Abstract Given the importance of the O&G sector (exports, national budget, royalties, etc.) in the economy of countries that possess this natural resources and the increased exposure of the economy of these to the cyclical dynamics of the O&G industry, it becomes necessary unequivocally an analysis and comparison of the most used market concentration measures applicable to the upstream framework that affect the distribution of oil production and reserves to determine proposals for an increase in competitiveness, in this case analyzing the metrics in the range 2004-2016 in Colombia. The process starts from collecting the most reliable information from different associations, regulators and sources, calculating the most used market concentration measures, considering assumptions for the statistical analysis of the data as tests of normality (Shapiro-WilK Test) and then analysis and comparison of the HHI as measure of concentration of the E&P upstream market in Colombia obtained conclusions and recommendations. Ideal values were determined and recommended according to better HHI references that would imply a less concentrated upstream sector and competitive advantage to the country regionally to attract foreign direct investment (FDI). An alienation and division of National oil company- NOC from the Colombian state is proposed, divide upstream into 3 E&P companies plus 1 Midstream Transporting Company + 1 Downstream Refining Company, it is recommended given the opportunity of a possible development of unconventional resources in the country, and the economic uncertainty at the beginning of these developments, that the opportunities for pilots and initial projects be by law and in principle distributed among various private E&P operators or in associations of the state company with experienced operators, this would distribute the exploratory risk of the projects, improve the sector's competitiveness and avoid unnecessary investment exposure to the state in these ventures. The objectives, methods, processes and results obtained can be homologated to other countries with NOC, showing a direct roadmap to follow so that the economic associated with natural hydrocarbon resources allow us to further leverage the development of societies in general, but mainly developing countries rich in these resources in an environment of low prices and increasing competitiveness.

Abstract:The state of the art is summarized showing many efforts but only few results which can serve as demonstration examples for developing countries. Education in health informatics in developing countries is still mainly dealing with the type of health informatics known from the industrialized world. Educational tools or curricula geared to the matter of development are rarely to be found. Some WHO activities suggest that it is time for a collaboration network to derive tools and curricula within the next decade.

This research evaluates the efficiency of the state budget allocation in Vietnam in the period 2007-2016 by using econometric models of OLS, FEM, REM and FGLS. The estimated results from the model, together with the evaluation of the state budget allocation show that the budget allocation has achieved positive results, but the efficiency of budget allocation is still not high. Following this, the article gives some policy implications for Vietnam to effectively allocate the state budget in the near future.

Rotavirus is the leading cause of severe acute childhood gastroenteritis, responsible for more than 128,500 deaths per year, mainly in low-income countries. Although the mortality rate has dropped significantly since the introduction of the first vaccines around 2006, an estimated 83,158 deaths are still preventable. The two main vaccines currently deployed, Rotarix and RotaTeq, both live oral vaccines, have been shown to be less effective in developing countries. In addition, they have been associated with a slight risk of intussusception, and the need for cold chain maintenance limits the accessibility of these vaccines to certain areas, leaving 65% of children worldwide unvaccinated and therefore unprotected. Against this backdrop, here we review the main vaccines under development and the state of the art on potential alternatives.

The surge in foreign direct investment (FDI)—investment with managerial control by the foreign investor, usually a multinational corporation—has been the major driver of globalization in the past two decades and the accelerator of economic development in many developing countries. It has, however, bypassed Turkey. By all relevant relative measures found in the United Nations' annual World Investment Report, Turkey has failed to attract much FDI.

In the process of globalization, the importance of foreign direct investment has changed significantly, because today they represent one of the most important factors of competitiveness, development and application of new technology, education, innovation and economic development. As a significant form of financing national economies, foreign direct investment is a form of investment that is realized outside the home country, where one of the most important goals of both developed and especially developing countries is to attract as much foreign direct investment. A large number of developing countries, including Serbia, have liberalized restrictions on foreign investment and free trade in the last two decades, liberalized national financial markets and begun privatization processes. Due to numerous problems and consequences of economic crises they have faced, many developing countries, as well as Serbia, view foreign direct investment as one of the most important factors for stimulating trade, employment growth, openness of national economies, and establishing overall macroeconomic stability. The aim of this paper is to point out the importance and dynamics of foreign direct investments in Serbia, as well as the key incentives for their attraction. Also, in addition to the theoretical review of foreign direct investments, the effects of foreign direct investments are presented in the paper.

The article highlights three stages of the formation of multinationals from developing countries. Although first Argentine TNCs appeared at the turn of the 19th — 20th centuries, in the majority of the Global South countries TNCs appeared in the 1960s — 1980s. With the collapse of the bipolar world order, which in many developing countries was accompanied by significant internal political and economic transformations, the second stage of foreign expansion of TNCs from the Global South began. Indeed, in 1990 they accounted for 6 % of global outward foreign direct investment stock, while the figure was 10 % by the end of 2005. We date the beginning of the third stage to the financial and economic crisis of 2007—2009, since multinationals from developing countries as a whole are more successfully overcoming the period of turbulence in the global economy. By the end of 2020, they accounted for 22 % of global outward foreign direct investment stock, and during the COVID-19 pandemic crisis they generally exported more than 50% of the capital. The modern foreign expansion of such TNCs has many reasons, differs greatly from country to country, and often differs slightly from the specifics of Western multinationals. At the same time, initially, “late internationalization” in developing countries had two main vectors — the use of new opportunities for South — South cooperation and overcoming, through the creation of subsidiaries in highly developed countries, the shortcomings of the business environment of “catching up” countries.
