces. This paper deals with such different pieces under the perspective of workers' mobility within the European Union and highlights that the term mobility is not a synonym of posting (of workers), since the latter term indicates only one of the types (although the most relevant) of workers’ mobility. The author starts with workers’ mobility within the national border and beyond the European Union. Then, he concentrates his attention on the Italian way of transposing the EU Directives on the transnational posting of workers, which is very problematic, especially with reference to the role of collective bargaining agreements. Special attention is dedicated to the issue of public policy where an important role is played by Italian case law, which is very interesting and not uniform. The paper ends with some predictions about the forthcoming Italian legislation concerning both national and transnational mobility, which will be possibly influenced by the domestic political agenda.

The issue of the necessity of approximation, adaptation or harmonization of the Ukrainian legislation with the EU legislation has been tackled by a number of scholars in Ukraine. A number of normative documents also paid considerable attention to this issue in general. However, there is still an issue of defining the most suitable term which would better purpose bringing legislation into conformity with the requirements of the EU. According to some scholars the notion “harmonization” could better reflect this process. This view is also shared by the author of this article. The article also discusses the importance and the need to pass new draft laws in the field of trade defence in Ukraine, in particular, regarding anti-dumping, countervailing measures and safeguards. Since some of the new articles correspond to similar provisions in the EU directives, this is viewed as an important step to harmonize the Ukrainian legislation with the legislation of the European Union in this sphere.

The European Commission has recognised that “[l]aws do not serve their full purpose unless they are properly applied and enforced”. In addition “[t]he European Institutions and the Member States should continue to develop their work to ensure that Community law is correctly applied and implemented”. There are diverse tools for guaranteeing compliance such as compliance indicators, compliance and enforcement strategies and environmental inspections, the purpose of which is to supervise compliance. This article focuses on the latter. Firstly, the way in which this instrument was incorporated under Community environmental policy is examined. Secondly, the current status of environmental inspections at EU level is briefly analysed. Thereafter, it will concentrate on the proposals for the review of this tool, ending with some recommendations on how environmental inspections should be regulated in the European Union with a focus on the demands of European Environmental Bureau (EEB) on this matter.

Purpose of the work is to analyze the perspective directions for the development of transport biofuels sector in Ukraine. Current state and prospects for the production and utilization of transport biofuels in the EU are presented. It is shown that the consumption of transport biofuels in the European Union increased quite dynamically during 2004-2012, experienced a stagnation period for the next four years and started to rise again from 2017. Directive (EU) 2018/2001 (RED II) sets the mandatory target of achieving 14% of renewable energy in the EU transport sector by 2030, with a mandatory share of second generation biofuels. Analysis of the situation in Ukraine shows that the production of bioethanol and biodiesel, unfortunately, has not reached wide development. Over the past twenty years, several relevant programs were developed and approved in the country, but their implementation was not successful in terms of achieving the goals. Today, there are about 20 bioethanol producers in Ukraine with a total capacity of more than 300 kt/yr, but only 8 enterprises with a total capacity of 128 kt/yr are operating. It is known that 14 biodiesel plants with a total capacity of 300 kt/yr have been built in Ukraine, but at present they are actually idle. In addition, there are about 50 smaller enterprises capable of producing up to 25 kt of biodiesel per year, but no reliable information on the actual activity of these enterprises is available. It is obvious that the sector of transport biofuels is currently in a state of stagnation in Ukraine. To improve the situation, it is necessary to implement the consistent state policy and appropriate incentive instruments.

