Designing a differentiated strategy of innovation development of Russia's regions: Methodological issues

Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

The data presented here were collected as one component of a project aimed at developing a regional innovation strategy for the West Midlands region of England. Like most regional policy measures the regional innovation strategy programme was driven by concern over widening economic performance differences between (European) regions and was intended as a means of closing observed cohesion and technology gaps [Commission of the European Communities, 1998 Reinforcing Cohesion and Competitiveness Through Research, Technological Development and Innovation COM (98) 275]. More importantly, however, the notion that distinct regional innovation strategies may be developed in each assisted region is premised on a belief in underlying idiosyncrasies in regional resource endowments, competencies, institutional infrastructure, industry, and governance. In other words, it is premised on the belief that there exist, or may exist with sufficient encouragement or facilitation, distinct regional innovation systems within Europe (Thomas K, 2000 Regional Studies34 190–198). Accordingly, my purpose in the current paper is to outline the basic precepts underpinning a systemic approach to innovation, generally, and a regional systemic approach, specifically. Thereafter, an attempt is made to map partially the existence, or indeed absence, of a West Midlands regional innovation system, proxied by available firm-level data, and to comment on the appropriateness of regional systems of innovation as units of analyses.

The features of state regulation of innovation in Ukraine at the present stage are investigated. The directions of innovation policy in Ukraine are analyzed, the features of investment and innovation in the Kharkov region are highlighted. The role of entrepreneurship in introducing innovations is clarified. The state of innovation in Ukraine is analyzed by international indices: Global Innovation Index, Bloomberg Innovation Index, Global Competitiveness Index. It is emphasized that in the current environment technological development should provide a set of measures, including targeted support for priority areas of innovation, creating a favorable economic climate, stimulating interest in the implementation of scientific and technological achievements, and the inflow of investment into fixed capital through a powerful legislative base. It is noted that in the modern economy, a noticeable and relatively quick success in the technological as well as socio-economic development of the regions can only be achieved by ensuring high market competitiveness of the manufacturing sector of the regional economy based on its innovative, structural and technological restructuring. Attention is focused on the fact that the process of innovative development in Ukraine is increasingly characterized by the increasing role of the regional component, and regional innovation policy is becoming an important factor in the economic and social development of the country. It is proved that the innovation activity carried out in any society and leading to the creation of an innovative product that represents the latest achievements in the field of technology, technology, organization and management cannot occur in the economy without attracting investments in the production potential of societies. Structural adjustment processes taking place in Ukraine should not bypass the scientific and industrial potential of the regions. That is why the strategy of innovative development of the national economy should include the development of each individual region. Each region should have its own priority development areas in accordance with its own scientific and industrial base, based on the potential of the region’s production capabilities, focusing on available resources and market needs.

The aim of the work was to evaluate the dynamics of regional innovation development and compare the Russian regions according to their innovation efficiency, used resources, and achieved results. To estimate direct and indirect innovation effects, this study used the data on Russian regions according to variables of the innovative product volume, the share of high-tech products in the gross regional product (GRP) structure, the number of used patents, and investment in innovation activity for 2006–2017. To obtain a representative sample, a cluster analysis was applied as a preliminary step, which made it possible to select a group of regions that were most advanced in terms of their innovative development. Output-oriented data envelopment analysis models were applied for Malmquist Productivity Index calculation. The obtained results indicate the average growth of total factor productivity of regional innovation development over time. The main source of innovative development is largely derived from the economy of scale, while the effectiveness of regional innovation systems is basically increasing through broader resource bases, rather than through its effective utilization. The research findings can be applied to diagnose regional innovation effectiveness, justify public investment in research and development (R & D), and identify the priorities of regional innovation policy for specific regions.

