One of the most crucial factors of development of a knowledge-based economy is the innovativeness of enterprises, which leads to the growth the competitiveness of firms and econo-mies. The main goal of the article is to examine the innovativeness of Polish enterprises againstthe backcloth of the European Union and relation of innovativeness and development of knowledge-based economy. According to a study carried out by Eurostat (CIS 4) in the years 2002–-2004, the chief source of innovation in Poland and the entire European Union is enterprises’ inhouse research. A much less significant role is played by higher schools and public R&D units.Polish enterprises are below the EU average, both in terms of the proportion of firms engaged ininnovative activity and the proportion of those which have applied for patents.

Empirical evidence demonstrates the value of intellectual property (IP) in creating economic growth, enhancing productivity and profitability, and increasing enterprise value. Research and Development (R&D) intensive industries, such as the life sciences, where patents are critical to competition, need an enabling environment to institutionalise innovation and IP generation and reward investments in IP. The US has approached IP strategically and created an IP infrastructure. Japan aims to develop into an "IP nation". China has an increasingly well-developed IP system. In contrast, the European Union (EU), which aims to become the world's leading knowledge-based economy, has a fragmented and expensive system of national patents. It lacks an environment which values investment in IP generation and management. Until recently, the EU enjoyed global competitive advantage in the life sciences, but this advantage has been lost. To regain this competitive advantage the EU must invest substantially in R&D, IP generation and commercialisation of these outputs.

In 2000, the European Union set itself a target in the Lisbon Strategy to become the most dynamic, competitive and knowledge-based economy in the world in ten years, whereas during the mid-term review, which was held five years later, it redefined its two main objectives: creation of new and better jobs and achievement of stronger, lasting economic growth. This paper aims to study the current situation in the European Union and Slovenia regarding the implementation of the targets of the renewed Lisbon Strategy. The analysis focuses on establishing at what stage the EU is in the attainment of its goals and how successfully it has implemented the strategy at the regional level of the EU Member States. The basic tools in the analysis included the time-distance monitoring method and a presentation of the time lead or lag in the implementation of the selected Lisbon Strategy targets at the NUTS 2 regional level of the enlarged EU and Slovenia.

What is a place of work? Is it a commitment to work, or continuous pressure under work, or hunting for income? This article is a brief review about the main milestones of the employment history of the European Union and Hungary. In 1989, the Social Charta about the social principles of employee was issued. In 1997 the employment policy became the part of the acquis communautaire. Finally, in 1998, the EuropeanEmployment Strategy was developed, which contains the community employment guidelines. In the year of millennium, the new long term concept of the EU, the Lisbon Strategy was approved. In this document the EU was targeted as the most dynamic and competitive knowledge-based economy in the World till 2010. The Tens joint to the EU in 2004, and a bit later it became clear, that the EU is light-armed against some of the world economy challenges. As a consequence, many objectives of the Strategy could not be reached. Recently member states of the EU have to develop the national action plan for employment year by year. The hungarian plans were developed as well, but the wrong labour market’s parameters haven’t been changed since 2004.

It is the intention of the European Union to create a growing and sustainable European economy by 2020, a much more moderate target than the 2010 target of becoming the most competitive and dynamic knowledge-based economy in the world. This intention has to be supported by an adequate Optimization and Decision Support System. Therefore, MULTIMOORA is proposed. MULTIMOORA is a quantitative method, which compares multiple and optimum objectives, expressed in different units, as much as possible on a non-subjective basis. In opposition to similar methods MULTIMOORA does not need normalization, being based on dimensionless measures. Importance of an objective can eventually be given by the stakeholders concerned. MULTIMOORA is composed of three approaches: Ratio System, Reference Point and Multiplicative Form Methods, all of the same importance and each controlling each other. Twenty two objectives, 10 originating from statistics and 12 from statistics and forecasts, important for the future, characterize the 27 EU-Countries economies as a preparation for 2020. Which of these countries are the best prepared for 2020? A Dominance Theory, summarizing the three obtained ordinal numbers per country, ranks the 27 countries for that purpose.

The European Union (EU) involvement in the Aceh Monitoring Mission (AMM) was one of the successful story in the peaceful conflict settlement. In this mission, the EU has been able to show the world that it is one of significant actor in international politics. Admittedly, the EU represents uncertain image in international politics as if it can not be seen at the same level of sovereign-states. This article examines whether the EU played a significant role as an international actor in the peace process in Aceh through an indepth-look at the work of the AMM. By viewing the EU as an evolving entity which engaged in particular issues and by addressing its international presence in the context of its involvement in the AMM, it can be concluded the EU has played significant role as an international actor. Dalam misi ini, UE mampu menunjukkan kepada dunia bahwa mereka merupakan salah satu aktor signifikan dalam politik internasional. Harus diakui bahwa UE merepresentasikan uncertain image (gambaran yang kurang jelas) dalam politik internasional yang tingkatannya tidak dapat disejajarkan dengan negara-bangsa. Artikel ini menganalisis apakah UE memainkan peran signifikan sebagai aktor internasional dalam proses perdamaian di Aceh melalui pendalaman terhadap kerja AMM. Dengan memandang UE sebagai entitas yang terlibat dalam isu-isu khusus dan dengan menekankan pada kehadiran UE di kancah internasional melalui keterlibatannya dalam AMM, maka dapat disimpulkan bahwa UE memainkan peran siginifikan sebagai aktor internasional.Kata kunci: Uni Eropa, aktor internasional, Aceh Monitoring Mission (AMM), Gerakan Aceh Merdeka (GAM)

