ABSTRAK.Saat ini, perkembangan bangunan-bangunan baru di Jakarta berkembang sangat cepat. Kondisi ini membawa dampak negatif bagi beberapa titik di kawasan ibukota Jakarta, terutama di kawasan Kota Lama Jakarta yang dikenal sebagai kawasan bersejarah di Kota Jakarta. Beberapa bangunan tua di dalam kawasan ini dikenal telah terbengkalai puluhan tahun, dan ini menjadi beban bagi kota Jakarta sebagai kota metropolitan. Bangunan-bangunan tua tersebut telah diabaikan dan terbengkalai hingga puluhan tahun karena tidak difungsikan sebagaimana mestinya, hal ini dikarenakan bangunan-bangunan tua tersebut sudah tidak layak pakai karena utilitas dan infrastruktur yang tidak memadai. Mengacu pada kondisi di atas, sudah selayaknya dipikirkan tentang bagaimana memelihara bangunan-bangunan tua bersejarah tersebut, apakah harus dimusnahkan atau dijaga kelestariannya. Keduanya tentunya harus dipertimbangkan secara baik-baik dan menguntungkan serta bermanfaat bagi semua pihak, khususnya bagi pemilik bangunan, dengan menjaga bangunan tua bersejarah tersebut tanpa harus mencari sumber pendanaan dari sumber lain. Tulisan ini akan mengeksplor dan memberikan solusi terbaik bagi permasalahan ini dan mencari alternatif solusi bagaimana metode yang tepat untuk memelihara bangunan tua bersejarah di Jakarta. Dengan metode yang tepat diharapkan keberadaan bangunan-bangunan tua bersejarah di Jakarta dapat menjadi identitas bagi kota Jakarta dan menjadi peran yang penting dalam perkembangan kota yang seharusnya terbentuk dari peradaban sejarah. Tulisan ini merupakan bagian dari penelitian program hibah Kementrian Riset dan Teknologi Dirjen Pendidikan Tinggi yang telah dimulai sejak tahun 2012 dengan tiga fokus penelitian dan pengamatan yang berbeda tentang konservasi dan revitalisasi. Penelitian ini merupakan skema akhir dari roadmap penelitian kami dan akan memberikan sebuah jawaban solusi mengenai berbagai permasalahan yang muncul dari tiga penelitian sebelumnya. Kata Kunci: metode, terbengkalai, fungsional, bangunan tua bersejarah, kawasan kota lama Jakarta ABSTRACT. Recently, the development of new buildings in Jakarta is increasing rapidly. This condition has a negative impact for some spots within Jakarta, particularly within Jakarta Old Town which is well known as a historical area in Jakarta. Some old buildings within this area have been neglected for years and this become a burden for Jakarta as a metropolitan city. Those historical old buildings have been abandoned because they could not been functioned anymore, they have lack of utilities and infrastructures.Referring to the above condition, there should be a method to maintain those historical old buildings, either to keep it or to demolish it all. The maintenance should benefit all parties, particularly the owner of the buildings could maintain the buildings without searching other funding's source. This paper will explore and present what is the best solution for this matter, and what is the appropriate method to maintain all those historical old buildings, thus could be existed within Jakarta Old Town area. Historical area could become an identity of the city and would become important role in urban development, which formed from a historical civilization. This paper is a part of research study undertaken from Competition Research Grant Programme - The Minister of Higher Education that has been started from 2012 with 3 different focus and point of view about conservation and revitalization. This research is a final scheme from the roadmap, and will present an answer about many problems occurred in those 3 previous researches.Keywords: method, abandoned, functional, historical old buildings, Jakarta Old Town area

The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.

New vertical housing developments in Guadalajara (Mexico) are reaching the city center as a response for redensification after many years of expansion of the urban area characterized by a suburban, low density and fragmented pattern. This horizontal growth, dominated by use of the automobile as prevailing mode of transport, has proven to be unsustainable not only from an environmental point of view, but also from a social perspective where the “human scale” of the city has been affected, same as the daily life of its inhabitants. On the other hand, vertical housing proposals are by their very nature associated with concepts of redensification, compact city and collective living; the aim of this article is to analyze some new housing developments in Guadalajara downtown in order to evaluate to what extent the new buildings embody a more sustainable, livable and collective dwelling, to discuss findings, successes and failures and thus be able to contribute some conclusions and open a broader reflection about contemporary housing, urban density and downtown redevelopment in Latin America cities through collective and sustainable dwelling.

