scholarly journals Analysis of the Degree Of Implementation of Environmental Measures in the Sphere of Water Protection Against Anthropogenic Pollution According To The Strategy Of The State Environmental Policy of Ukraine for the Period up to 2020

Purpose. The article provides an analysis of the degree of implementation of the tasks and activities of the Strategy of the State Environmental Policy of Ukraine for the period until 2020 in relation to Goal 2 to improve the environmental situation and increase the level of environmental safety in the field of water resources protection through the reconstruction of existing and construction of new urban treatment facilities in order to reduce to 2020 years of the level of anthropogenic pollution. Methods. The system analysis was carried out on the basis of information, statistical and calculated data on the national reports of the Ministry of Regional Development. Results It has been established that the planned environmental protection measures in the field of water resources protection, especially in the area of water disposal, are often not implemented due to the lack of funding at the level of the state budget and national target programs. However, in recent years, a positive trend has been noted to improve the situation in the field of repair, reconstruction, modernization and construction of systems of communal treatment facilities. It has been determined that the dynamics of changes in the volume (in percentage) of insufficiently treated wastewater discharged into water bodies tends to decrease. Conclusions. On the basis of data processing, the fulfillment of Goal 2 was confirmed in full, namely, the reconstruction of existing and construction of new urban wastewater treatment plants was carried out in order to reduce the level of water pollution by pollutants (primarily organic substances, nitrogen and phosphorus compounds) by 15 percent by 2020, and also reduced by 2020 by 20 percent (to the base year) the discharge of insufficiently treated wastewater.

The article notes that in recent years, water quality has deteriorated sharply. To reduce this process, the introduction of ecosystems in economic entities is required. However, these measures must be subsidized by the state, as the costs are too high. It is necessary to adopt an environmental policy that would contributed to the organization of control over the use of water resources.

The article is devoted to the problem of forming the environmental strategy of Ukraine and Ukrainian enterprises, discusses the principles of the state environmental strategy, analyzes the tools of implementation of the state environmental strategy that influence the formation of the environmental strategy of Ukrainian enterprises, proposes measures to effectively implement the environmental strategy of the state and Ukrainian enterprises. For a long time the economic development of the country was accompanied by an unbalanced use of natural resources, insufficient attention was paid to environmental protection, which hindered the achievement of sustainable development of the country. The purpose of the paper is to determine the process of developing the environmental strategy of Ukrainian enterprises, taking into account the state environmental policy. The main information base during the writing of the work was scientific works, periodicals and Internet resources. Methods of structural-logistical and system analysis were used in the research. Environmental policy is the development and approval of environmental goals and objectives. The interests of steak-holders are always taken into account in environmental policy-making. Steak-holders are persons (natural or legal) who are able to assert a firm their rights and interests in relation to its present and future activities. Environmental policy is based on the interests of stakeholders. They need to be clearly articulated and prioritized with all interests in mind. In Ukraine, there are prerequisites for the formation of the environmental strategy of Ukrainian enterprises, which is based on the basic principles of the state environmental policy of Ukraine.

The subject of the research is the economic relations arising in the conditions of functioning of the investment market of Ukraine. The purpose of the work is to assess the investment climate of Ukraine on the basis of a system analysis, to reveal problem aspects and deterrents of its formation in modern conditions and also to define the priority directions it optimization. Methodological basis of the article became the methods of analysis and synthesis, statistical methods, including graphical method, methods of comparison and generalization. The results of the work. The article contains a static analysis of the main macroeconomic indicators of the investment climate of Ukraine. Despite the positive trend, the investment climate of the state still remains unfavorable for an external investor. Accordingly, a number of problems have been identified and solutions have been proposed for improving the state’s investment environment. The field of application of results. Financial markets, the formation of the investment climate of Ukraine, the development prospects of the investment environment of the country. Conclusions. The investment climate of Ukraine, despite the positive trend, remains unfavorable. The country has low rates in world rankings. Accordingly, the state should focus on improving the investment image of the state, through effective reforms, creating an appropriate investment infrastructure, effective legislation, etc. The investment climate of Ukraine, despite the positive trend, remains unfavorable. Purpose: to determine the impact of phosphorus content in water on the degree of eutrophication of small rivers Grushevka and Tuzlov in the area of Novocherkassk. Materials and methods. The data obtained as a result of the reconnaissance survey of small rivers in the area of Novocherkassk and laboratory studies were used as research materials. The assessment of the mass concentration of phosphates in water was carried out according to the RD 52.24.382-2006 method “Mass concentration of phosphates and polyphosphates in waters. Photometric Measurement Method”. Subsequently, the materials were processed by the method of system analysis and empirical generalization, an integrated approach to the study of measures to determine the degree of eutrophication of small rivers was applied, the works of Russian authors who had previously studied this problem were studied by method of comparison and generalization of data. Results. The concentration of phosphorus in water is often used as a criterion for the degree of eutrophication of rivers. Small rivers of Rostov region – the Tuzlov and the Grushevka are water bodies of the highest category of fishery significance. In the area of Novocherkassk they are subject to high eutrophication, which is caused by the discharge of insufficiently treated wastewater by the purification plants of LLC “PС “Novocherkassk Electric Locomotive Works” and the Kadamovskaya treatment facilities. Under the conditions of a drying out climate and a decrease in the discharge of these rivers, the discharge of nutrients in such concentrations can lead to their complete degradation. Conclusions. The rivers Grushevka and Tuzlov in Novocherkassk area are subject to high eutrophication. The main reason is the discharge of wastewater from the LLC “PС “Novocherkassk Electric Locomotive Works” and the Kadamovskaya treatment facilities, which are insufficiently purified from phosphorus compounds. Filtration fields of treatment facilities cannot cope with the retention of phosphorus compounds, and additional measures are required to clean the discharged water.


