This research intends to draw implications for digital governance establishment by analyzing how the president’s leadership has worked in the digital government innovation promoted in South Korea over the past 30 years. This research examines the process of digital government development in South Korea from the 1990s onwards, chronologically and in the order of presidential administrations. The analysis proceeds from the following three perspectives: the political characteristics of digital government, the presidents’ leadership on government innovation through digital government process, and the composition of a strong cross and joint governmental promotion system. The implementation of digital government is not simply about a computerized government. Driving digital government means the overall transformation of government. From this point of view, to successfully implement digital governance, we must approach it from a highly political perspective. The implementation of digital government in South Korea has been continuously pursued as a national agenda. Since South Korea has a well-established high-speed information and communication infrastructure, e-Government and digital government innovation have been promoted as national agendas regardless of regime change. However, in this process, the president’s leadership determined the success or failure of digital government innovation. Therefore, the most important success factor for digital government innovation is securing policy sustainability regardless of administration change.

The problem of HIV/AIDS cases affects the number of human resources in education such as teachers, administrators, principals who are reduced due to illness or death. Increasing cases of HIV/AIDS that spread among adolescents make the government pay more attention to the increase in these cases. Empirical facts found during the study show that one of the stakeholders in the world of education stated that learning about HIV/AIDS prevention has not been considered an urgent matter. The research is qualitative research using a descriptive approach based on the perspective of public policy. In this case, researchers have developed a basic health promotion system about HIV/AIDS and have been introduced to sufferers newly infected with HIV/AIDS. The results of studies in the city of Banjarmasin explored policy issues in education for the prevention of HIV/AIDS. Study findings assist policymakers in making decisions regarding HIV/AIDS prevention policies.

Scientific research eventually considered as one of the most important functions and ‎tasks undertaken by the university, and it is a balancing function to the function of ‎education. Thus, universities have become concerned in the process of discovering, ‎transferring and developing knowledge, and that their role is not limited to ‎preparing specialized educates needed by the labor market. Scientific research also ‎contributed to activating the role of The university in developing and serving ‎communities, which imposed on the university to undertake a new mission that led ‎to the necessity of linking the university with the community, and therefore the ‎functions of the university steadily developed. Development, and therefore the ‎university is entrusted with integrated tasks and functions that it performs through ‎its specialized colleges and scientific centers.‎ University institutions have great significance in carrying out scientific research and ‎development, transferring knowledge and technology to a variety of fields and ‎activities of society, where scientific research contributes to adapting and keeping ‎pace with global changes and challenges in the long and near term. We found that ‎developed countries follow in this field many means, including provision of services ‎Education, training for the community, and encouraging universities to carry out ‎scientific research, and also development through their faculty promotion system. ‎The topic of scientific research and its role in developing the skills of faculty ‎members is among the topics that are of great significance at all local and ‎international levels, where university education faces in This era of scientific and ‎technological changes and developments, compulsory on universities to develop and ‎modernize their educational system by paying attention to scientific research, so that ‎they could have constructive possessions in improving the stage of students, in their ‎scientific construction, and forming their characters.

The subject of this study is the issue of modern human resource management in the civil service in government administration offices. The basis of government administration human resources management are public service motivation (PSM) supported by the Human Resource Management Strategy in the Civil Service until 2020. The aim of the study was to investigate how the Strategy supports the development of government administration staff based on the methodology of human resource management. The methods of motivation of administration staff are training courses, individual professional development programs, and the remuneration and promotion system. These activities support the institutional efficiency of the state by improving the quality of services in government administration offices and the competences of civil service corps members. The strategy also finds its justification in the implementation of the systemic assumptions of the Civil Service, according to which the civil service corps acts to ensure professional, reliable, impartial and politically neutral performance of the state’s tasks (Article 153).

This exploration concludes that the showcasing all out item technique by PT Asuransi Takaful Keluarga Palembang Branch uses two procedures, namely: First, the methodology which is a system for its implementation in the actual organization, as far as working on the nature of HR for advertisers to become proficient advertisers by leading exams, inspiration, and territorial assessments. The problems of developing the export of Moldovan goods and services, as well as improving international competitiveness, are very relevant today. Strengthening the position of the Republic of Moldova in the world economy is a necessary and inevitable task. However, foreign policy and foreign economic factors, such as pressure from multinational corporations, create difficulties for Moldovan companies to defend and promote their interests in foreign markets. The underdevelopment of the domestic export promotion system, the complexity of the international political and economic environment, numerous risks actualize the need to analyze and consider the concept of business diplomacy within the framework of economic diplomacy as a promising mechanism for ensuring the interests of industry and individual companies in foreign countries. Being a subspecies of economic diplomacy, business diplomacy is characterized as a more applied form of realization of economic interests, including methods of lobbying and communication with the state. Such a form of promotion of economic interests at the international level, based on diplomatic structures and trade missions, can promote closer cooperation of domestic companies, both with foreign state bodies and with Moldovan departments in order to realize commercial interests abroad. The article shows the real situation in the field of economic diplomacy in the Republic of Moldova and gives some recommendations for its improvement.

This study aims to find out the faculty member opinions regarding the new regulations introduced with the Higher Education Law No. 7100. It employs the phenomenological design, which is a qualitative research design. The study group consists of 44 faculty members who voluntarily participated in the research. The faculty members' opinions were collected using a form that included standardized open-ended interview questions, which were then interpreted through content analysis. The results show that although academics have positive opinions about the new academic promotion system, they find the new regulations relatively inadequate. The participants making positive comments on the new regulations think that the new academic titles have international equivalence, differences between the titles are considered, and what these titles entail is made clearer thanks to these regulations. The participants who assert negative opinions about the regulations, on the other hand, think that these changes fail to bring a satisfactory improvement since they have simply changed instructors' titles, and even caused a loss of status for them. Therefore, they argue that such a change was not necessary. While the participants consider the granting of associate professorship title by the Interuniversity Board (UAK) without performing an oral exam as a positive development, they are mostly negative about the university tenure granting policies for the holders of this title.