Abstract For many years, buffers are playing an important role for protecting as well as exploiting urban streams environment. In 40s & early 50s Tehran with 5 urban streams which flow from northern mountains to southern deserts of the city had been created unique aesthetic nature. At that time no specific environmental regulatory implemented by the government but since lack of any disturbing population and any urban development, the urban nature was self protecting. But in recent decades a huge development occurs leading to impaired streams which no conventional buffers such as static quantitative buffer zone and qualitative buffer zone. This paper is deeply investigating ecological restoration and promoting a new conceptual model as ecological buffer zone for Urban Streams. This buffer is agile, dynamic, and variable in both stream directions (longitudinal and latitudinal) consist of many layers such as biological (both fauna and flora), geotechnical, artificial infrastructure buffer, legal, historical, social, economical and etc Layers. If this model properly implemented longtermly will protect current urban nature and even enhance the environment eventually, partially, and gradually reverse to their historical natures. Ecological should be tailored for each individual river and stream based on few rules, tools and techniques. The paper is based on three years extensive research study for all 5 major urban streams in Tehran and implementing on Farahzad upstream specifically. It elaborates how to define different above-mentioned layers and finally how to integrate all together. EB has been currently implemented in Tehran urban streams by the municipality.

Abstract. STREAM_2D software package was applied to retrospective and predictive simulations of the Lena River near city Yakutsk hydraulic and channel changes during ice-free period. The modelling results indicate significant correspondence of simulated water discharges distribution and water levels with observed ones for the period 2001–2016. Model has captured main erosion and depositional zones observed in the 2009–2016 years. Combination of typical monthly average hydrographs of 1 %, 10 % and 50 % return intervals was used as an initial parameter for 10-year channel changes forecast. According to the simulation results, degradation of the Adamovskaya branch will be continued, which is the most negative impact for the Yakutsk city infrastructure maintenance. At the end of the forecast period the equal distribution between Adamovskaya and Buorylarskaya channels is possible, which is a positive trend from the point of view of the city water supply system.

Urban development and land release policies in the city fringes are criticised because they often fail to achieve their objectives such as providing affordable housing for low to moderate-income groups as well as provision of infrastructure and transportation. From a Marxian point of view, urban development plans fail because of the inherent contradictions of capital, and consequently, maximisation of surplus-value becomes the main objectives of land supply policies. In this paper, I draw on the Lacanian concept of drive and use the homology between Marxian surplus-value and Lacanian surplus-enjoyment to explain how the market rationality of neoliberalism (late-capitalism) deflects the desired objectives of urban development plans (UDPs); that is, the desire to provide affordable housing and urban services and infrastructure instead facilitates speculative activities on land in the suburban areas of a metropolis, such as Perth, Western Australia. In particular, the paper focuses on the neoliberal intuitional and financial dimensions of UDPs. In conclusion, I suggest how planners may deal with the pressure of the lack in the hegemonic discourse of neoliberalism in order to avoid the stuckness of the logic of drive materialised in the operation of planning institutions.

AbstractThis article explores the understudied issue of urban problems in pre-modern China and examines the responses to the negative impact of urban development on life in the populous city of Kaifeng in the Northern Song (960–1127). Although writers, painters, and historians have portrayed the capital city's splendor for centuries, various urban problems emerged as medieval China became a more urbanized society. This article investigates Ouyang Xiu's (1007–1072) accounts of how extreme weather conditions adversely affected the lives of Kaifeng residents. These experiences, which he discussed in letters and poems, are associated with longer trends that result in climatic anomalies and disasters in the city. Ouyang Xiu also complained about living costs and medical services in Kaifeng. These reflect the difficulties in maintaining good urban provisions and services in a city of this scale.

