Status Assessment of E-Ticketing Sutainability for Trans Semarang Bus to Support Smart City using Multidimensional Scaling Approaches: One of the public service facilities using IT in the transportation sector is the eticketing of the Trans Semarang Bus. E-ticketing is a cashless bus ticket payment with the aim to facilitate the service process. The implementation of E- ticketing Trans Semarang Bus engine technology sometimes experiences the obstacles due to crowded service conditions, non-conducive network and signals, so the e-ticketing machine is error and unable to quickly detect data balance. The service clerk has not been able to be technically competent to deal with problems that occur suddenly when the e-ticketing machine is in trouble. The aim of conducting research is to assess the sustainability status of e-ticketing Trans Semarang Bus, which is viewed from the dimensions of input, process, and output, in attempt to determine the factors/attributes that influence the sustainability of the e-ticketing Trans Semarang Bus. The research employed descriptive qualitative-quantitative method with Multidimensional Scaling analysis. This research is expected to be an input in the formulation of the smart city development strategy of Semarang City Government, especially in the transportation sector. The results of the research show the sustainability status of e-ticketing Trans Semarang Bus on the good conditions of input dimension because it is supported by an integrated service, device and technology-oriented roadmap; integrated IT system framework in terms of hardware, software and networks; and IT network infrastructure. The sustainability status of e-ticketing Trans Semarang Bus is in good condition in the dimensions of the process which is supported by collaboration and cooperation among stakeholders; operational financing includes IT professionals, operations, maintenance. Meanwhile, the output dimension has a fairly sustainable status. This might be caused by other factors that need to be comprehensively evaluated.Keywords : Sustainability, Bus Trans Semarang, smart city, multidimensional scaling. Salah satu fasilitas layanan publik yang menggunakan IT di sektor transportasi adalah e-ticketing Bus Trans Semarang. Eticketing merupakan pembayaran tiket bus cashless yang bertujuan untuk mempermudah proses pelayanan. Penerapan teknologi mesin e-ticketing Bus Trans Semarang terkadang mengalami kendala akibat kondisi pelayanan yang ramai serta jaringan dan sinyal yang tidak kondusif, sehingga mesin e-ticketing menjadi error sehingga tidak mampu mendeteksi data saldo dengan cepat. Secara kompetensi teknis, petugas pelayanan belum mampu mengatasi permasalahan yang terjadi secara tiba-tiba ketika mesin e-ticketing mengalami gangguan (trouble). Tujuan penelitian mengenai penilaian status keberlanjutan e-ticketing Bus Trans Semarang yang ditinjau dari dimensi input, proses, dan output adalah untuk mengetahui faktor/atribut yang berpengaruh terhadap keberlanjutan e-ticketing Bus Trans Semarang. Penelitian ini menggunakan metode deskriptif kualitatif-kuantitatif dengan analisis Multidimensional Scaling. Penelitian ini diharapkan dapat menjadi masukan dalam perumusan strategi pengembangan kota pintar Pemerintah Kota Semarang khususnya sektor transportasi. Hasil penelitian menunjukkan bahwa status keberlanjutan e-ticketing Bus Trans Semarang pada dimensi input dalam kondisi baik karena didukung dengan roadmap terintegrasi yang berorientasi pada service, device, dan teknologi; framework sistem IT yang terintegrasi dari sisi hardware, software, dan jaringan; dan infrastruktur jaringan IT. Status keberlanjutan e-ticketing Bus Trans Semarang pada dimensi proses dalam kondisi baik karena didukung kolaborasi dan kerjasama antar stakeholders; pembiayaan operasional yang mencakup profesional IT, operasi, pemeliharaan, pelatihan, dan konsultan; dan interoperabilitas platform IT pada sisi aplikasi dan service. Sedangkan dimensi output memiliki status cukup berkelanjutan. Hal ini kemungkinan dapat disebabkan oleh faktor lain yang perlu untuk dievaluasi secara komprehensif.Kata kunci :Keberlanjutan, Bus Trans Semarang, Kota Pintar, Multidimensional Scaling.

