<p>The New Zealand Government has indicated its intention to legislate for the plain packaging of tobacco products. This paper considers what path New Zealand should take in implementing its own plain packaging regime. Consideration of New Zealand’s particular interests is necessary in determining what constitutes the most appropriate approach to plain packaging for New Zealand. Whether these interests would be best represented through a policy of alignment with Australia or by implementing an alternative approach to plain packaging should inform the way in which the New Zealand Government proceeds with plain packaging. This paper considers alignment with Australia to be the most effective way to address the public health concerns presented by tobacco products and recommends that plain packaging is implemented in alignment with Australia’s plain packaging regime. However, this paper also recognises that a policy of alignment gives rise to certain risks and seeks to demonstrate that there are ways in which these risks may be reduced. New Zealand should consider the implementation of certain measures to reduce the risk of investment arbitration as well as the possibility of variations on the basic position of alignment in order to reduce the risk of WTO claims against plain packaging.</p>

World No Tobacco today in 2016 had as its tag line “Get ready for plain packaging” and the world’s health ministers are doing just that.When Australia became the first country in the world to remove all colours and logos on tobacco packs in 2011 – recognising their allure to young new smokers – the tobacco industry tried every move in their book to stop us. Lobbying, donations, advertising campaigns, threats, dodgy research, front groups, overblown claims and legal action dominated our political debate for two years. When all these local manoeuvres failed, the industry switched its effort to ensuring we were the only country to take this step.Writing in November 2016, it is clear that those efforts, both local and international, have manifestly failed. Country after country – France, the UK, Ireland, Canada, Norway, New Zealand – are implementing plain packaging, passing their laws or consulting with the community before introduction and many more countries will move this way in the coming months and years.Plain packaging of tobacco products is now truly an international movement. Abstract In New Zealand there are 20 district health boards (DHBs) with local elections every 3 years. There is low voter turnout for these, we suspect because the public has low cognizance of the role DHBs have in governing their health and disability system. Good governance ensures everyone whatever ethnicity, gender or sexual proclivity, from birth to old age, able or disabled, mentally well or unwell, drugfree or addicted, has equal rights of dignified access to healthcare. Without public engagement in DHB elections, the community risks having candidates elected that also don't understand their role through a preventative public health framework or human rights lens. The United Community Action Network (UCAN) developed a human rights framework and Health Charter for people driven into poverty by the costs of staying well in NZ. The framework outlines 6 social determinants of health needing protection through policy, to ensure all enjoy their rights to health. UCAN and the Public Health Association of New Zealand (PHA) partnered to raise public and the candidates' awareness during 2019 elections, of these social determinants causing inequity in health outcomes. A series of short explainer-videos were created for sharing through social media during the election build-up period, helping to promote PHA Branches' public Meet the Candidates events. Post-election, a longer film was produced to send to the elected DHB members. Our theory of change centred on spotlighting health inequity for voters, so that they would elect DHB members who had the greatest understanding and commitment to addressing this issue. With shareable videos we aimed to attract audience, raise awareness and debate the policy solutions to health inequity with candidates, enabling more informed choice amongst the voting public. Post-election, we maintain supportive relationships with the elected DHB members that promised their commitment to our Health Charter during their campaigns. Key messages Using videos and social media, local body elections provide an opportunity to promote everyone’s right to affordable healthcare, supporting and informing voter decision-making. UCAN's Health Charter is an advocacy resource for raising awareness of the social determinants of health inequity and poverty for people with mental illness, addiction and disability.

The signal modality of theatrical production during the pandemic crisis of 2020–21 has been Zoom theatre. While Zoom theatre responds to public health concerns regarding virus transmission, it also articulates a vision of performance at the intersection of the public and the private, at the juncture between theatre and electronic media, and as a representation of theatre as a humanizing technology. Theatre has suggestively foregrounded new technologies under the sign of obsolescence, and in the affective register of nostalgia.

The author is referring to the anti - echinococciasis en npaign in Cyprus which started in February 1971. A 15 years program was arranged in order to obtain a complete eradication of the disease. Since the application of this program that is 2 1/2 years 33.748 stray dogs were killed and 2.532 female dogs became sterile by hysterectomy. Information about the disease and its dangers was given by specialized persons or groups to different State staff, slaughterhouses staff, animal breeders, schools» housewives etc. Complementary measures were taken : registration and taxation of dogs» disinfestation etc. The results of this campaign are already very satisfactory. The infestation rate in young ruminants and swine was reduced 83,3 - 95% and in dogs 58.8%. Especially the infestation rate in dogs beign 6.8% during 1972 dropped to 2.8% in the first six months of 1973. The echinococciasis which was a scourge for the animal breeding and the Public Health of Cyprus is on the way of its definite eradication.

PurposeThe purpose of this exploratory study is to investigate why and how public health agencies employed social media during coronavirus disease 2019 (COVID-19) outbreak to foster public engagement and dialogic accounting.Design/methodology/approachThe authors analysed the official Facebook pages of the leading public agencies for health crisis in Italy, United Kingdom and New Zealand and they collected data on the number of posts, popularity, commitment and followers before and during the outbreak. The authors also performed a content analysis to identify the topics covered by the posts.FindingsEmpirical results suggest that social media has been extensively used as a public engagement tool in all three countries under analysis but – because of legitimacy threats and resource scarcity – it has also been used as a dialogic accounting tool only in New Zealand. Findings suggest that fake news developed more extensively in contexts where the public body did not foster dialogic accounting.Practical implicationsPublic agencies may be interested in knowing the pros and cons of using social media as a public engagement and dialogic accounting tool. They may also leverage on dialogic accounting to limit fake news.Originality/valueThis study is one of the first to look at the nature and role of social media as an accountability tool during public health crises. In many contexts, COVID-19 forced for the first time public health agencies to heavily engage with the public and to develop new skills, so this study paves the way for numerous future research ideas.

Fires can cause significant health concerns within local communities impacted by any associated smoke plume. This chapter discusses the potential public health concerns associated with fires, in particular fires at waste-processing installations. Using an example scenario, actions to be undertaken throughout the incident response, from initial acute phase to recovery, are considered, along with health concerns and fears, real or perceived, involvement of asbestos-contaminant material, multi-agency communication mechanisms, and potential issues associated with long-running fires. The multi-agency mechanisms for response are detailed, including the various coordinating groups (strategic, tactical, recovery coordinating groups (SCG, TCG, RCG, respectively), and expert cells (scientific and technical advisor cell, air quality cell (AQC)). Key points to note in the incident response include concerns raised by the local population, typical health effects associated with exposure to a smoke plume, and tools that support the response to the incident and the public health risk assessment.
