The paper studies the issue of the use of disposed agricultural land through the example of LLC “Alliance-agro in Sengileevsky district of the Ulyanovsk region. The authors consider the grounds for cultural and technical work and provide the results of a survey of unused arable land on the farm. A technology for the development of disposed agricultural land is proposed. Everyone knows that agricultural land is of particular importance as a means of agricultural production and is the second largest category of land in the unified land fund of the Russian Federation in terms of area, which includes the best and fertile lands making up the heritage of the country. Despite the fact that the schemes for the use of agricultural land are developed, many questions of a theoretical, methodological and applied nature need to be improved, since this is associated with incessant changes in the legal and organizational systems of land use. As a result of irrational use of land, degradation, littering, overgrowing with trees and shrubs of agricultural areas occurs. These processes lead to the fact that fertile lands are withdrawn from circulation. Our research is aimed to solve the problems in the field of the improvement of the cadastral registration of lands, the process of the organization of rational land use, as well as the most effective use of unused lands overgrown with trees and shrubs. The solution to this problem will help the rational transformation of the agricultural land use system and increase in their efficiency. Moreover it will help to solve the problem of the involvement of unused land in agricultural production and increase the efficiency of cadastral registration of agricultural land. As a result of the land clearing proposed by the authors, the sites of this object will be put into agricultural circulation, where any zoned agricultural crop can be grown from the first year of development in case of a favorable water-air regime in the root layer and complex agrochemical cultivation.

The article presents the results of applying the methodology for assessing the quality of land to ensure effective agricultural production. On the basis of correlation-regression analysis, indicators were chosen, that ensure high and medium tightness of communication, necessary for the formation of effective use of land by agricultural organizations in the context of municipal districts of Omsk region. Using the variation coefficient, which shows the relative measure of the spread of data, a set is defined. Based on the selected indicators, in accordance with the scaling factor scale, an index assessment of the conditions was carried out, which showed that the agricultural organizations of the steppe and southern forest-steppe zone of Omsk region are most favorable for natural conditions and land properties. Not so definitely, but, basically, the situation of advantage in the supply of labor resources to organizations of the steppe and southern forest-steppe zone was confirmed. However, in terms of the availability of the main means of production, the best indicators are for organizations of the southern forest-steppe zone, which in the end provided them with an advantage in the anthropogenic conditions of using the land in front of other zones. In general, the overall quality of land use conditions in the areas of the southern forest-steppe was higher than in other areas. This has had a decisive impact on the level of efficiency of agricultural land use in the districts of the region. In general, the areas of the southern forest-steppe have a higher efficiency of land use and the efficiency of crop production.

Sustainable society development distinctly entails the issues of sustainable use of land and especially soils, which are the place and condition of human activity, the means of production that provide absolute value, and a unique natural resource. Ukraine possesses nine percent of the world’s black soil (chernozem) resources, which necessitates the development of sufficient economic and legal mechanisms for their effective use in ensuring food security within the country and worldwide, increasing the export potential of Ukraine subject to the soil quality restoration, and determines the scope of this work. The land reform in Ukraine as a component of economic reform has led to a significant deterioration of agricultural land, loss of humus from soils, their degradation, and other negative consequences threatening the country’s economic security and generating socio-economic and demographic crisis phenomena, especially in rural areas. Therefore, the study has identified priorities and has proposed the use of contractual mechanisms in the field of sustainable socio-economic use of land resources. The authors applied an integrated approach to the analysis of sustainable land use issues to achieve the study objective. This led to the use of a wide range of methodological tools, in particular, the dialectical method, the formal logical method, the logical legal method and the methods of analysis, synthesis and comparison. Defined provisions that determine the economic and legal mechanism of land use and should be ensured in the process of sustainable development: meeting the needs of landowners and other persons, including the priority needs – environmental and food security; an increase in the area of land not involved in the economic turnover, the adoption of measures aimed at the preservation and restoration of agricultural land, in particular compliance with the requirements for crop rotation, and, in some cases, their conservation; introduction of contractual relations in the field of land use.

Climate change (CC) and its impacts on the socio-economy and the development of communities has become an issue causing very special concern. The rise in global temperatures, in sea levels, extreme weather phenomena, and salinization have occurred more and more and have directly influenced the livelihoods of rural households in the Red River Delta – one of the two regions projected to suffer strongly from climate change in Vietnam. For farming households in this region, the major and traditional livelihoods are based on main production materials as agricultural land, or aquacultural water surface Changes in the land use of rural households in the Red River Delta during recent times was influenced strongly by the Renovation policy in agriculture as well as the process of industrialization and modernization in the country. Climate change over the past 5 years (2005-2011) has started influencing household land use with the concrete manifestations being the reduction of the area cultivated and the changing of the purpose of land use.