In May 2018, the European Union (EU) banned all outdoor uses of three neonicotinoid insecticides due to concerns about adverse effects on pollinators following their use. Neonicotinoids continue to be used in other areas of the world such as North America. However, increasing scrutiny following the European Union decision threatens their availability as a control tool for farmers in these regions too. This article aims to provide an update on the current status of neonicotinoids, including a brief overview of the reasons behind the European regulatory decision, alternative control strategies that are available to farmers, how the situation in Europe might influence what will happen in other regions of the world, and what this means for future regulatory decision-making. The author concludes that the recent neonicotinoid ban in the EU represents an overly conservative approach to pesticide regulation, and in using the Draft Bee Guidance Document, one where the majority of pesticides currently on the market will fail. There is no definitive scientific evidence that neonicotinoids are the primary cause of declines in bees, and although banning these insecticides is the factor that humans have the greatest control over, it represents an overly simplistic solution to a very complex problem, and one that alone may not improve bee health. Whilst extreme pressure from environmental NGOs and politicians have undoubtedly helped shape these decisions, it is imperative that the regulatory process allows scientific innovation to help achieve food security and protect the environment. Ruling against recent lawsuits brought by Syngenta and Bayer CropScience to contest the bans on their respective neonicotinoids, the General Court of the European Union, said that the EU's"precautionary principle" meant that the EU could take measures if there was scientific uncertainty about risks to human health or the environment. The precautionary principle lies at the heart of EU regulation and effectively puts the burden of proof to demonstrate that a pesticide poses no unacceptable risk onto the manufacturers. Given that neonicotinoids are insecticides, and insecticides kill insects, it is not difficult to connect how the use of the precautionary principle led to the neonicotinoid ban. However, this principle is at odds with the desire to innovate – the so-called "Innovation principle" – "whenever policy or regulatory decisions are under consideration the impact on innovation as a driver for jobs and growth should be assessed and addressed". The innovation principle and precautionary principle should be complementary, recognising the need to protect society and the environment while also protecting the EU's ability to innovate. Neonicotinoids represent one such innovation where their highly targeted nature, especially as seed treatments, makes them effective within Integrated Pest Management (IPM) strategies, in comparison to alternatives such as pyrethroids, organophosphates and carbamates, that are known to be highly toxic to bees (and other non-target invertebrates) through spray drift. Replacing neonicotinoids with these products will also result in higher overall environmental risks, including risks to taxonomic groups that are not adversely affected by neonicotinoids such as birds, mammals and fish, together with higher risks to humans, particularly applicators. The HFFA report recommends that potential environmental concerns must be balanced against the need to boost agricultural productivity, and if such an assessment results in societal benefits outweighing the costs, then the technology should be applied. The hope is that regulators in other regions of the world will judiciously balance innovation and precaution, and base decisions on science rather than opinion or fear, and thus allow the continued use of neonicotinoids as vital tools in the global fight against crop pests.

The chapter critically analyzes the defies consumer faces in e-commerce transaction like jurisdictional issues, privacy, and other issues. It also focuses on the EU directives and position of India with reference to e-commerce. Further, it highlights the nature of problems and challenges consumers face while making digital purchases, the need for more transparency and disclosure on the part of traders, and how the EU directives and Indian Consumer Protection Bill 2018 can play an important role in protecting the consumers. Moreover, the chapter highlights the regulatory mechanism of both EU and India and makes a comparative analysis of two. The chapter also deals with new changes made in India like e-commerce draft policy 2018. Last but not the least, to give an outline of consumer inclinations, opinions are expressed in order to present an overall picture of existing situations from the consumer perspective.

The article refers to the phenomenon of autonomous vehicles in the transport policy of the European Union. Their use in practice results in the need to implement new solutions in the fields of technology, law, economics and politics. The European Union is taking various steps to prepare the Member States for an autonomous revolution. The aim of the article is to conceptualise the basic problems that can be investigated in the subject matter of autonomous vehicles as well as to analyse the position and strategy of the European Union towards autonomous transport. The article uses the decision method. Among the research findings, it should be pointed out that the EU as an international organisation is open and prepared to address the challenges posed by the implementation of autonomous transport. It takes effective action to coordinate the application of new solutions at the national level (in the Member States) as well as at the transnational level. In this way, the transport sector has the chance to dynamically develop and maintain its prominent position as a key sector of the EU economy. The implementation of innovative transport solutions is a conditio sine qua non for the future of this sector.

The article analyses the effects of the development of biofuel production in the EU (European Union) countries. For this purpose, the authors develop and adapt methodology to determine biofuel production effects considering resource prices, the areas of distribution and employment in the EU. Twenty-seven EU member states are selected for empirical research. Over 98% of production is devoted to first-generation biofuels; therefore, second- and third-generation biofuels are not analysed. The empirical study is carried out by analysing the dynamics of quantitative indicators, and we assess changes in direction by setting the values of qualitative indicators. Quantitative and qualitative indicators are calculated using correlation analysis. The results suggest that the fastest growth of ethanol production in the EU took place in Finland, Ireland and the Netherlands. During the analysed period, Germany and France were the largest producers of ethanol and biodiesel. The regression analysis showed a very strong correlation between the number of jobs created and biofuel production. There is also a very strong correlation between the volume of production of biofuels and land used for biofuel feedstock production. The production of biofuel does not significantly affect food and feed crop prices.

THE PRINCIPLES OF LEGISLATION TECHNIQUE IN POLAND AND EUROPEAN UNIONThis paper is acomplex summary of problematic principles of legislation technique. European law-making has abig meaning in Polish law. These dual systems affect each other. The principles of legislative techniques in Poland are regulated by the Regulation of the Prime Minister, but not always. Sometimes they were set in abook form. The rules of legislative technique are of great importance for understanding of legislation and the entire legal system. Thanks to them the legislators know what editorial units used in individual acts. Understanding them often allows for better application of the law. European Union Law has its own standards and its own legislative rules. Correlation of Polish law with the European reveals itself even when it is necessary to transpose the EU directives. The method and quality of establishing law in the European Union somehow directly affect the rights in Poland. Therefore,  distinguish between the two legal systems and learn how to use them. This paper describes the importance of the principles of correct legislation for both the national agenda, as well as for the European law. It identifies the main concepts. It allows the reader to explore correlations principles of legislative techniques in the EU and Poland.