Purpose. Coverage of some aspects that influence the formation of landscapes. Among the main objectives of the study: to consider the anthropogenic load as one of the factors influencing the development and change of landscapes; to give an analysis of the scientific works of scientists who have considered issues of landscape science in general, as well as anthropogenic landscape science; consider the importance of research results that can be used in projects for the conservation and sustainable use of natural resources. Results. The landscape, being a multifunctional education, is suitable for performing a different type of activity, but the functions it performs should correspond to its natural properties and resource potential. One of the basic principles of the protection of natural landscapes is the preservation of their structure and nature of functioning in conditions of intensive environmental management, and as a result of anthropogenic pollution. Conducting environmental management in any territory requires an objective and comprehensive environmental assessment of the state of the environment. Integral assessment of the state of the environment and the geological environment in particular (the natural-geological environment) is the most complex geo-ecological task located in the cognitive methodological and methodological chain: system approach → system analysis → integral assessment. Conclusions. Since there is no single integral indicator of the ecological state in nature, a number of bioindication, spatial and dynamic indicators serve as criteria for assessing the ecological state of natural environments and ecosystems, and the integral assessment is based on a certain number of the most representative indicators.

The management of the soil usage and the water resources protection has received more and more attention from society and environmental studies. In this perspective, geo-processing tools can help in the production of more representative diagnosis, reporting the reality of the study fields in a clearer way. This paper aims at performing a diagnosis of the soil usage as well as the state of preservation of the water resources of Juqueriquerê River’s watershed. To create the database and the final production of the maps, the following programs were used: Google Earth Plus, Global Mapper 13 e ArcGis 9.3. The analysis of the data allowed the contrast between the degradation areas which extend from the central area of the basin to the edge of the Atlantic Ocean, such as many pasture areas and degraded riparian, which compromises the quality of the water resources.  Safety policies, respect of the soil usage and the proper application of environmental management plans are essential to achieve the correct use of the natural resources.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

Retaining of water resources quality is one of the global ecological problems of the modern time. The most promising direction in solving the problem of water resources protection is the reduction of negative environmental influence of waste water from production facilities by upgrading the existing water treatment technologies. To treat utility water, technical and rain water from site facilities of Transneft system entities, the specialists developed and approved standard technological diagrams, which are used in producing treatment facilities. The standard technological diagrams provide for all necessary stages of waste water treatment ensures the reduction of pollution level to normal values. However, during operation of treatment facilities it was established, that to ensure the required quality of waste water treatment with initially high levels of pollution, the new technological solutions are necessary. The author presents the results of scientific-research work, in the context of which the best affordable technologies were identified in the area of the treatment of waste water with increased content of pollutants and non-uniform ingress pattern. On the basis of the research results the technical solutions were developed for optimization of operation of existing waste water treatment facilities by means of using combined treatment of technical and rain waters and utility waste waters and applying bioreactor with movable bed – biochips. The use of bioreactor with movable bed allows the increase in the area of active surface, which facilitates increase and retention of biomass. Biochips are completely immersed into waste waters, and biofilm is formed on the entire volume of immersion area, facilitating retention of biomass and preventing formation of sediments. Due to mixing the floating device with biofilm constantly moves along the whole area of bioreactor, and, in doing so, speeds up biochemical processes and uniformity of treatment. The advantages of a bioreactor with movable bed – its active sludge durability against increased and changing pollutant concentrations, change of waste water temperature and simplicity of application – ensured the possibility of its use for blending utility waters, technical and rain waters.
