The article presents a model of a strategy for the development of human resources in a knowledge-intensive enterprise, based on the use of qualitative and quantitative parameters, taking into account individual and collective characteristics. For a quantitative assessment of the organizational level of labor, the authors propose the use of a coefficient, with the help of which, within the framework of the strategy model, the criteria for the development of personality in labor activity are determined. To implement the proposed development strategy, a model for developing the skills of employees and managers of a high-tech enterprise and a model for developing professional competencies of personnel are presented.

This research aims to formulate a development strategy that consists of strengths, weaknesses, opportunities and threats of tourism activities in the tourism object Ikan Sakti Sungai Janiah. This research is a descriptive research with qualitative data. Data collection techniques in this research were conducted by using the method of interviewing, observation and documentation involving several informants by using purposive sampling technique. The results of this study indicate that: 1) The strength of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the existence of a supportive land, there has been a conscious group of tourism, beautiful atmosphere and uniqueness of tourist attractions and traditions that are not owned by other regions. 2) The weakness of the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the land that still belongs to the community, not regular art and cultural events, the security of tourists wich are not guaranteed and the lack of capital and community skills. 3) Opportunities from the development of tourism activities in the tourism object Ikan Sakti Sungai Janiah is the availability of new employment opportunities for the community, adding tourist attractions supporting facilities, the cooperation between various agencies, and the emergence of groups that support tourism activities. 4) The threat of tourism activity in the tourism object Ikan Sakti Sungai Janiah is the increasing of waste, the destruction of the environment, the emergence of groups that disturb the security of tourists, and illegal traders. Strategy of development of tourism activity in the tourism object Ikan Sakti Sungai Janiah is a) to maximize the surrounding potential of land and human resources, b) cooperate with various institutions and community, c) optimize the participation of various circles related to tourism activities, d) adding supporting facilities for the smoothness of tourism activities.

A non-profit association of Russian industry companies in a cluster is a rather complex form of grouping loosely connected companies to obtain government support. Knowledge-intensive and high-tech companies are clustered around the world, and the respective industries always use public investment. However, it is in Russia that there are two additional motives for such associations. Firstly, it is the dominant initiative of the subjects of state power – federal and regional. The growth of the state’s presence in various sectors of the economy for knowledge-intensive industries is in the form of the creation of priority development zones and technological clusters. Secondly, this is the desire of business to obtain additional guarantees of safe operation and preferences in government tenders and orders. Russian President Vladimir Putin has identified the implementation of the Digital Economy state program as one of the development priorities. Those regions that will be among the leaders in the implementation of modern digital solutions will be able to achieve success in all sectors of the economy, science, social sphere, and human development. All this contributes to the fact that the cooperation of IT industry companies with educational institutions of the region and with the support of the state can become a driving force for the implementation of national projects in the region and, most importantly, become a driver for the development of human capital in our region, which is the most important asset. And this confirms the name of the development strategy of the Kaluga region «man-center of investment». The article discusses the origins of the formation of the cluster of information communication technologies in the Kaluga region. Studied the current state of affairs in which non-profit education functions. Those aspects of its activities that need revision for the successful continuation of the cluster’s activities are noted. And also outlined the ways of transforming the cluster in particular and the policy of the Kaluga region in relation to the IT sphere in general on the basis of current and future changes in the legislation of the Russian Federation.

Leading world countries view innovative development and high-tech business as an opportunity to overcome economic stagnation and decline in economic growth. One of the modern trends in the analysis of high-tech development is the study of high-tech knowledge-intensive service industries and their development in times of crisis. The purpose of the paper is to identify patterns of development of large, medium and small enterprises in high-tech service industries in Russia during periods of crisis. Economic and economic-mathematical methods of analysis are applied to the formed samples of enterprises. The research period is 2013-2017. The financial indicators of enterprises were adjusted for the level of accumulated inflation in relation to 2013. According to results, large and medium-sized enterprises showed insignificant or weak significant positive dynamics of revenue during all years of the crisis period. The crisis period did not lead to a decrease in the revenue of these groups of enterprises. The acute phase of the crisis (2014-2015) had a pronounced negative impact on the group of small enterprises in all studied industries, but they successfully recovered in 2016-2017 and reached the pre-crisis level of revenue. The total revenue by industries and groups of enterprises in 2017 became higher than in 2013, and its growth rates were significant for many groups of enterprises, which indicates a successful overcoming of the crisis period and signs of growth in high-tech service industries. Our study shows the need for state support for small businesses in high-tech service industries in crisis conditions, and identifies the possibilities of adaptation of enterprises in these industries to an unfavorable external environment. Our results may be useful for the purposes of government stimulation of economic development in the current environment.

The emergence of the fourth industrial revolution (Industry 4.0, hereinafter I 4.0) has led to an entirely fresh approach to production, helping to enhance the key industrial processes and therefore increase the growth of labor productivity and competitiveness. Simultaneously, I 4.0 compels changes in the organization of work and influences the lives of employees. The paper intends to construct a model for predicting the allocation of human resources in the sectors of the national economy of the Czech Republic in connection with I 4.0. The model used in this research visualizes the shift of labor in the economic sectors of the Czech Republic from the year 2013 to the following years in the near future. The main contribution of this article is to show the growth of employment in the high-tech services sector, which will have an ascending trend.
