Taking into account the current state of development of higher education and science, the peculiarities of the introduction of the principles of academic integrity in the structure of higher education institutions are indicated in the study. The essence of the concept of academic integrity was clarified basing on the study of normative documents and regulations (Law of Ukraine on Education and Law of Ukraine on Higher Education), recommendations for higher education institutions on the development and implementation of a university system of academic integrity, approved by the National Agency for Quality Assurance in Higher Education. Main vocation of academic integrity, its features of compliance and application in educational and scientific activities of all participants in the educational process are revealed in the study. On the example of H.S. Skovoroda Kharkiv National Pedagogical University it was found that higher education institutions, guided by the above laws and recommendations, operates on their own principles of academic integrity in view of the peculiarities of the free economic zone, its specifics, areas of training future professionals and scientific activities. An example of a university system for ensuring the principles of academic integrity and ethics of academic relations is revealed, which consists of five components: regulatory framework, information base, structural units and authorized commissions, tools for implementation and control. It is noted about the creation of such a system on the basis of the recommendations for higher education institutions on the development and implementation of the university system of academic integrity, approved by the decision of the National Agency for Quality Assurance in Higher Education. The activity of separate structural links of the educational institution on realization of the principles of academic integrity is analyzed. A number of promising ways to implement the principles of academic integrity in higher education institutions is proposed. Among them are the development of normative documents of the Free Economic Zone, information materials, banners, methodical instructions, preparation of videos, holding popular science events, etc.

Academic integrity is the most important requirement for scientific research. However, the legal regulation of relations ensuring the academic integrity in scientific and educational activities is fragmented and does not contain effective mechanisms for influencing the violator of academic integrity. This necessitates a doctrinal study of the category “academic plagiarism” and the development of areas for reforming the current legislation in this field. Therefore, the purpose of this study is to analyse the statutory regulation of academic integrity as a phenomenon, the concept of academic plagiarism, its differences from plagiarism in the context of copyright compliance, to identify the scope of subjects responsible for establishing the facts of violations of academic integrity and their powers in the field of responding to corresponding violations, procedures for bringing to justice in case of violation of academic integrity. The present study, based both on general (historical, comparative, logical, and system) and special (structural-functional, formal legal, sociological, statistical, etc.) methods analyses the prospects of statutory regulation of the relatively new concept in Ukraine, which is academic plagiarism, including the legislative norms concerning the establishment of the concept of academic integrity, types of violations of academic integrity, procedures for considering issues of possible violations of academic integrity, types of responsibility for violations of academic integrity and bodies that have the right to apply them, verifies their compliance with international standards. The paper analyses the practice of the National Agency for Quality Assurance of Higher Education of Ukraine both on the consideration of complaints about violations of academic integrity, and within the framework of accreditation of educational programmes. Attention is drawn to the contradictions of current legal provisions in the legislation of Ukraine in the field of academic integrity. Proposals to the current legislation are formulated to optimise the legal regulation of the issue of compliance with academic integrity. The authors express their opinion on the necessity of accumulating legal regulation of academic integrity within the framework of a single law “On Academic Integrity” to define higher education institutions and scientific institutions as the main subject of ensuring compliance with the principles of academic integrity, and the National Agency for Quality Assurance of Higher Education – mainly by the appellate instance regarding decisions of higher education institutions on violations of academic integrity; adjusting the list of violations of academic integrity and specifying the procedure for their establishment and stimulating higher education institutions to real and not formal compliance with the principles of academic integrity

The article considers the main factors influencing the formation of the level of efficiency of higher education institutions. By their nature, all factors, regardless of the object of study, are first divided into factors of internal and external environment. The factors of the internal environment, which are a set of variables within the functioning of the free economic zone and are a sphere of direct influence on the part of its management, are studied. It is proved that the factors of the internal environment can be divided into economic and social. The study found that environmental factors are beyond the control of the free economic zone, ie it is the whole set of factors that affect or may affect in some way on the free economic zone and its goals. Based on the analysis of statistical data, it is established that the current external environment does not contribute to their full development. The political, socio-cultural and economic factors of the external environment's influence on the activity of higher education institutions are highlighted. It is established that the main modern features of the development of domestic higher education are: reducing the number of educational institutions; changes in the quality of research and teaching staff; demographic processes of population reduction and students; growth in the number of unemployed with higher education; low level of financing of the industry both at the expense of budgetary funds, and at the expense of the population. It is proved that the factors of external and internal environment are taken into account when evaluating the evaluation of the effectiveness of higher education institutions. Methodical approaches to determining the quality and efficiency of free economic activity are outlined. Quality management models are proposed to increase the efficiency of the educational process.

