The coastal zones of Spain are considered areas of special relevance for the population and its economy. This is due to the fact that the urban population settles and develops economic activities increasingly on the coastal zone. In 2015, almost half the population of the country lived in urban centres of these areas. However, the model of settlement and development of economic activities in coastal areas does not follow patterns towards the sustainability of the coast and the sea. As a consequence, coastal and marine ecosystems are increasingly threatened and degraded, placing services they offer to the population in particular danger. Thus, this research aims to analyse the reality of coastal and marine management in Spain in the last decade (2008-2018 period). In this regard, the manuscript highlights those initiatives that promote the sustainability of the coasts and the sea, as well as those issues that should be addressed to contribute to the human well-being of coastal societies. The methodology used in the research is focused on the analysis of the Integrated Coastal Zone Management Decalogue, in which ten elements related to public management of coastal and marine areas are analysed: Policy, Regulations, Competencies, Institutions, Strategies, Instruments, Training, Economic resources, Information and knowledge, and Participation. Therefore, the results obtained present detailed and updated information on each element of the Decalogue, with the contribution of data on the reality of management in the coastal area of ​​Spain. Finally, the case of the Autonomous Community of Andalusia is studied, with the aim of emphasizing peculiarities of coastal management that some regions of the country have.

In 1999, Venezuela began a Pilot Project for Coastal Marine Areas, establishing a Technical Unit in the now-defunct Ministry of the Environment and Natural Resources. During the last 21 years, the foundations were laid for the Integrated Coastal Zones Management, approving a Coastal Zones Law in 2001 and developing a comprehensive Planning and Management Plan for Coastal Zones, concluded in 2014, which has not yet been approved. Even though, in practice, there is still no adequate institutional structure to attend to the integrated management of maritime and island spaces from a multidisciplinary perspective, these two instruments lay the foundations for the Integrated Coastal Zone Management and the development of Marine Spatial Planning. This paper seeks to analyze the reality of the management of coastal and marine zones in Venezuela during the last two decades (period 1999-2020), highlighting the initiatives developed to organize the necessary institutionality to execute the planning, zoning and integrated management processes that will promote the sustainability of coastal and marine spaces. The methodology used focuses on the analysis of the temporal evolution of the processes and instruments developed for the public management of the coastal and marine areas of the country.

At the World Bank, coastal zone management (CZM) is a part of Integrated Coastal Management (ICM), is an interdisciplinary roomates and Intersectoral approach to problem definition and solutions in the coastal zone, it includes a range of initiatives that promote the environmentally sustainable development of coastal areas, and encompasses a range of activities such as community-based management of coastal resources, large-scale infrastructure development (ports, industrial and residential parks, etc..), pollution and erosion control, aquaculture, tourism and recreation, oil spill contingency planning, and navigational risk assessment.CZM is a process of governance that consists of the legal andinstitutional framework Necessary to Ensure that development and management plans for coastal zones are integrated with environmental and social goals, and are developed with the participation of those affected.The purpose of the ICM is to maximize the benefits providedby the coastal zone and to minimize the conflicts and Harmful effects of activities on social, cultural and environmental resources.

In 2008, the Council of the European Union adopted the “Protocol on Integrated Coastal Zone Management” (ICZM Protocol), then ratified by Decision No. 2010/631/EU. The ICZM Protocol defines integrated coastal zone management as a dynamic and flexible process that accounts for the relations between coastal ecosystems and landscape as well as the activities and the uses that characterize coastal areas. Integrated management of coastal zones is still a critical process in terms of translating theory into practice. In this theoretical framework, strategic environmental assessment (SEA) helps to improve decision-making processes related to coastal spatial planning by integrating development goals and sustainability criteria. This study proposes a methodological approach concerning ICZM-based decision-making processes at the local level. The methodology is implemented in relation to three case studies concerning three towns located in southwest Sardinia. The results show a general consistency between the analyzed plans in terms of objectives and themes. Three specific issues are particularly relevant in terms of integration of economic and social objectives and sustainability goals, that is, relations between beach services and coastal ecosystems, protection of coastal ecosystems, and accessibility to the coastal zones.

Tourism in coastal areas is becoming increasingly important in Integrated Coastal Zone Management (ICZM) as an integrated approach that balances the requirements of different tourist sectors. This paper analyzes ICZM in continental Ecuador and the Galapagos Islands from the perspective of the 3S tourism, and presents its strengths, weaknesses, opportunities and threats (SWOT). The methodology used was based on a literature review of ten aspects of the highest relevance to ICZM, i.e., Policies, Regulations, Responsibilities, Institutions, Strategies and Instruments, Training, Economic Resources, Information, Education for Sustainability, and Citizen Participation. The results highlight four aspects as strengths (Policies, Responsibilities, Institutions and Citizen Participation), while the most notable weaknesses were Regulations and Education for sustainability. Strategies and Instruments, as well as Information, were identified as opportunities to stand out. The main threats were Economic Resources and Training. Ecuador does not have clearly established public policies that would allow for the integrated management of 3S tourism and be considered as productive, valuable alternatives. It is necessary to consolidate and promote 3S tourism as a State policy and as a means to improve the economies in coastal areas. Finally, Ecuador needs to overcome negative changes in the macroeconomic environment and reverse its current deteriorated image.