AbstrakKota Semarang dalam mewujudkan kota pintar dari sektor transportasi telah memiliki layanan IT area traffic control system (ATCS). Teknologi ATCS merupakan sistem monitoring pengendalian lalu lintas jalan berbasis teknologi informasi pada suatu kawasan di persimpangan yang bertujuan untuk mengoptimalkan kinerja jaringan jalan. Pada praktiknya, masih terdapat kendala teknis terkait suplai listrik, yakni pada saat suplai listrik PLN mati lebih dari tiga jam, maka layanan ATCS tidak berfungsi karena baterai listrik cadangan hanya mampu bertahan tiga jam. Oleh karena itu, akan dilakukan penilaian terhadap status keberlanjutan teknologi ATCS yang ditinjau dari dimensi input, proses, dan output guna memperoleh faktor/atribut yang berpengaruh pada keberlanjutan teknologi ATCS. Penelitian penilaian ini menggunakan metodologi deskriptif kualitatif-kuantitatif dengan dukungan analisis Multidimensional Scaling. Pengumpulan data dilakukan dengan observasi lapangan, wawancara dengan pengelola teknologi ATCS, dan penyebaran kuesioner kepada tiga pakar yang terkait teknologi ATCS. Hasil temuan penelitian dapat dijadikan input pada pengembangan teknologi ATCS Kota Semarang sehingga terwujud kota pintar, terutama di sektor transportasi. Hasil penelitian menunjukkan bahwa status keberlanjutan teknologi ATCS pada dimensi input menunjukkan nilai baik, dengan atribut sensitif kerangka tata kelola IT. Status keberlanjutan teknologi ATCS pada dimensi proses menunjukkan nilai cukup, dengan atribut sensitif dukungan lingkungan inovatif. Sementara itu, status keberlanjutan teknologi ATCS pada dimensi output menunjukkan nilai cukup, dengan atribut sensitif efektifitas biaya.Kata Kunci: Keberlanjutan, ATCS, Kota Pintar, Multidimensional ScalingAbstractMultidimensional Scaling Approach for Sustainability Assessment of ATCS Technology of Semarang Smart City: Semarang City in realizing a smart city from the transportation sector has had an IT area traffic control system (ATCS) service. ATCS technology is a road traffic control monitoring system based on information technology in an area at an intersection that aims to optimize road network performance. Practically, there is still a technical problem related to the electricity supply. When the PLN electricity supply has been off for more than three hours, the ATCS service is not functioning because the backup electric battery is only capable of three hours. Therefore, an assessment will be carried out to the sustainability status of ATCS technology in terms of the input, process, and output dimensions to obtain factors/attributes that affect the sustainability of ATCS technology. The research used a descriptive qualitative-quantitative method using Multidimensional Scaling analysis. Data collection was conducted by field observation, interviews with ATCS technology managers, and distributing questionnaires to three experts related to ATCS technology. The results of the research findings can be used as input for the development of ATCS technology for developing smart city Semarang, especially in the transportation sector. The results showed that the sustainability status of ATCS technology on the input dimension is good, with sensitive attributes IT governance framework. The sustainability status of the ATCS technology in the process dimension showed sufficient value, with the sensitive attributes of innovative environmental support. While the status of the sustainability of the ATCS technology in the output dimension showed sufficient value with the cost-effectiveness sensitive attribute.Keywords: Sustainability, ATCS, Smart City, Multidimensional Scaling.

The main purpose of this chapter is to present how a smart city is governed, managed, and operated. It describes smart city governance and identifies the special relation the government of the city would have with the citizens as well as communities. In addition, governance considerations related to operations are described, including critical city government challenges. The second important topic in this chapter is the City-Citizens Relations highlighting urban growth, needed investments, and role of smart technologies in the city development. In addition, other issues include strategic goals of smart cities, strategic framework for city governments, and financing smart city projects.

Purpose. The purpose of the article is to analysis of trends and formation of recommendations for the introduction of smart city technologies in the development strategy of the urban community. Methodology of research. The research methodology contains the following general scientific methods, namely: bibliographic – for the analysis and systematization of scientific works on the development of "smart" cities, modelling of their technological and information structures; historical and practical – to study the practical experience of introducing intellectual elements in the urban space; comparative – to determine the priorities of the components of the "smart city" model; abstract and logical – in forming conclusions and formulating recommendations. Findings. It is determined that the European model of smart city development provides for the introduction of such components as smart - economy, mobility, ecological approach to environmental protection; digital technologies; development of information, digital and general culture of residents; smart lifestyle; e-government. The world tendencies and Ukrainian practices of introduction of smart elements for digitalization of management of infrastructure of the city are analysed. It is determined that the technological solutions of a smart city are developed on the basis of Internet of Things technologies, active use of feedback principles, formation of data transmission infrastructure, data collection, processing and analysis systems. It is revealed that the introduction of smart technologies is carried out in fragments both in Ukraine and in the world. It is analysed that the development strategies of Ukrainian cities do not contain separate sections on the introduction of smart technologies. Ukrainian cities lag far behind in the pace of innovation and do not have separate strategies for the development of a smart city. It is proved that all stakeholders should have information on the formation of the city's development strategy and, in particular, its smart technologies, understands their level of responsibility and participation in decision-making mechanisms and implementation of the introduced technologies. Originality. The model of a smart city has been improved, taking into account trends in the development of smart cities and identifying priority areas for the development of smart technologies in the management of infrastructure and urban information environment. The information environment involves the use of a multi-loop information system to support the life of the city in various areas. Such a system contains the necessary functionality, as well as special emotional and motivating contours to increase the activity of citizens, ensure transparency of decision-making by city leaders and more. Practical value. The formed recommendations can be used by project groups of city councils for improvement of strategies of development of cities and development of scenarios of introduction of elements of system of the smart city. Abstract There have been many criticisms against the concept of smart city development, which only emphasizes technology. Implementing a smart city requires the involvement of a complex social sphere. Therefore, it cannot be separated from its smart citizens. Meanwhile, technology is the only tool in a smart city. Smart city development then shifts the planning paradigm to become more participative, creative, innovative, and collaborative. Smart citizens freely open up network space, establish communication, and collaborate with stakeholders to find the best solution for the problems in their settlements, including in the urban kampong. The researchers found the collaborative planning process of urban kampong development in the Surabaya Smart City (SSC) program. This kampong improvement program was initiated by the Surabaya City Government in 2019 and continues in 2020 despite the pandemic. After going through the selection and judging stages, Sambi Arum Kampong received the best kampong title in the program. This study aimed to determine how the collaborative planning process took place in the Sambi Arum Kampong during the pandemic. The researchers collected the data through in-depth interviews and literature reviews, which was then analyzed qualitatively using the deductive content-analysis method. This study explains that we can achieve collaborative smart city planning during a pandemic through flexible local institutional design and communication technology.

