The article explores specific aspects of involving the guarantor of the educational program in its formation. The urgency is due to intensive changes in the quality assurance system of higher education, which require performing related new functions by research and teaching staff. That is why the National Agency for Quality Assurance in Higher Education has proposed a separate functional – the guarantor of the educational program – who coordinates the design, updating and implementation of the educational program. Correct involvement of the guarantor at the stage of the educational program formation will help to avoid the shortcomings caused by violation of logic and the formal attitude to the maintenance of educational programs. A survey of educational program guarantors was developed and conducted, thanks to which it was established that the vast majority of them were deliberately involved at all major stages of the educational program formation. It is rather positive that even at the stage of initiation, which is primarily the preference of collective and / or administrative bodies of higher education institutions, guarantors are informed about the possibility of opening an educational program. Guarantors are actively involved in studying the experience of foreign and Ukrainian educational programs, primarily determining which of them deserve attention. However, it should be emphasized that both in the development of best practices and in the development of the curriculum as part of the educational program guarantors recognize the most important parameter of educational components that is logical, because it is based on the educational process implementation. It can be stated that the lack of sufficient practical experience, the process of accumulation and analysis of pros and cons in the educational process formation, which is still ongoing, currently do not allow to draw an unambiguous conclusion about the conclusive creation and certainty of the guarantor’s functionality. Therefore, it is important, on the one hand, to conduct further research and outreach on the guarantor’s functionality and participation in the educational program formation, and on the other – to promote the development and improvement of the local regulatory framework of higher education institutions on this issue.

The article presents an analysis of the decisions of the National Agency for Higher Education Quality Assurance on the accreditation of educational programs of the following specialities: 017 Physical Culture and Sports, 014 Secondary Education (Physical Culture, Human Health). Considering the significant differences between the previous accreditation procedure carried out by the Ministry of Education and Science of Ukraine (until 2019) and the current accreditation procedure carried out by the National Agency for Higher Education Quality Assurance the analysis of accreditation cases is particularly relevant. In the course of the research, the analysis of accreditation cases that took place in the period from November 2019 to November 2020 was carried out. It included the assessment of educational programs, curricula, self-assessment documents, reports of the expert groups, conclusions of branch expert council and decisions of the National Agency. Generalized data on the evaluation of educational programs according to individual criteria is presented. The article presents an analysis of the main shortcomings identified in the process of assessing the quality of educational programs at the stage of field accreditation procedure and, at the stage of assessment of the accreditation case by the branch expert council of the National Agency for Higher Education Quality Assurance. It is shown that the main reason for the decision of the National Agency for Higher Education Quality Assurance on conditional (deferred) accreditation of the educational programs was the presence of significant shortcomings in the structure and content of educational programs, as well as in the processes related to teaching and learning. It was also shown that only half of the educational programs in the field of sports, which passed the accreditation procedure in the period from November 2019 to November 2020 met the requirements for ensuring the quality of the educational process. This indicates that the internal quality assurance systems of Ukrainian higher educational institutions were not ready for the new requirements set by the National Agency for Higher Education Quality Assurance.

The current state of development of the Ukrainian state requires further reform of all spheres of life of the Ukrainian community. The democratization of the principles of higher education needs special attention. Since students are the driving force of society, the developer of unique ideas of the present and future, a factor in the formation and development of civil society, so the democratization of student life, active participation of students in different organizations, leadership skills and teamwork, making the right decisions and responsibility for their implementation becomes especially relevant during educational transformations. Student governments have a significant impact on youth. The range of such influence primarily extends to the realization of the student in the modern world, meeting his/her needs, both in education and in other areas, including volunteer, artistic, managerial, social and more. Therefore, membership in student organizations gives a young person a valuable life experience, which can later be implemented in practice. Participation in student self-government contributes to the development of students' leadership qualities, the formation of their active civic life positions. That is, the activities of student government in higher education institutions are aimed at forming the values of the younger generation. At the same time, student self-government is a unique factor in reforming the modern system of the educational process in higher education institutions. Applicants are actively involved in the development, implementation, and accreditation of educational programs, are experts in the accreditation of the National Agency for Quality Assurance in Education. The article demonstrates the effectiveness of student self-government bodies in higher education institutions on specific examples, substantiates the need for their development as one of the factors that contributes to the improvement of quality assurance processes in education.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Introduction. Working conditions of the teaching staff of higher education institutions are not static, as they reflect the changes taking place in the outside world. The increase in the role of informatization, the acceleration of the information flow, the changing of the information field, the introduction of scientometric indicators, the recognition of the impact of stress in the workplace on the health of an employee – all this accompanies the work of the teaching staff. The analysis of these phenomena makes it possible to single out three large groups of working conditions for the teaching staff of higher education institution, which today are undergoing changes, to identify the prerequisites for their occurrence and to formulate their consequences for the entire educational process. The purpose of the study was to conduct a comprehensive analysis of the working conditions of higher education teachers, which are currently undergoing changes. Methods and methodology. The work used the methodology of a comprehensive study, including methods of document analysis, comparative analysis, secondary use of sociological, economic and medical data. The results of the study show that the digitalization of vocational education, including higher education, is carried out in different conditions than the digitalization of schools, which leads to the emergence of a new paradigm of interaction between higher education teachers and students. As a result of research, the absence of a centralized acquisition of skills in the use of digital technologies by teachers was confirmed: 45% of respondents carry out advanced training on their own, 41% – using online platforms, 31% – ask for help from colleagues in their educational institution, 30% – exchange experience with colleagues from others vocational institutions. In the absence of legislative regulation of the issue of mastering new digital competencies by the teaching staff of higher education institutions, the ways of solving this issue are proposed. The results of the research revealed that meeting the scientific productivity requirements for the teaching staff is one of the main sources of stress in the workplace (40% of respondents). It is concluded that in order to achieve quality indicators in the field of scientific activity, in order to prevent opportunistic behavior of the teaching staff, higher education institutions need to develop tools of internal motivation. The authors believe that an integrated approach to regulating the emotional burnout of teachers could also be applied in relation to minimizing the risks of professional burnout, that is, to adopt acts of legal regulation at the federal and local levels in order to prevent professional burnout.