Прибрежная зона – это ресурс, который подвергается практически ничем не ограниченному и бесконтрольному использованию и эксплуатации, что влечет за собой деградацию берегов и загрязнение природной среды. Ввиду недостаточной разработки понятийного аппарата в современном законодательстве и несовершенству самой законодательной базы, прибрежная зона как отдельный объект выбывает из правового регулирования, что неизбежно влечет за собой ее неэффективное использование. Поэтому одной из важных задач в подготовке магистров является овладение компетенциями в области управления прибрежными зонами. Today much attention is paid to the problems of integrated management of coastal zones, both in Russia and abroad. The coastal zone is a resource that is subjected to almost unlimited and uncontrolled use and exploitation, which entails coastal degradation and environmental pollution. Due to the weak development of the conceptual apparatus in modern legislation and the imperfection of the legislative framework itself, the coastal zone as a separate object is removed from legal regulation, which inevitably entails its ineffective use. Therefore, one of the most important tasks in the preparation of the Master is to master the competencies in the field of coastal management.

This paper presents an assessment of the performance of a shoreline revetment; M. Ali Seawall, placed to protect the land behind against flooding and overtopping at coastal site, within Abu Qir Bay, East of Alexandria along the Nile Delta coast. Coastal zone management of the bay coastline is of utmost significance to the protection of the low agricultural land and the industrial complex located in the rear side of the seawall under the current and progressive effects of climate change. The latest storm in December 2010, which hit the Nile Delta and which was the severest in the last decades showed that generated surges, up to 1.0 m as well as a maximum of 7.5 m wave height in the offshore of Alexandria presented a major natural hazard in coastal zones in terms of wave run up and overtopping. The storm, fortunately, resulted in a partial and modest flooding of the zone behind the seawall particularly in the beach segment, located in the middle of the seawall. This research project aims to the design review of the seawall which was first constructed in 1830 to protect the lowland agricultural area, 2.0 m below mean sea level, and was rehabilitated in 1981 as part of the Master Plan of the Nile Delta Coastal Zone Management. The seawall was further upgraded in 2009; one year before the 2010 storm. The paper will give an overview of the seawall design and its upgrades and the current conducted hydrodynamic analyses to estimate wave height distributions, wave run up and overtopping over the seawall and its beach segment. Use has been made of the in-house modified ImSedTran-2D model as well as universal design standards as EurOtop (2008). Based on the results for worst design scenarios, recommendations are given to increase the height of the seawall cap, to strengthen the beach top and back slope with a facility to drain storm water to increase coastal resilience behind the seawall. Comparison of the predicted overtopping with the observed wave overtopping volumes during the 8hrs-2010 storm, allowed the verification of the used universal design tools. Impact of precise estimate of storm and barometric surge as well as seawall armor roughness and shapes on overtopping rates are highlighted.

The article considers the problems of functioning and development of complex socio-economic systems of coastal areas in unstable weather-climatic conditions. The density distribution and the economic activities should be considered. The classification of risks of socio - economic systems of coastal areas, due to the influence of hydrometeorological conditions are described. The need to incorporate the tasks of risk management function and the development of spatial distributed systems in the concept of integrated coastal zone management is justified. The model of management of hydrometeorological risks in the system "territory - economy - natural environment" in the space-time dimension is developed. Proposed methods of solving the problems of functioning and development of complex socio-economic systems are based on complex research carried out by the authors.

The 1990s witnessed a significant increase in popular interest in the US regarding the geography of the world’s coastal and marine spaces. Factors motivating this renewed interest included growing public environmental awareness, a decade of unusually severe coastal storms, more frequent reporting of marine pollution hazards, greater knowledge about (and technology for) depleting fishstocks, domestic legislation on coastal zone management and offshore fisheries policies, new opportunities for marine mineral extraction, heightened understanding of the role of marine life in maintaining the global ecosystem, new techniques for undertaking marine exploration, the 1994 activation of the United Nations Convention on the Law of the Sea, reauthorization of the US Coastal Zone Management Act in 1996, and designation of 1998 as the International Year of the Ocean. Responding to this situation, the breadth of perspectives from which coastal and marine issues are being encountered by geographers, the range of subjects investigated, and the number of geographers engaging in coastal-marine research have all increased during the 1990s. As West (1989a) reported in the original Geography in America, North American coastal-marine geography during the 1980s was focused toward fields such as coastal geomorphology, ports and shipping, coastal zone management, and tourism and recreation. Research in these areas has continued, but in the 1990s, with increased awareness of the importance of coastal and marine areas to physical and human systems, geographers from a range of subdisciplines beyond those usually associated with coastal-marine geography have begun turning to coastal and marine areas as fruitful sites for conducting their research. Climatologists are investigating the sea in order to understand processes such as El Niño, remote-sensing experts are studying how sonic imagery can be used for understanding species distribution in three-dimensional environments, political ecologists are investigating the ocean as a common property resource in which multiple users’ agendas portend conflict and cooperation, and cultural geographers are examining how the ocean is constructed as a distinct space with its own social meanings and “seascapes.” Despite (or perhaps because of ) this expansion in coastal-marine geography, the subdiscipline remains fragmented into what we here call “Coastal Physical Geography,” “Marine Physical Geography,” and “Coastal-Marine Human Geography.”