Purpose of article. The article presents the results of the design of strategic management and analysis tools of innovative development of regions. Methodology and methods. Among the methods of scientific research systematic approach, synthesis, induction and constructive method were used. Results. The analysis of approaches to the formation of strategic management tools of regions’ innovative development was carried out. Were substantiated the imperatives of implementing managerial influence in the studied area at the national and regional levels, as well as at the level of individual territories and corporate entities. Application. The results of the study can be used to develop guidelines in the field of regional innovation management. Scientific value. The conclusions and proposals presented in the paper are the methodological basis for further constructive work in the field of study.

Russia’s transition to innovative development is required to ensure the sustainable competitive growth. At the same time, the share of the high-tech sector in innovation costs today is about 15 %. The study suggests ways to improve the system of innovation management in Russian regions. Analysis of modern theories on the organisation of regional innovation processes confirmed a hypothesis that innovation management should consider the regional innovation ecosystem as one of the key sustainable growth institutions. A proposed ecosystem approach states that regional innovation ecosystems in the context of globalisation depend on the coordinated goals of socio-economic and innovative development, differentiated approaches to their construction, sustainable flows of knowledge and technology, diversity and competition of participants. The research determined such priority directions of the state policy as the recognition of the lack of alternative to innovative development; creation of conditions for high-tech industries outside the established business structures; increase in budget research and development (R&D) expenditures; strengthening of self-organisation of science; stimulation of horizontal interactions between science and business. The presented differentiated approach to innovative strategies of Russian regions considers their production and technological specialisation, as well as the state of science and higher education. A described methodology for selecting the most promising regions for innovative transformations is based on a comparison of the values of the author’s indices for the development of scientific and educational space and high-tech industries. The calculations show that, in addition to Moscow, Moscow oblast and Saint Petersburg that are already at the centre of the country’s innovation system, regions occupying the first 10–15 positions in the constructed rating (Nizhny Novgorod, Sverdlovsk, Novosibirsk oblasts, Republic of Tatarstan, etc.) can also become local innovation centres. The obtained results can be used in the state innovation management of the constituent entities of the Russian Federation.

In the article the development and substantiation of theoretical and methodological bases of formation of strategy of investment and innovative development of the enterprises in modern conditions of managing is carried out. It is determined that for enterprises operating in modern conditions, it is advisable to form an investment and innovation strategy, which is cross-functional and allows to agree on tasks in the field of innovation and investment in achieving the goals of the overall strategy. The essence of the innovation and investment strategy is based on the limited resources of development processes, given that investments act as an independent source of competitiveness and as a means of innovative development, but must be implemented in a better combination of investment directions. It is noted that the investment and innovation strategy must have a structural integrity in terms of resource use and impact on the enterprise as a whole. This strategy of the enterprise must be consistent with the overall strategy, contribute to the achievement of common goals, strengthen the competitive, financial, technological position of the enterprise, as well as create opportunities for further growth and development. The role of investment and innovation strategy is subordinated to the strategic goals of the enterprise and is transformed depending on the type and objectives of the overall strategy, can range from full focus on creating and implementing innovation to investment in support of current activities and sustainability. It is substantiated that the mechanism of investment and innovation strategy development includes a set of interrelated management tools, the application of which results in an approved investment and innovation strategy, one of the components of which is a list of recommended investment and innovation projects. The mechanism includes the following components: the approach to choosing the type of investment and innovation strategy, the profile of investment and innovation activities used to determine the direction of the pool of projects, which are then assessed for compliance with the criteria of consistency through economic and mathematical model selection of investment and innovation projects.

Przedmiotem artykułu jest synteza diagnozy doświadczeń funkcjonowania regionalnych strategii innowacji (Regional Innovation Strategy - RIS) ze szczególnym uwzględnieniem potrzeby i możliwości wspierania ich rozwoju w procesie absorpcji funduszy strukturalnych w nowym okresie budżetowym Unii Europejskiej (lata 2007-2013). Autor skoncentrował uwagę na analizie najlepszych praktyk przodujących polskich regionów (województw) w tej dziedzinie. Zarysował również koncepcję poszukiwania nowego modelu regionalnych strategii innowacji w Polsce.
