The article discusses the issues of determining the essence of the concept of "territorial foundations of the organization of local self-government", the structure presented in the form of various levels. Particular attention is paid to the latest changes in the constitutional legislation of the CIS member states in the field of the ATU reform, an analysis of the national legislation of these states in the field of building the territorial foundations of local self-government is carried out. It is concluded that there are several trends in the formation of the territorial foundations of the organization of local self-government in the CIS member states.

The current reform of local governments in Russia is a process of optimization, consolidation and changing the territorial government organization, which corresponds to global trends in searching for a relevant and effective local territorial governance scheme. The new wave of interest to this process in the RF has been caused by establishing a new type of municipality, namely, municipal district. The article studies the problem of changes in local territorial governance organization in Russia and in Trans-Baikal region, in particular, as well as the effect of these changes on municipal budgets. The analytical calculations are based on the data from The Federal State Statistic Service of RF; the time lag for analyzing the local territorial governance organization is the period of 2007–2020, and 2016–2020 — for analyzing the budget funding of the transformed municipalities in Trans-Baikal region. The results of the study show that the common trends of consolidation of municipalities in Russia became evident only in 2020. According to the analysis of income and expenditures per capita, the territorial transformation of municipality influences the budget relations on the municipal level. Basing on the results of the study, the author proves the necessity of conducting a complex analysis before taking a decision to change a local territorial governance organization in order to build up the financial base of the municipalities.

This qualitative study was aimed at exploring  the  experience  of  a former  member of a terrorist organization in Indonesia who  have  left  his terrorist group and abandoned the extremist ideology. A life history method which focuses on the process of self-change and life transition of the former member of the terrorist group was employed A participant whose age is 40 years old and was a former active member of Jamaah Islamiyah (JI), a terrorist group, was recruited. He was captured in 2014 and served a sentence in prison for almost 4 years. He has been involved in counter-terrorism campaign organized by a non-government organization (NGO) since his release from prison until recently. Interviews were conducted to collect data which were then analyzed using a narrative analysis. Some written documents in the forms of articles and a published book produced by the participant as well as online news covering the participant’ stories were also examined. The findings inform how he became involved in the terrorist networks. The need for self-significance and adventurous experience seems to be the main drivers. After his capture, and during his imprisonment, he contemplated his participation in the terrorist networks. His meetings with religious experts and academicians facilitated by prison officers, and his awareness of burden he had inflicted on his family because of his terrorism case had opened his mind. He experienced a turning life moment which made him keeping distance from other terrorist inmates with the risk of receiving negative view from them. After his release, he found passion in writing and eventually reached a NGO and joined it as a credible voice in the campaigns of counter violent extremism through writing and public speaking.

There is a growing need for integrated approaches that align community priorities with strategies that build resilience to climate hazards, societal shocks, and economic crises to ensure more equitable and sustainable outcomes. We anticipate that adaptive management and resilience learning are central elements for these approaches. In this paper, we describe an approach to build and test a Resilience Learning System to support research and implementation of a resilience strategy developed for the Greater Miami and the Beaches or the Resilient305 Strategy. Elements foundational to the design of this integrated research strategy and replicable Resilience Learning System are: (1) strong partnerships among community members, government and non-government organization leaders, and researchers from multiple academic institutions; (2) contributions of subject matter expertise and local knowledge to identify information and translational gaps, formulate metrics and evaluate outcomes of Resilient305 Strategy actions from the community perspective; and (3) a comprehensive understanding of civic engagement activities, technological tools, and resilience-building capacities, including policy and financial innovations, from which to advance socio-technological, smart and connected regional-to-hyperlocal community translation through co-design/co-production. Initial results on co-produced metrics are provided. This work produces a new, replicable framework for resilience research that includes a comprehensive set of metrics, translation to communities through structured dialogues, a collaborative process involving all stakeholders and researchers, and evaluation of resilience actions to inform new investments and improve understanding and effectiveness over time.

COVID-19 pandemic determines public health, presenting the biggest threat since the Second World War. All continents, except for Antarctica, are active in battling the pandemic. As other socio-economic and political problems are arising from this crisis, the pandemic cannot only be attributed to health issues. Every nation affected by this pandemic may witness a destructive or ravaging social, economic, political and psychological backlash that may leave long lasting scars. The World Bank has projected a decline in remittances of $110 billion and 800 million people will not be able to meet basic needs this year, with the International Labour Organization (ILO) forecasting that over 195 million people will lose their jobs. In managing this pandemic, there is a need for strategic planning by a government organization through the development of long-lasting policies that will help minimize the impact on individuals and nations. Previous experiences of epidemics such as Ebola, HIV, SARs, TB and Malaria will therefore be valuable in the development of policies that can help to mitigate the socio-economic and political impact. The solution may lie in contacting the most vulnerable through crowd sourcing to provide them with food, in particular life necessities. Expanded social security may also be an important step in that direction for the disadvantaged and the disabled.

<p>The purpose of this study is to explore the leadership styles of middle level managers working in the Ministry of Education Malaysia. The middle level managers in this research are restricted to those from the Administrative and Diplomatic Officers Scheme of service (PTD: Skim Pegawai Tadbir dan Diplomatik) and Education Officers Scheme of service (DG: Skim Pegawai Perkhidmatan Pendidikan Siswazah/Bukan Siswazah). Leadership style, in this study, is defined as the extent to which a leader exhibits transformational, transactional and/or laissez-faire styles of leadership. This study adopts a mixed methods approach in helping to elicit information pertaining to the leadership styles of the PTD and DG middle level managers. A Multifactor Leadership Questionnaire (MLQ) 5x rater form is used in the quantitative strand while the qualitative part of this study utilises a standardised open-ended interview approach. A total of 122 respondents working in ten departments in the Ministry of Education answered the questionnaire while eight middle level managers (four PTD and four DG middle level managers) were interviewed. The results of both of the quantitative and qualitative strands indicate that the PTD and DG middle level managers showed more transformational leadership styles as compared to transactional leadership styles. In addition, the t-test reveals that the two groups of middle level managers do not show any significant differences in terms of their leadership styles. The findings also indicate that there were no significant differences in the perceptions of the overall transformational, transactional and laissez-faire leadership styles of the PTD middle level managers as perceived by their subordinates from different schemes of service. However, the same could not be said of DG middle level managers as their overall transformational as well as laissez-faire leadership styles indicate significant differences as perceived by subordinates from different schemes of service. This study will benefit the Malaysian public sector in understanding the different styles of leadership among middle level managers working in government organization. More specifically, this study is useful for understanding the similarities and differences of leadership styles of the DG and PTD middle level managers working in the Ministry of Education Malaysia.</p>

Abstract This research aims to formulate a strategy for developing the pine resin for forest farmer groups community forest (KTH HKM). The location of this research is in Cenrana Baru Village, Cenrana Distric, Maros Regency. The number of respondents was 30 people, consist of 15 tapping farmers, one person from a non-government organization, 2 persons from community leaders and head of farmer group community. Data analysis is conducted descriptively and by using Analytical hierarchy Process (AHP). The results show that the partnership between wiretapping and wire transfer is a pattern of agribusiness between the wire company and the village head without involving KTH HKM. The partnership pattern that needs to be developed in reprocessing at the HKM area is a sub-contract pattern by KTH against sad-workers and pine gum entrepreneurs. The formulation of the strategy for developing a partnership pattern for pine resin tapping is assistance, human resource development and business management.