The current state of development of the Ukrainian state requires further reform of all spheres of life of the Ukrainian community. The democratization of the principles of higher education needs special attention. Since students are the driving force of society, the developer of unique ideas of the present and future, a factor in the formation and development of civil society, so the democratization of student life, active participation of students in different organizations, leadership skills and teamwork, making the right decisions and responsibility for their implementation becomes especially relevant during educational transformations. Student governments have a significant impact on youth. The range of such influence primarily extends to the realization of the student in the modern world, meeting his/her needs, both in education and in other areas, including volunteer, artistic, managerial, social and more. Therefore, membership in student organizations gives a young person a valuable life experience, which can later be implemented in practice. The article explores specific aspects of involving the guarantor of the educational program in its formation. The urgency is due to intensive changes in the quality assurance system of higher education, which require performing related new functions by research and teaching staff. That is why the National Agency for Quality Assurance in Higher Education has proposed a separate functional – the guarantor of the educational program – who coordinates the design, updating and implementation of the educational program. Correct involvement of the guarantor at the stage of the educational program formation will help to avoid the shortcomings caused by violation of logic and the formal attitude to the maintenance of educational programs. A survey of educational program guarantors was developed and conducted, thanks to which it was established that the vast majority of them were deliberately involved at all major stages of the educational program formation. It is rather positive that even at the stage of initiation, which is primarily the preference of collective and / or administrative bodies of higher education institutions, guarantors are informed about the possibility of opening an educational program. Guarantors are actively involved in studying the experience of foreign and Ukrainian educational programs, primarily determining which of them deserve attention. However, it should be emphasized that both in the development of best practices and in the development of the curriculum as part of the educational program guarantors recognize the most important parameter of educational components that is logical, because it is based on the educational process implementation. It can be stated that the lack of sufficient practical experience, the process of accumulation and analysis of pros and cons in the educational process formation, which is still ongoing, currently do not allow to draw an unambiguous conclusion about the conclusive creation and certainty of the guarantor’s functionality. Therefore, it is important, on the one hand, to conduct further research and outreach on the guarantor’s functionality and participation in the educational program formation, and on the other – to promote the development and improvement of the local regulatory framework of higher education institutions on this issue.

Purpose This study aims to examine the extant literature to analyze the relationship between quality assurance (QA) and innovation in the higher education context. Design/methodology/approach This study selected 63 articles through a systematic literature review in Scopus and Web of Science databases and performed a descriptive and thematic synthesis-analysis on the sample. Findings The research identifies several perspectives discussed on QA systems covering experiences, criticisms and practice implications. The literature review shows there is no clear consensus on whether innovation in higher education institutions (HEIs) is fostered or hindered by QA processes. However, it seems that the likelihood of innovativeness and positive QA outcomes are directly linked to how these processes are managed in universities. Research limitations/implications This review highlights the university management concerns that emerge with QA issues as it is not yet clear to what extent innovation is actually promoted in scenarios where QA is applied. Hence, this literature review could be considered comprehensive but not exhaustive. Further studies are recommended to improve the understanding of how HEIs can both innovate and ensure quality at the same time. Originality/value The paper contributes to the existing body of knowledge by advancing the opportunities and challenges that HEIs face due to QA system features.

Academic integrity is a key measure of the quality, efficiency and competitiveness of higher education systems. This article explores how a quality assurance agency can foster a conducive environment for academic quality and integrity. A self-study methodology was used, with a focus on the insights and experiences of the Zimbabwe Council for Higher Education over a 10-year period. The findings show that by assuming an innovative and transformational leadership role in instilling a culture of self-evaluation, as well as maintaining its own integrity, an external quality assurance agency can improve academic integrity. The article adds value to the existing knowledge by advancing the higher education ecosystem approach as an integrity-based panacea and conducive way to induce integrity to flow from all players as opposed to the use of heavy-handed regulatory approaches.
