Software defined networks (SDN) have replaced the traditional network architecture by separating the control from forwarding planes. SDN technology utilizes computer resources to provide worldwide effective service than the aggregation of single internet resources usage. Breakdown while resource allocation is a major concern in cloud computing due to the diverse and highly complex architecture of resources. These resources breakdowns cause delays in job completion and have a negative influence on attaining quality of service (QoS). In order to promote error-free task scheduling, this study represents a promising fault-tolerance scheduling technique. For optimum QoS, the suggested restricted Boltzmann machine (RBM) approach takes into account the most important characteristics like current consumption of the resources and rate of failure. The proposed approach's efficiency is verified using the MATLAB toolbox by employing widely used measures such as resource consumption, average processing time, throughput and rate of success.

Native and Indigenous students in low SES urban, rural, and reservation areas have the lowest retention-to-graduation rate and college completion rate of any demographic in the United States. The primary contributing factor is lack of culturally relevant curricula in a culturally sustaining pedagogy to present their culture in a positive representation. The second contributing factor is a lack of access to computer and internet resources to foster and bolster online, remote, and distance learning.

When there is high competition between universities for applicants, research into the applicants’ motives becomes relevant. This research used a survey questionnaire, the results of which were subjected to correlation analysis. The survey involved students from four Moscow universities, differing in both rating and quality of admission. The main reasons why applicants choose their university were the availability of budget places and the cost of training. The source of information about the university is also important. Modern youth (and also their parents) focus mainly on Internet sites for applicants and on the university’s website social networks. The role of Internet resources will only increase in the future although traditional forms of attracting applicants, such as open days and Olympics should not be discounted. They attract at least a quarter of the admissions. The research revealed that school graduates who are strongly oriented toward higher education prepare for exams very seriously. More than two-thirds of all students surveyed noted several options for preparing for the exam. However, not all applications had a solid life position with regard to their future profession. Many have chosen those courses that are easier to pass. One of the important factors in making a choice and in preparation is the image of the university. The higher the rating of the university, the more motivated applicants it attracts and as a result, the level of training of graduates also increases. It is proposed that distance forms of participation in university events are developed so as to expand coverage.

The technological development of the last twenty years, starting in Europe from the increased availability of Internet resources to the concept of the digital citizen, has involved our society at all levels, affecting politics, businesses, families and all forms of education and teaching at each and every level. The COVID pandemic that began in 2020 has led to further acceleration, so much so that both the Digital Agenda for information technology in public administration 2020-2022 (AGID) and the Action Plan for Digital Education 2021-2027 focus on a strong digital component in everyday life. A psychoeducational protocol for digital skills in teachers is hereby provided, tested on a sample over the course of 8 weeks. In order to be able to assess initial and final competences, a questionnaire on digital competences has been developed and validated, based on DigComp 2.1.   Formare gli insegnanti alla cittadinanza digitale per facilitare un sistema educativo sostenibile.   Lo sviluppo tecnologico degli ultimi vent’anni, a partire in Europa dalla maggiore disponibilità di risorse Internet fino al concetto di cittadino digitale, ha coinvolto la nostra società a tutti i livelli, interessando la politica, le imprese, le famiglie e tutte le forme di istruzione e didattica ad ogni livello. La pandemia di COVID iniziata nel 2020 ha portato a un’ulteriore accelerazione, tanto che sia l’Agenda Digitale per le tecnologie dell’informazione nella pubblica amministrazione 2020-2022 (AGID) sia il Piano d’Azione per l’Educazione Digitale 2021-2027 si concentrano su una forte componente digitale nella vita di tutti i giorni. Viene fornito un protocollo psicoeducativo per le competenze digitali degli insegnanti, testato su un campione nel corso di 8 settimane. Per valutare le competenze iniziali e finali è stato sviluppato e validato un questionario sulle competenze digitali, basato su DigComp 2.1.

The survival and the continuity of an organization’s operations depend upon the use of information. As such, investigating the Webquesting behavior of university students in general and TEFL (Teaching English as a foreign language) students in particular during the Covid 19 seems essential. Since information-seeking behavior can be influenced by various factors we aimed to explore the attitude of TEFL students  towards webquesting. In the next phase of the study, we sought the barriers to TEFL students’ Webquesting behaviour. Accordingly, the present research employed both qualitative and quantitative approaches. The statistical population consisted of 128 TEFL students and the sampling method was purposeful. The findings of this study revealed that the students were not satisfied with their webquesting and that there were two major obstacles in their webquesting, namely, learners’ constraints and teachers’ constraints. The inhibitors included lack of familiarity with Internet sources, poor information seeking skills, lack of interest in some topics, lack of skills in using the Internet, poor English proficiency, teachers’ lack of CALL (computer assisted language learning) preparation, lack of help from the side of teachers, teachers’ lack of attention to non-textbook resources, and students’ lack of motivation and time. Findings have implications for TEFL teachers, since, based on the qualitative data, the most important source of information for students is textbooks and the most important goal of searching for information is for doing homework. The importance of textbooks for students is the result of the pivotal role given to the text books by teachers and the final exams.  Perhaps students’ lack of interest in webquesting is partly due to such an undue emphasis. On the other hand, students’ lack of interest in Webquesting was also due to the lack of attention and encouragement from the side of teachers to use the Internet resources.

This study is based on a comprehensive analysis of high-tech production as an economic phenomenon. The article on “Theoretical and practical aspects of high-tech production development” reveals the main approaches to the definition of a high-tech complex, a high-tech sector, a high-tech industry, and high-tech products. The article focuses on the allocation of industries according to the level of manufacturability, and describes the main development trends of the following high-tech sectors of the Russian economy: pharmaceuticals, power engineering, production of medical equipment, civil aviation and information technology sector. The key purpose of the study is to research theoretical and practical aspects of high-tech production development. To achieve the purpose, it is necessary: to consider the main approaches to the definition of high-tech production, to disclose the problem of determining the industries by the level of manufacturability, to describe the development of high-tech sectors in the Russian economy.The scientific novelty of the work lies in a number of unknown and little known facts, as well as in the development of theoretical provisions on the issue of defining high-tech production and selecting industries by the level of technology, and in the analysis of the development of key indicators of some high-tech industries. The research is based on the articles of foreign and Russian authors, various Internet resources, analytical materials prepared by the Higher School of Economics, as well as statistical compilations presented on the website of the Federal State Statistics Service.

Overview of online resources for distance learning, qualification upgrade, scientific, educational and professional activities. Results. The description and characteristics of Internet resources for scientific, educational and professional activities is given. Conclusions. Distance learning is an important component of continuous professional development, a convenient modern format of professional improvement. The advantage of distance learning is the opportunity to learn at a convenient time and in any place. The use of modern Internet tools (including author identifiers) in your activities opens up new opportunities.
