FINANCIAL POLICY OF THE USA AND CANADA IN THE POST-SOVIET SPACE AT THE BEGINNING OF THE 21ST CENTURY (THE CASE OF THE EURASIAN ECONOMIC UNION MEMBERS)

The paper deals with the development of financial and economic relations of the United States and Canada with post-Soviet states in the context of geopolitical processes in the Eurasian space. The author analyzes the nature of the North American investment capital impact on the internal development of the countries of Eurasia and on the dynamics of Eurasian integration. The paper highlights the most important events in the field of economic diplomacy of the United States and Canada, dynamics of volumes and sectoral focus of North American investments in the Eurasian region. A distinctive feature of the United States and Canada investment policy in the post-Soviet space is its politicization, its involvement in the global geopolitical projects of the West of the 21 st century. American business is most active in the countries of Eurasian Economic Union that already have developed the market institutions – Re- public of Belarus, Republic of Kazakhstan, Republic of Armenia, but it also acts in the Central Asia countries interested in attracting foreign capital. The work focuses on an analysis of the development of financial and economic rela- tions of the United States and Canada with post-Soviet states by the example of the Eurasian Economic Union members – Republic of Armenia, Republic of Belarus, Republic of Kazakhstan and Kyrgyz Republic (except of Russian Federation, whose relationship with the United States and Canada should be the subject of a separate study).

In the context of the formation of a new world order, there is a need to make changes to the development strategy of the Eurasian Economic Union and, even more broadly, integration processes in the post-Soviet space. These changes should take into account the changes taking place in the world, the emergence of new properties of world politics, which are often generically called turbulence. The components of turbulence are conflictness and uncertainty, but this is not the whole list, there are other components. On the example of the Transnistrian conflict settlement, it is shown that success in this process is possible if we are not confined to the conflict itself, but we act on the basis of Russias and the European Unions mutual desire to reduce conflictness in the world and in the European region. Uncertainties can be contrasted with the emergence of military-political factor as the leading one of Eurasian integration in the form of rapprochement and the gradual merger of the Eurasian Economic Union and the Collective Security Treaty Organization.

This forum builds on the discussion stimulated during an online salon in which the authors participated on June 25, 2020, entitled “Archaeology in the Time of Black Lives Matter,” and which was cosponsored by the Society of Black Archaeologists (SBA), the North American Theoretical Archaeology Group (TAG), and the Columbia Center for Archaeology. The online salon reflected on the social unrest that gripped the United States in the spring of 2020, gauged the history and conditions leading up to it, and considered its rippling throughout the disciplines of archaeology and heritage preservation. Within the forum, the authors go beyond reporting the generative conversation that took place in June by presenting a road map for an antiracist archaeology in which antiblackness is dismantled.

As noted below the two North American species described in Syndipnus by workers appear to belong in other genrra. In Europe the gunus is represented by nearly a score of species and has been reviewed in recent years by two writers (1, 2). North American collections contain very few representatives of the genus; after combining the material in the National Collection with that from the United States National Museum, the latter kindly loaned to me by Mr. R. A. Cushman, only thirty-seven specimens are available for study.

Тhe subject of this research is the international normative acts concluded in connection with the creation of interstate unions and associations in the post-Soviet space. Attention is drawn to the active development of regulatory legislation on the specifics of economic relations between representatives of the union states, in the complete absence of any processes of unification of national criminal law in the field of foreign economic activity. The emerging situation can significantly complicate the implementation of international foreign economic cooperation, despite the membership of states in the Eurasian Economic Union (hereinafter — the EAEU). In this regard, it is concluded that it is necessary to develop a unified EAEU normative act that defines the specifics of establishing and implementing responsibility for committing foreign economic crimes, as well as the appropriate unification of the national criminal laws of the EAEU member states.

The research is devoted to the study of the origin of the historiography of the topic of the genesis of the US foreign policy. The key thesis of the work challenges the established position in the scientific literature about the fundamental role of the work of T. Lyman, Jr. «The diplomacy of the United States: being an account of the foreign relations of the country, from the first treaty with France, in 1778, to the Treaty of Ghent in 1814, with Great Britain», published in 1826. The article puts forward an alternative hypothesis: the emergence of the historiography of the genesis of the foreign policy of the United States occurred before the beginning of the second quarter of the XIX century – during the colonial period and the first fifty years of the North American state. A study of the works of thirty-five authors who worked during the 1610s and 1820s showed that amater historians expressed a common opinion about North America’s belonging to the Eurocentric system of international relations; they were sure that both the colonists and the founding fathers perceived international processes on the basis of raison d’être. The conceptualization of the intellectual heritage of non-professional historians allowed us to distinguish three interpretations of the origin of the United States foreign policy: «Autochthonous» – focused on purely North American reasons; «Atlantic» – postulated the borrowing of European practice of international relations by means of the system of relations that developed in the Atlantic in the XVII–XVIII centuries; «Imperial» – stated the adaptation of the British experience. The obtained data refute the provisions of scientific thought of the XX–XXI centuries and create new guidelines for further study of the topic.
