The challenges of local budgets’ balance have been examined. Budget defi it (budget surplus) is one of the main budget characteristics, and indicators of balance are included in the number of the indicators of financial stability of public legal entities. The overview of diff rent approaches to budget balance definition allowed to identify their relationship, including manifested in the system of indicators for assessing the quality of balance. Dynamics of absolute and relative indicators of balance of local budgets has been analyzed, the structure of sources of financing of their deficit has been considered, the conclusion about a significant role of measures of budgetary regulation in maintenance of balance of local budgets has been made. Additions to the existing approaches to assessing the quality of budget balance have been proposed.

Since established in 2007, Indonesian waqf Board (BWI) which is based upon the mandate of Law No. 41 of 2004 on waqf has had a significant role in the dynamics of waqf management in Indonesia. However, a significant role still has not been completed. The problems of waqf in Indonesia still exist, especially with regard to waqf money (cash waqf). The study is to answer question; how is the role of Indonesian Waqf Board and any effort which should be done, so that the potential of existing cash waqf in Indonesia can grow and develop. From this research, it can be concluded that the role of Indonesian Waqf Board in developing prospects in Indonesia is less maximal. Waqf money can not be mapped on the following things; First, professional nazhir coaching, particularly against individuals or legal entities who are given authority and responsibility as nazhir of money waqf. To improve the quality of human nazhir resources, it can be needed policies that are tentative, or even a steady, so that taste and look for nazhir usefulness. Second, involving strategic business partners engaged in financial services (especially sharia-based), such as banks, cooperatives, Baitul Maal wal Tamwil (BMT) and the like, in the process of promotion and dissemination of money waqf that is being developed by BWI.  All that prospects and public confidence in the waqf money at BWI can flourish. Keywords: Cash Waqf, BWI, Nazhir, Law of the RI Number 41 of 2004 on Waqf

The role of prerequisites in the development of the transport infrastructure of the capital of Ukraine is revealed. The author formulated methodological approaches to them. A comprehensive geographical description of the prerequisites for the development of the transport infrastructure of the Kyiv city agglomeration was carried out. It has been established that the main limitations are economic factors, which is caused by the highest cost of land resources in Ukraine precisely within this urban agglomeration. Natural factors continue to play a significant role only when carrying out specific prospecting for laying various types of infrastructure objects within it. There are new factors in the functioning and development of transport infrastructure. These include, first of all, the formation of united territorial communities. Their boundaries should be brought to life and their socio-economic development plans and spatial schemes should be developed. Thus, it is necessary to take into account local needs in the development of transport infrastructure with the general needs of the entire Kyiv city agglomeration. A significant role is played by the ownership of land. The concentration of land ownership in the hands of speculators and large developers leads to a sharp rise in the cost of the robot to acquire the necessary land for the construction of a new infrastructure. As a result, many new large residential areas do not have the necessary access roads and they are not connected to the citywide communications system. This leads to significant new problems for the solution of which it is necessary to coordinate new large-scale housing construction with the laying infrastructure. The main problem remains transport accessibility. Laying of highways to new buildings should be carried out at the expense of local budgets. However, there is often a conflict of interest between developers and local authorities. The latter do not want to invest substantial funds in the construction of roads and other types of infrastructure due to the fact that the cost of new relevant construction is much higher than the cost of housing built at the expense of borrowed funds. Thus, the existing suburban transport infrastructure takes on an ever-increasing stream of new daily commuter migrants. As a result, the quality of services provided drops sharply. This leads to a deterioration in the quality of life throughout the urban agglomeration.

The need to enhance local capability is one of most Kuwaiti government priorities that is embodied in the overall governmental plan. In fact, the Kuwaiti government has exerted efforts to forge the College of Technological Studies, CTS, in order to equipped students with the knowledge, skills and attitudes that are required by essential sector in the country’s economy (e.g., Oil and Electricity and Water). However, the success of the College of Technological Studies in achieving its objectives would rely on the competencies of the CTS management and academic staff in meeting industrial requirements. The shaping and enhancing of student’s ability in managing, maintaining, and adapting the imported technology in industries would rely on the level of academic staff knowledge, skills, experience, and attitude in meeting industrial requirements. The efficiency of the promotion system for academic staff would indeed contribute significantly to shaping the standard of the CTS graduates. The need to absorb and evaluate the current status of the CTS academic staff promotion system must be one of highly management priority in order to achieve the CTS overall objectives. The aim of this paper is to identify and examine the efficiency of the academic staff promotion system. Several issues would be investigated and examined. Among which: the criteria’s applied in selected and approving academic journals, the criteria’s required for promoting academic staff, work ethics and its relation to the academic staff promotion system, and the obstacles that might face the CTS management in applying the academic staff promotion system. The paper would conclude that unless the management of the CTS realised and appreciate the significant role of the academic staff promotion system, industries would continue to rely on expatriate for years ahead.

