This research is dedicated to examination of the main peculiarities of development of cross-border communication in the Southwest of Russia. Attention is focused on cross-border cooperation between Russia and Ukraine, which in recent times due to a number of political and cultural-civilizational factor has undergone significant transformations. The goal of this study consists in analysis and discussion of the key indicators of cross-border cooperation (migration, economy, communication) in the Southwest of Russia. The main vectors in relationship between the two countries include cross-border migration, cross-border economic cooperation, and cross-cultural communication. On each vector of development of cross-border communication, the author conduct comprehensive assessment of the dynamics of mutual movement of citizens, trade turnover, character of cross-cultural and information-educational communication, as well as analysis of cross-border policy of two countries regarding the determination of institutional barriers impeding its development. In the course of research, the author identifies the negative trends of cross-border communication of two countries, as well as proposes a number of strategies on transformation of the current state of affairs, namely the advancement of “soft power” technologies and mechanisms of “public diplomacy”. It is underlines that cross-border communication in the area of cultural and information cooperation between Russia and Ukraine should lean on the shared historical experience and cultural-civilizational commonness.

The search for ways to develop the transboundary cooperation between the organizations of Belarus and Poland is the great importance for both countries. The study the interest in cooperation, resolution and development barriers of cross-border cooperation was based on questioning of business entities. Analysis of the data from the National Statistical Committee of the Republic of Belarus makes it possible to assess the current state of bilateral cooperation between the organizations of the Republic of Belarus and the Republic of Poland. The information obtained by processing the questionnaires of the respondents of the Republic of Belarus reveals the degree of development of cooperation, trust issues between partner organizations and competitors, scientific research organizations, authorities and Polish organizations.

The article identifies the relevance and problems of cross-border cooperation in the context of the agricultural sector. Ukrainian-Polish cross-border cooperation in the agricultural sphere is studied, the positive aspects of cooperation are noted. Conceptual tasks of cross-border cooperation in the context of agrosphere are formed. The ecological and economic bases of cross-border cooperation in the agrosphere are considered, the forms of cross-border cooperation in relation to these principles are determined. The current state of cross-border cooperation in Ukraine is considered. Prospects for further cross-border cooperation are described.

After more than 30 years of Interreg programmes implementation, citizens and local stakeholders keep facing persistent challenges on the European border land when interacting across the border. Objective of the paper is to provide an overview of opportunities and obstacles of cross-border cooperation and analyze the future perspectives and challenges of cross border regions’ development in the EU. Paper also reacts on the actual Covid-19 pandemic situation where borders in the EU are again under subject of attention. Based on the EU cross-border survey 2020, these challenges are especially of language, legal and administrative nature. To reduce undue complications in carrying out certain activities across internal EU borders, especially in the fields of services, EU regional authorities support the adoption of common mechanism and strategies as Border Focal Point or European Cross-Border Mechanism. In the next months, cross-border regions will face to challenges of economic and social recovery after the limitation of cross-border activities related to coronavirus restrictions.

This article examines the history of cultural interaction between the peoples of Russia and Armenia An attempt was made to comprehend and analyze the emergence of prerequisites for close cooperation at the level of creativity and interpersonal relationships Various cases are considered, demonstrating the diversity, multidirectional and multi-vector cross-cultural communication of peoples, which has naturally formed over the years and remains relevant up to this day A specially selected sample of examples was used, based on different chronological periods and capturing differentiated areas of art In addition, we studied examples of successful personalities and cult persons who changed their ideas about the profession they were engaged in This feature of the sample was necessary to emphasize the nativeness and familiarity of the participation of representatives of one nation in life In particular, the opinion was voiced that such a specifc characteristics should be taken into account in the geopolitical context of building the communication of states Its absence in the feld of view of the subjects responsible for making tactical and strategic decisions at a long distance can have an extremely negative effect, levelling the efforts to disseminate “Soft” power on a geopolitically important neighbor.

Introduction. Euroregions with the participation of constituent entities of the Russian Federation have been actively created since 1998 and still remain a popular form of developing cross-border cooperation with neighboring countries. Cooperation in the format of Euroregions has been aimed at solving the socio-economic problems of the border regions. However, each individual project of a Euroregion has its specific features. The purpose of this paper is to analyze the current state of cooperation in the format of Euroregions of the European and post-Soviet types, as well as the possibilities of extrapolating the experience of Euroregions with Russian participation. Materials and Methods. The available studies on Euroregions, as well as materials from the official website of the Ministry of Foreign Affairs of the Russian Federation and those of the Euroregions, were used as materials for this research. The comparative analysis as well as SWOT analysis made it possible to highlight the strengths and weaknesses of the European-type and post-Soviet-type models of Euroregions and formed the methodological basis of the study. Results. The author has analyzed all the main results of the activities of the Euroregions of the European and post-Soviet types. Conclusions regarding the strengths and weaknesses of each type of the Euroregions have been made. In order to consider the possibility of extrapolating the European experience in establishing Euroregions in the Eurasian space, the cases of two projects of Euroregions, ‘Our Common Home – Altai’ and ‘Transnistria’, have been studied. The conclusions were drawn regarding the interests of both the local authorities and the political elite of the federal center in the development of cross-border cooperation programs, which is an important factor in the successful functioning of the Euroregions with the participation of constituent entities of the Russian Federation. Discussion and Conclusion. Analysis of the current state of the Euroregions with Russian participation made it possible to conclude that the format of the Euroregion itself is an effective form of cross-border cooperation. Based on the analysis of the strengths and weaknesses of the Euroregions, recommendations have been produced on organizing cross-border cooperation in the format of Euroregions in the Eurasian space, the most advantageous area for Russia; this can be of practical importance for strengthening bilateral international relations.