In the article the problem of preservation of monuments of architecture in the modern city is considered. Today, this is one of the main tasks of urban development, which is associated with a change in the filling of the architectural environment of the historical centers of the modern city. The experience in this area is generalized in order to reveal new principles that allow testing on the real material the interaction of structures of different epochs for understanding their reconstruction, preservation and protection. In the field of protection of architectural monuments, there is no necessary legal support, as well as guarantees of investments for maintaining and preserving the historical environment. The research was carried out, first of all, on examples of historical architectural objects of the city of Poltava, where, along with architectural monuments, construction of new buildings takes place, which in most cases do not correspond to the stylistic features of historical buildings and distort the urban historical environment, not taking into account the traditions and practice of building previous centuries.

Design/methodology/approach: The historical and urban development of Tyumen is analyzed for the period of the 19th and early 20th centuries. The city division into historical areas and administrative districts and the current state of historical areas are considered. The territories of districts and characteristic architectural features are revealed. Purpose: The purpose of this work is to show the development of architecture of the city late in the 19th and early 20th centuries with regard to economic, political and historical factors. Research findings: The analysis of historical areas of Tyumen is given from the point of view of its urban development and architecture. The research utilizes modern and historical maps of the city of Tyumen and scientific publications. The research method consists of the analysis of information about the urban development using the literature and the correlation of this information with historical materials. The analysis is given to architectural dominants and their impact on the architectural and planning of historical areas. Research findings: The definition of historical areas locations and the analysis of the architecture development in Tyumen of the late 19th and early 20th centuries. The diagrams are suggested for the location of architectural areas (churches, factories) and important town-planning elements (squares, squares, cemeteries, etc.) in the city infrastructure. Originality/value: The analysis is given to the intensive population growth in Tyumen, which affects the road system. For the last decade, a new system of streets has been developed both inside and outside the city. This fact affects both the urban planning and the architectural appearance of the city because some of architectural areas have been lost.

Abstract The paper focuses on the links between sustainability and urbanism with a focus on the environment. In order to achieve the sustainability of cities, it is necessary to monitor the balance between economic, social and environmental interests, and urbanization is closely linked to this. Urbanism with a focus on the environment or ecological urbanism is a type that focuses on projects in ecological aspects, such as humidification, temperature reduction in the city, energy buildings, planting, urban surfaces, etc. Sustainability of cities is also one of the topics of the United Nations which generally addresses Sustainable Development Goals. In order to achieve the goal of sustainable cities, it is necessary to ensure access to trouble-free and affordable housing and services for all citizens by 2030. This development program is set for the time period 2015-2030. As far as the city is concerned, this in itself fundamentally affects the quality of the surrounding environment, especially interventions in undeveloped areas, land use and city administration. Spatial urban development is also focused in detail on searching and regeneration of unused areas which can have a negative impact in the form of slower growth or decline. The newly emerging BIM method, which demonstrably streamlines the management and development of cities, can also contribute to overall sustainability which further leads to the concept of smart cities. It is a concept of smart cities of urban development that moves to the sectors of management, energy, environment, infrastructure and population in an effort to streamline the management and development of cities using new methods. The result of the work is to show cities as the powerful player in reducing of greenhouse gas emissions which can help to build more liveable environment. Cities are not the biggest problem but the biggest opportunity for change.


The article substantiates possibilities of using digital technologies in a transport sector as the most important component that determines not only the economic, but also the ecological development of the city. In recent years, there have been changes in the formation of the economies of countries in recent years, especially in strengthening the environmental component. Sharing economy is a global trend that prioritizes use rather than ownership. Capitalization of the global market for online sharing services is growing rapidly and car sharing is one of the key sectors of the new economic model. Carsharing helps unload roads due to the rational use of cars, being a full-fledged alternative to buying a car for many citizens. Being an element of sustainable urban development, urban logistics defines and minimizes the negative impact of logistics activities on the environment of the city. In the framework of this article, an analysis of the carsharing system, a chronology of development, advantages and disadvantages, the process of interacting with the carsharing service have been made. It has been concluded that the carsharing system helps to improve the transport and environmental situation in megacities, thereby solving the problems of sustainable urban development, and digital technology is the key to this.
