Subject. The article deals with the analysis of the contemporary status of the economic category Finance in Russia. Objectives. The article seeks to disclose the internal content of the category in relation to the current level of development of the national economy. Methods. For the study, we used the dialectic method of examining objective economic laws, patterns and phenomena in their constant development and interrelationships, and the systems approach, as well. Results. We present our own concept of the economic category, the essential functions of finance, financial system of the State and its structural elements. We formulate the objectives and framework of financial policy and public financial management system at various levels, and propose a methodological approach to the study of financial management as an independent scientific discipline. Conclusions. We conclude about the need for an equable approach to the theoretical aspect of the category Finance both in the economic theory and practice.

Mozambique has achieved incipient but still fragile socio-economic development since 1975. The public financial management system has been reformed and improved, but its performance has weakened since 2013. Applying an institutional economics approach, we have identified the economic growth strategy, the separation of powers principle, and the degree of decentralization as key factors affecting the public financial management system. As the current strategy based on natural resources seems to be failing, we suggest an alternative balanced growth strategy in the context of an effective democratic political system. It would entail the identification of policy priorities required for fostering sustainable and inclusive development.

Local finances play an important role in society, as they are an objective form of economic relations at the level of administrative-territorial units and at the same time the main tool for implementing the policy of socio-economic development of regions. Under the conditions of decentralization, the wording of local finances has been changed, namely, it has been determined that the specific sphere of financial relations is the finances of a united territorial community. Their emergence is associated with the general implementation of reforms of local autonomy and organization of local government, and their further role depends on an in-depth study of theories and methods in this area. With the unification of territories and communities and the emergence of financial relations at the level of UTC has become an objective phenomenon of UTC finance, which requires detailed research through the prism of determining its role and place in the financial system, current challenges, strategic development and modernization.

The public finance management system is an important lever for equalizing financial and budgetary disproportions in the context of institutional changes. The paper aims to substantiate the directions of development of the public financial management system. Economic and statistical methods and correlation-regression analysis methods are used to determine the relationship between the GDP deflator and the share of revenues, expenditures, the general government budget deficit, and public debt in GDP, assessing the features of the public financial management system in Ukraine and EU countries. This study reveals that one of the main restraining factors in the public finance system development is a significant level of uncertainty in economic processes, which intensifies macroeconomic fluctuations, significant indicators of the share of public debt and budget deficit of the state administration sector pose risks to financial and economic stability; their potential negative impact on socio-economic processes is much more destructive than the pro-cyclical nature of fiscal policy. From this point of view, the public finance management system should be directed at optimizing financial and budgetary tools to prevent the growth of public debt and budget deficit in gross domestic product, which determines the importance of substantiating further development directions of the public financial management system. It is concluded that the mechanism of public financial management in recent years is quite rigid and restrictive, in the context of institutional change expands the tools of public financial management and increases its impact on socio-economic processes.

The purpose of the article is to identify areas for improving budgetary planning tools as an integral part of public finance management. The level of quality of budgetary planning is an important factor in balancing budgets at different levels of the budget system at the time of increasing global instability. Effective measures are taken under conditions of permanent improvement of financial management, based on the use of advanced information technologies, innovative methods for assessing the socio-economic situation of public-law entities. Theoretical and methodological bases of functioning of the budgetary planning system, the possible ways of its improvement in the context of institutional transformations are identified. During the period of actualization of strategic goal-setting in the economy, for the development of the financial management system in terms of improving the budget process, a detailed analysis and assessment of the impact of internal and external factors on the financial and economic environment is required. Opportunities to identify certain patterns and objective trends in the dynamics of macroeconomic indicators and parameters of budgets of the budgetary system are created on this basis. The timeliness of the use of such financial tools as budgeting, result orientation and program-targeted planning, the use of which allows to link the expenditures of public-law entities with the current financial policy, as well as to increase the degree of openness and transparency of the budgetary process, has been proved. Conclusions on the advisability of applying best foreign practices in the activities of financial management bodies at the subnational level are drawn. The key areas of further research in the spatial aspect are the development of multivariate forecasts and econometric models that make it possible to assess the possibilities of economic development of the country and the tax potential of administrative-territorial units.

Abstarct. Management of ta'zir funds in sharia banking financial institutions including BRI Syariah still lacks clarity in its allocation. Because ta'zir funds which are non-halal income funds are combined with ZIS social funds allocated for CSR activities held by BRI Syariah. Related to this, the scholars have inherited the concept of thinking regarding the allocation of sources of public financial funds, including ta'zir, which is distinguished by the income of other public financial resources such as zakat, taxes, customs and others. One of the scholars who had the concept of public financial management policy was Abu Ubaid through his omniscience, namely the book of Al Amwal. Thus, the purpose of this study is to know the review of the concept of public financial policy according to Abu Ubaid in Kitab Al Amwal on ta'zir fund management at BRI Syariah KCI Citarum, Bandung. The research method in this paper uses descriptive analysis method by describing ta'zir fund management in the BRI Syariah KCI Citarum according to the concept of ta'zir fund management according to Abu Ubaid in the book of Al Amwal. The results of this study indicate that the management of ta'zir funds at BRI Syarriah KCI Citarum Bandung has not been fully in accordance with the concept of management of tazir funds according to Abu Ubaid in the book Al Amwaal.Keywords: Ta'zir, Management, finance and Islamic Bank. Abstraks. Pengelolaan dana ta’zir di lembaga keuangan perbankan syariah termasuk BRI Syariah masih belum memiliki kejelasan dalam pengalokasiannya. Karena dana ta’zir yang merupakan dana pendapatan non halal tersebut disatukan dengan dana sosial ZIS yang dialokasikan untuk kegiatan CSR yang diselenggarakan BRI Syariah. Terkait hal tersebut, para ulama telah mewariskan konsep pemikirannya mengenai alokasi sumber dana keuangan public termasuk ta’zir yang dibedakan dengan pendapatan sumber dana keuangan public yang lain seperti zakat, pajak, bea cukai dan lain-lain. Salah satu ulama yang memiliki konsep kebijakan pengelolaan keuangan public adalah Abu Ubaid melalui maha-karyannya yaitu kitab Al Amwal. Dengan demikian, maka tujuan penelitian ini adalah untuk mengertahui tinjauan konsep kebijakan keuangan publik menurut Abu Ubaid Dalam Kitab Al Amwal terhadap pengelolaan dana ta’zir di BRI Syariah KCI Citarum Kota Bandung. Metode penelitian dalam penulisan ini menggunakan metode deskriptif analisis dengan mendeskripsikan pengelolaan dana ta’zir di BRI Syariah KCI Citarum ditinjau menurut konsep pengelolaan dana ta’zir menurut Abu Ubaid dalam kitab Al Amwal. Hasil dari penelitian ini menunjukkan bahwa Pengelolaan dana ta’zir di BRI Syarriah KCI Citarum Bandung belum sepenuhnya sesuai dengan konsep pengelolaan dana tazir menurut Abu Ubaid dalam kitab Al Amwaal. Kata Kunci: Ta’zir, Pengelolaan, keuangan dan Bank Syariah.