AbstractInternational trade implies transport of specific quantity of goods to (frequently) large distances, the success of which depends on the safety and speed of delivery. These are greatly conditioned by the quality of means of transport and infrastructure. This is why international trade development is affected by transport, and the development of means of transport and infrastructure is, to a great extent, influenced by demand for international delivery of various commodities. This paper looks at the interdependence of international trade and transport, showing how transport played a very significant role in international trade development in the past as it does today, commensurate to the role of international trade in the development of carriers and transport infrastructure.

Confucian meritocratic rule has been recently advocated on the basis of the economic performance of Western democracies and the political ignorance of their average voters. These arguments are grounded in the analyses of real phenomena, but they are insufficient to establish the greater effectiveness of political meritocracy over democracy. This does not mean that the principle of political meritocracy (a principle of government that aims to strengthen the role of the competent and the morally good ones) is irrelevant to the solution of some of the troubles affecting contemporary democracies. On the contrary, such a principle could play a significant role in designing auxiliary institutional mechanisms to strengthen the quality of political leadership in a democracy.

Meaning of life forms the core of human existence and is the primary motive behind human action. Considering the role of culture and context in conferring meaning of life, the literature in subaltern studies in this area is severely lacking. The present study seeks to understand construction of meaning of life of a person belonging to a subaltern background from a qualitative perspective. The data was collected using unstructured interview from one individual with low job permanency and low financial stability. Using thematic network analysis, four global themes emerged: construction of rigid boundaries/ insurmountable walls in life; enhancing quality of life through positivity, balance, and work; living in the present; and a cauldron of strong repressed emotions. Meaning of life impacts an individual’s psychological well-being, health, quality of life, life satisfaction and meaninglessness may lead to psychological problems and depression. The study doesn’t comprehensively view the relation between meaning of life and class. It is important to carry out studies delineating the role of culture and class in construction and development of meaning of life.


Taking into account the extremely important role of state banks for the development of the country (today, they are, in fact, create the banking market), there is a need to re-orient their activity content from generating systemic risk to generating systemic stability. Among the key components of financial stability highlighted by the central banks of the countries and which, using the tools of macro-prudential regulation, ensure the financial stability of the banking system, a special place is given to the ability of the latter to smoothly perform its functions. The effectiveness of such implementation is determined to be the prior condition for such operational continuity. For this purpose, methodical support is proposed for revising the functionality of Ukrainian state banks in terms of their efficiency, determined by the DEA model (Data Envelopment Analysis) with input parameters of customer funds, operating expenses, reserves for credit risks, and output parameters of interest income. The calculations of the performance indicators of state banks by the DEA model were made using DEAOS (Data Envelopment Analysis Online Software). The values of the efficiency indicator were calculated, the ranking of banks was conducted, and the optimal values of input and output parameters for inefficient banks were given. Recommendations were made to improve the efficiency of their activities: balancing the volume of customer funds with the volume of active operations; reducing operating expenses and reserves for credit risks by increasing the quality of loan portfolios. In conclusion, by using the DEA model it is possible not only to determine the measure of the efficiency of state-owned banks in the financial market, but also to make management decisions regarding the adjustment of the main indicators of their activities. This, ultimately, will contribute to raising the level of financial stability not only of state banks, but also of the entire banking system of Ukraine.

Research Method used is field observation in some SMEs that have implemented E-Commerce as MarketingStrategy. Results of the research indicate that the significant role of E-Commerce to the improvement of marketaccess of SMEs in Malang. The biggest influence is on improvement sales of products and the expansion ofnew market shares. In the future, this research is expected to be an overview of the importance utilization of Ecommerce.The lack of knowledge of E-commerce strategy and access for marketing information for SMEs inIndonesia became one of the problems that must be resolved in facing AEC 2015.

This research to know the role of stigma and self efficacy to quality of life in people with HIV/AIDS (ODHA) who follow the assistance in LSM X. The results show that stigma and self efficacy have a significant role to the quality of life. Testing using stepwise method found that more dominant variable contribute to quality of life is self efficacy.
