Abstract: Over the last decades citizenship has become one of the most important topics of philosophy of law, sociology, political science and the public interest in general. In times of globalized migrations and world-wide economic crises, most notably in countries like Spain, more and more people demand a closing of the borders to protect western societies. Migration not only seems to represent a threat for the welfare state and social cohesion, but also for the national identity, the culture and way of life of the western societies. In this context the author considers a number of questions. Does there exist a tendency towards a new cultural assimilation in Europe? What kind of power does the nation-state have in the context of cultural homogenization? What´s the role played by citizenship during this process? On the basis of an investigation about the acculturation process of two immigrant groups, realized by a research group of the University of Almeria, the author tries to answer these questions.

This article is based on the Keynote Address to the European Conference on Educational Research (ECER), Dublin, Ireland, 7–10 September 2005. It argues that we are facing the simultaneous renegotiation of the major post-war social contract (concerning the welfare state) in Europe and the renegotiation of a smaller-scale modern social pact: the pact between the university and the nation-state. It suggests that the current, and especially future, transformations of the university are not fully clear outside of the context of transformations to the state (and to the public sector) under global pressures. These pressures, both directly and indirectly, will not leave the university as an institution unaffected. Thus it is more useful today than ever before to discuss the future of the university in the context of the current transformations of the state. The study is divided into four sections: a brief introduction; a section on the university and the welfare state in Europe; a section on the university and the nation-state in Europe; and tentative conclusions.

Star Trek began as a 1960s television series led by a swashbuckling starship Captain, an intellectual off-world first officer, and a multicultural, heart-of-gold crew. In the third of a century since its appearance on our home screens, the series Gene Roddenberry created has become a world-wide phenomenon.Star Trek is also a rich treasure trove of administrative literature: The setting — usually a starship, sometimes a planetary government organization. The characters are clearly delineated, colorful, share common goals, distinguish between their personal and professional roles and concerns, and serve well as archetypes for distinct organizational personalities. And the missions are clear, benevolent, in the public interest, and frequently controversial. As you watch an episode of one of the four Star Trek series, how many of these facets can you observe? That’s public administration, all right, but in a very different wrapper

Abstract This article shows clearly the experiences of the author concerning the social restart of Germany after 1945. The ZEE was and is a place for reflection and reorientation. Personal encounters with personalities of the »first hour« constitute the opening. This is followed by five central situations which were witnessed and devised by the author. They had a direct effect on the ZEE. 1. The participation in the senior staff of Willy Brandt had an effect on the contemplation of an »ethos of inner reforms«. 2. The reform process in South Africa with its »peaceful revolution« brought the author there, having intense working relations to the leaders of the »black majority«. These experiences found their way into the ZEE. 3. As chairman of the chamber for social order of the EKD (Evangelical Church in Germany) the author worked nearly 20 years intensively on memoranda concerning the reorientation of the welfare state in many dimensions. The ZEE was a central place of scientific debate. 4. and 5. As head of the Diakoniewissenschaftliches Institut (I. for Christian social work) of the University of Heidelberg basic questions of deaconry theologically and at the same time world wide aspects were at the centre of interest also at the ZEE

TitleUniversity of Wollongong in Dubai: creating a private university in the public interest.Subject areaHigher education leadership and planning.Study level/applicabilityPostgraduate/higher education.Case overviewProfessor Rob Whelan was appointed President of the University of Wollongong in Dubai (UOWD) from the University of Wollongong in Australia (UOW). Professor Whelan brought to the job in Dubai the perspective that public‐good benefits flow from a comprehensive institution engaged with the larger community and these are led by academic staff members who produce research that serves the national interest. To apply this model to UOWD meant a thorough analysis of the organization in terms of both its culture and its broader environment. This case explores the various processes through which a new leader takes stock of an existing institution, identifies the potential for development in a particular direction, draws upon a range of stakeholders to refine the vision and develop it into a strategic plan, gains support for the plan, and then implements change through close collaboration with the institution's constituents.Expected learning outcomesThis case can be used to explore a number of issues in leadership and management including: identifying the various internal and external stakeholders in a complex organization; analysing strategies for mobilization for change, including the assessment of inclusive versus exclusive approaches; reviewing the opportunity costs of change; and assessing types of leadership.Supplementary materialsTeaching notes.

If genuine political activity can only be undertaken by citizens in the public sphere in a nation-state, what of stateless people today – asylum seekers and refugees cut adrift on the high seas? This is what is at stake in Hannah Arendt’s political theory of necessity. This article reconsiders Arendt’s notion of the Greek oikos (household) as the sphere of necessity with the aim of challenging the idea that there is a condition of necessity or mere subsistence, where life is reduced to satisfying basic biological needs. For Arendt, the Greek oikos is the model that provides the inspiration for her theory because necessity activities were kept quite separate from action in the polis. The ordinary and the undistinguished happen in the oikos and its equivalent, with the polis being reserved for extraordinary acts done for glory without any regard for life. The exclusionary nature of this theory of the polis as action has, at best, been treated with kid gloves by Arendt’s commentators. With reference to Heidegger on the polis and Agamben’s notion of oikonomia, I endeavour to show that the so-called ordinary is embedded in a way of life that is extraordinary and the key to grasping humanness.
