Since the beginnings of the welfare state, Aotearoa New Zealand has lacked a principled, comprehensive and consistent system for indexing social assistance to movements in consumer prices and/or wages. This deficiency applies not only to cash transfers but also to in-kind benefits. The absence of a robust and durable indexation regime is no accident. It reflects, among other things, an unwillingness of governments to determine an acceptable minimum standard of living for citizens and then protect, if not enhance, this standard over time. No doubt, the fiscal implications of a more consistent approach to indexation have loomed large in the political calculus. Yet if the current and future governments are to meet ambitious child poverty reduction targets and ensure greater distributional fairness, a new framework for indexation is essential. This article discusses the nature and purpose of indexation, the principles and other considerations that should inform the design of an indexation regime, the policy options available, and how a durable and defensible policy framework might be secured.

The Data agency (BPS) said that the Indonesian population in 2010 income Rp.27,0 million a year. There are poor people Whose population is 80 percent of the population only contributes about 20 percent of GDP. There are the wealthy once or people who enter the category earn more than 30,000 dollars a year, but there are Also people with disabilities living income or $ 2 dollars per day (730 dollars a year), the which are still 100 million people. It means there is a huge gap. The words fair, equitable, wellbeing and prosperity was growing dimmer and the faint sound. This condition shows how there is no equity in income Because there is no strong will to realize the vision for the welfare of society. Impossible Anti-poverty program run properly if the governance of the state and society is not yet fully base on the welfare state system. Anti-poverty programs intertwine with the application of individual taxation that is progressive. If taxation without concept, poverty reduction strategy with the government has not gone According to the terms of the welfare state that is pro-poor.</p>

AbstractThe relationship between Christianity and social development in New Zealand has been an historically complex one. Many of the early settlers to these islands came to escape a life of poverty in their mother country. Yet wherever there is wealth, there is poverty social problems, and they cast a long shadow over the promised land for the early colonizers and the indigenous Maori. The emergence of the welfare state in the 1930s paved the way for significant social transformation. It was understood by some to express 'applied Christianity'. With the comparatively recent demise of the Welfare State in New Zealand at the hands of neo-liberalism it is reasonable to consider whether this can equally be understood to indicate the demise of the Christianity's social import. Yet an appreciation of the church's predominantly informal social involvement throughout the history of these islands provides both a helpful interpretative key to the past and the future. Aotearoa New Zealand history may be one signifier that the priority for the pursuit of justice is to be found primarily at the margins amidst the informality of the ordinary, and far less at the centre of formality, systems and political institutions, and that the role of intentional Christian community in this might be as significant to the identity of the church as it is to the state.

The key characteristic of the ‘Golden Age’ (1945–1970s) is the breakthrough of universal social rights as the normative background for social policy and the responsibility of nation-states to ensure social justice, social protection, and poverty reduction. The expansion phase of the welfare state can be described in five dimensions: (1) self-conception: social policy as a special field of policy was transformed into a new type of statehood: the welfare state; (2) finance: social policy expenditure increased massively and social benefits grew faster than GDP; (3) performance: new programmes, higher benefit levels, and the inclusion of more and more groups, as well as the transition to active employment policies, strengthened the welfare state; (4) governance: the nation-state, the labour movement, and the employers are dominant actors in this period, but new social movements were playing an increasingly important role. Moreover, welfare production in this period was not only based on state institutions; (5) outcomes: the history of social policy until the 1970s is a process of tremendous progress, but accompanied by several ambivalent developments that were also the sources of crises in social policy in the next period. Nevertheless, key features of social protection programmes during the Golden Age have survived the wave of privatization and deregulation.

In international comparisons, Sweden is one of the countries with the lowest number of children growing up in poverty; its material standard is high, and welfare services are extensive and heavily subsidised. How child poverty can be understood in that context is interrogated in the article. The point of departure for the discussion is Swedish Save the Children’s 2013 anti-poverty campaign Fattigskolan [Poverty School]. The campaign presents child poverty from the vantage point of a welfare state and is informative for understanding normative discourses on childhood. Childhood is investigated as a social imagination that both structures children’s and parents’ everyday lives and organises society. It is argued that the dominant social imagination is based on a middle-class fantasy permeating the organisation of the welfare state. The elements of this fantasy are critical to understanding child poverty.

AbstractDespite the fact that employment rates have increased in many European countries since the beginning of the 2000s, poverty rates have stagnated and in some countries even increased. In the welfare state literature, it has been argued that these disappointing poverty trends may be partly attributable to the reforming of traditional welfare state programmes into social investment policies, because the latter are less redistributive. To date, there are only a few systematic comparative empirical analyses which focus on the outcomes of social investment policies. This paper contributes to the social investment literature by empirically analysing the distributional effects of shifts from traditional welfare state arrangements to social investment policies in fifteen European countries for the period 1997–2007. Our results suggest that the detrimental effect of social investment policies, described in some specific cases in the literature, cannot be generalised across a larger group of European countries. However, for European countries other than the Nordic countries, the results provide some evidence for a linkage between stagnating or increasing poverty trends and shifts in expenditures to new welfare state programmes.