Abstract. According to three workshops organized as part of a study on public service delegation of data, use case definitions appeared to be a common issue for cities. To facilitate this step in city projects, one possibility is to define their profiles precisely and to compare these to their development strategies to highlight whether they are aligned, and eventually, to adjust the activities accordingly. In this context, a smart city profile model was developed based on the bibliometric analysis of smart cities in the work of (Mora and Deakin, 2019). Thereafter, a smart city model was developed based on the Smart Grid Architecture Model to aid in implementing the use cases, as presented in the work of (Gottschalk et al., 2017) and the IEC 62559-2 standard. Finally, four smart city profiles were identified and a profile characterization method was proposed using simplicial complexes. The results of the analysis of a smart city profile using this method enabled an in-depth understanding of the profile, which can aid cities in identifying new use cases to implement to be in line with their strategic development.

The existence of technology, especially information technology is growing up rapidly currently. Medan City government at this time have to utilize advances information technology to process, manage, distribute and information distribute and public services. Thus, the development of Smart City is needed, where the concept aims to accommodate and improve the quality of public services. In this study was done planning of smart city development Medan city by utilizing Cloud Computing Service technology. By the main priority of realizing the population with proper health and educated, any aspects of Smart City equipped with security server or centralized security system. Cloud Computing Service Design for Medan Smart City Development is designed for next 3, it is the most considering method to be applied. Thus, three agencies were taken of direct contact by the community and the most experiencing obstacles in the field. The result of this work is a Masterplan Smart City design Medan city for the development of the next five years.

<p class="Abstract"><em>The city of Jakarta is famous because the traffic jams, so the transportation sector needs special attention. Based on data from the Jakarta Transportation Management Agency, of the 47.5 million trips in Jakarta City, only 24% used public transportation. The Jakarta City Government has provided public transportation modes, namely the MRT. This mode of transportation offers a basic concept of TOD, area around the 400 meter buffer from the station can be accessed by walking. This concept has been developed in various cities on the Continent of Europe and America. The space conditions in a TOD based area can be assessed using the TOD Index measurement. Each TOD Index criterion has its own indicators. This study uses 8 criteria and 18 indicators that can measure the value of the TOD Index at each MRT station. Processing data is using spatial processing so that each indicator can be analyzed holistically from a spatial perspective. The TOD area of Bendungan Hilir Station is a station with the highest TOD value, amounting to 0.71. TOD Station in Lebak Bulus Station takes the lowest TOD Index value of 0.31. The TOD Index’s value at each station can be influenced by the weight of each indicator and criteria. Through this research, it is hoped that each policyholder can pay attention to every indicator on the station that is deemed necessary to be improved if needed for a TOD-based area that is in accordance with the concept of a smart city.</em></p><p class="Abstract"><strong><em>Keywords:</em></strong><em> TOD, space, TOD Index, smart city, 6Ds</em></p>

This article examines the involvement of citizens in the process of making technological decisions aimed at developing a smart environment, from smart home to urban infrastructure. The study is based on an approach that takes into account the dual behavior of the consumer of smart services - passive and active behavior. Highlighted the contradictions that create obstacles to the effective functioning of the smart city: the selective multidirectionality of the smart city development strategy and sustainable development goals; developing smart solutions for citizens without taking into account their opinions; polar approach of smart city residents to involvement in the development and implementation of smart solutions. The risks associated with the likelihood of incomplete return from the use of smart solutions are identified: consumer distrust of data security and privacy; insufficient literacy of residents regarding understanding of smart technology management processes; significant financial costs and the orientation of smart solutions to wealthy citizens; lack of sufficient evidence of the effectiveness of using a number of smart solutions; the difficulty of implementing an integrated approach to ensuring the growth of the quality of life of citizens. In accordance with the concept of the study, two directions for mitigating or eliminating risks are proposed - depending on the significant or insignificant involvement of citizens. Specific measures have been developed to help mitigate and eliminate risks. The experience of the creation of the People’s Institute of the Voronezh State Technical University was used.

Each one of them may attempt to implement and application smart city`s idea in urban agglomeration.