I define first of all the competitiveness in my study „Analysing the competitiveness of the European Union”. After that I turn to the analysis of the competitiveness of the EU. The European competitiveness index and its concept were of great assistance during the analyses. The concept of the European competitiveness index has three main components: creative economy, economic performance, access to infrastructure. It is unambiguous that the European Union can only sustain and increase its position reached in the world economy, when its member states commit themselves for the completion of the knowledge based economic policy striving for competitiveness. The Europe 2020 strategy and the budget period 2007–2013 emphasize the outstanding role of competitiveness and urge to take the necessary measures.

A substantial part of the economic growth that has taken place within the past 2 decades is related to information and communication technology (ICT). First, the ICT sector itself has achieved very high growth rates. Second, productivity gains in other sectors have been achieved, to a large extent, through implementation of ICT-related innovations. It is, therefore, no surprise that ICT plays an important role in virtually all industrial policy programs. Policies stimulating e-government are one of the ingredients in such programs. In 2000, the leaders of the European Union (EU) adopted the Lisbon strategy to make the EU the most dynamic and competitive knowledge-based economy in the world (CEC, 2000). ICT was seen as a key component in achieving these goals1, and a special program—eEurope—has been designed to realize the Lisbon goals in the ICT area. This program is, however, also a continuation of a wide range of ICT initiatives taken by the EU Commission since 1984.

This paper sheds light on the Europeanisation of Western Balkan states' multilateral diplomacy in the Organisation for Security and Cooperation in Europe (OSCE). More specifically, it enquires into the politics of declaratory alignment of six Western Balkan states. It analyses the frequency at which those states have aligned themselves with the statements of the European Union (EU) between 2004 and 2011, and researches qualitatively the motives of their alignment. !e paper finds that the declaratory behaviour of most Western Balkan states in the OSCE has become distinctively convergent with EU positions. Although conditionality certainly fosters alignment, the paper shows that socialisation is a more powerful mechanism of diffusion for most Western Balkan states; that emulation should not be neglected amongst small-sized countries; and that coercion and, interestingly, persuasion do not play a significant role.

Abstract The most developed and most competitive countries today (including the leading countries of the European Union) are so-called “knowledge-based economies”, where knowledge, information and highly sophisticated skills play an important role in the development of the business and public sector. Knowledge and technology are becoming ever more complex, participation in knowledge-based economic activities is significantly increased (high-tech production and knowledge-based services), and connecting companies in these areas with private and public institutions facilitates development and the successful application of new innovations, thus raising the level of competitiveness of companies, industries and the country as a whole. In the last few years, rapid growth in the international trade of high-tech products and knowledge-based services has significantly changed a large number of countries’ international competitiveness. These trends show that creating, implementing and commercializing new technology and knowledge facilitates the development of high-tech products and knowledge-based services, which have become an important source of increasing productivity and manufacturing and export competitiveness. Thus high-tech sectors have become an important source of high added value and well-paid jobs, plus sustainable economic growth and global competitiveness. According to the World Economic Forum’s competitiveness rankings, Serbia is 95th out of 144 countries and is in the group of the 33 countries whose competitiveness is efficiency-driven. The achieved level of competitiveness of the domestic economy and the achieved level of economic development (Serbia is 75th in the world for GDP per capita in dollars) points to low productivity in the use of available (human, capital, financial, etc.) resources accompanied by high current spending, which is not a situation that is sustainable in the long-term. The research starts from the assumption that the development of high-tech- and knowledge-based activities plays a significant role in strengthening the competitiveness of the economy. A comparative analysis examines the link between the lagging Serbian economy in terms of competitiveness and the slower development of a knowledge-based economy, compared to the most highly developed European countries and selected countries in the region. A structural analysis and comparison of the most important business indicators (employment, productivity and added value) of high technology and knowledge-based companies shows the development and basic characteristics of the knowledge-based economy in Serbia and the macro-competitive position of Serbia compared to the leading and neighboring European Union countries. The paper also identifies the most important factors of developing a knowledge-based economy in Serbia, which needs to be improved to facilitate significant development of high-tech and knowledge-based activities as the basis for the future competitiveness of the domestic economy. The final objective of the paper is to point out the need for more substantial and faster development of a knowledge-based economy as a prerequisite for achieving long-term international competitiveness and sustainable development of the Serbian economy.