Development of the system of ensuring quality in higher education of Ukraine grounded the creation of such management subject as a guarantor of the educational program. However, a formal understanding of the role and uncertainty of the guarantor’s status in the contemporary area of managing higher education institutions became the widespread consequence of those innovations. Considering the stated above, various models of managing the quality of educational programs with the help of the guarantor have been developed in the research, and conditions for efficient application of such models in Ukrainian universities have been grounded. The research is based on the application of the strategic analysis method GAP for identifying issues and features of organizing management in systems of internal quality assurance in universities, and methods of modeling and graphical analysis method for creating alternative management systems in educational programs with and without such professional educational-scientific structural subdivisions as departments. As a result, the developed models include the rational organization of management of educational programs under the conditions of centralized and decentralized systems of internal educational quality assurance provision. For instance, it could create favorable conditions for decreasing bureaucracy and repetition of functions in the management system of universities and lead to the realization of the individual potential of guarantors as managers-experts in educational programs. Social pedagogue – a specialist in the field of educa-tion who carries out professional activities in educa-tional institutions and social protection of the popula-tion. The child development and positive socialization are the targets in the implementation of social peda-gogue job functions, among which is one of the main socio-pedagogical support of students in the process of acquisition and internalization of social norms, behav-ior patterns, values of modern society. The implementa-tion of the principles of the competence approach in the higher education system involves the activation of ef-forts, coordination of the requirements and interests of subjects of educational relations in the context of ongo-ing changes. Among the main subjects of educational relations, we can distinguish the state, which acts as a regulator of the development and modernization of edu-cation, which is a social customer in relation to the re-sults of education and training; the professional com-munity, which expects competitive highly qualified per-sonnel in the labor market; the teaching staff of the University that implements the tasks of training special-ists; students and the parent community as consumers of educational services. The result of interaction between the subjects of the educational process is educational and professional standards that are the basis for de-signing the main professional educational programs of higher education and are designed to ensure the unity of the educational environment in a rapidly changing social environment. The purpose of this article is to present the results of the analysis of educational programs for students – social teachers depending on the requirements of professional and educational standards, as well as factors that char-acterize the instability of the modern social environ-ment, which creates new problems in the socialization of children.

PurposeThe purpose of this paper is to determine the quality indicators that are suitable for assuring quality in higher education institutions (HEIs) in Thailand, from the perspectives of students, teaching staff, managerial staff and employers. These quality expectations are then to be compared with the quality indicators of the Office of Higher Education Commission (OHEC) in Thailand.Design/methodology/approachA list of quality expectations was first established based on a review of the literature and the OHEC quality indicators, then finalized with input from interviews with experts and a pilot survey. Over 2,000 questionnaires were then delivered to stakeholders. Statistical analyses of differences and factors were conducted and compared with OHEC's official list of quality indicators.FindingsIn terms of relative perceived importance, while the rank correlations among quality expectations of different stakeholder groups were generally high, a correlation between students and teaching/managerial staff was the lowest. The most important expectations of stakeholders are found missing from the OHEC list, and several indicators used by OHEC were among the lowest ranked items. Factor analysis also suggested a different structure for categorizing the quality indicators compared to what is being mandated by OHEC.Practical implicationsThe stakeholders' perspectives and their priorities observed in this study could serve as initial empirical inputs for OHEC and HEIs in developing or reviewing quality assurance systems.Originality/valueThe paper shows that assessing and comparing similarities and differences among multiple stakeholder perspectives can present a more comprehensive and accurate understanding for the development of quality assurance indicators suitable for Thai HEIs.

Taking into account the experimentally recorded nomenclature of the specific educational and social needs of students with disabilities and in the context of the notion that the adapted basic professional educational program at the university involves the adaptation of the conditions for obtaining education rather than its content, the structure of the adapted environment of the university as an ordered set of information and educational institutions is characterized architectural, spatial, socio-psychological and rehabilitation-educational the conditions necessary for the successful development of students with disabilities the normative content of the educational program, specified by the Federal State Educational Standard of Higher Education. Within the framework of the corresponding logic and based on practical experience, the place is determined for special technical educational and social facilities, special formats for organizing and teaching methodological support of the educational process, as well as psychological and social rehabilitation support for students with disabilities, etc. in the system of inherent attributes of the university adapted basic professional educational program.
